His power is described as super analysis that borders on precognition, so I would assume that if he's not on-site, he just drafted up some plans based on what he knows and provides extra intelligence/a course of action that's certain to succeed.
Actually, this quote isn't very clear:
Up to two heroes on one mission per issue. Unless it's a New Dawn mission, in which case you get one New Dawn hero with you plus Wolong on overwatch.
By this all the current plans are illegal because they put Wolong in a non-New Dawn mission, whatever that is. Is it just the escapees? Anyway, it does say Wolong would provide overwatch, which I assume is a little more involved than just giving us a few extra plans; he's going to be monitoring us the whole time it seems.

makes sense them presganging anansi shows The core members are willing to use subordinates.

Actually is there a chance the trio of White Hawk are Philosopher minions under Star?

Or are they more under qsanying due to horae guard.

My plan is fine since its James and Palisade helping us on MG in exhange for BS patrolling the district as deterrant.

Aggressive stance asking wulong for help my not be valid though.

Sorry, day from hell, just seeing these.

I was kind of idly hoping that Seraph, Starlight Knight, and White Hawk at least gave a quick "here's what we can do" talk so we know what they do
Seraph flies, shoots lasers, and is telepathic. Starlight Knight makes hard light constructs that burn what they touch. White Hawk has the Superman package—flight, invincibility, super strength, free from causality.
@Bitterman No time limit means it will remain available right???
Correct.
@Bitterman What level of knowledge do the members of New Dawn have, if any barring Wolong?
They don't know anything.
Also can we do all of the Move that Bus actions our is there only the free space in the Apiary for completing one of them?
You can do all four! Apiary big.
Oh, that reminds me, question: Echidna is still around and still boosting Maddie's HIT, right?
Yep!
I'm pretty sure I have 2, but Bitterman never explicitly said that he gave me a +1.
My bad, you got that +1! I was too busy making vtuber jokes.
@Bitterman Does Wolong's presence significantly alter the information we get in a quest or is his bonus limited to passing whatever OPS checks there are normally?
Mostly the latter. He can also be requested on non-ND missions.

Assuming that White Hawk can't ignore causality, these all seem decently avoidable (they're not speedsters or time warpers, thank god), and will become a reasonable fight once we get the Reccomended 3 max tolerance + EXCEED-BEYOND that we'll be needing by arc end.

Of course, PREVAIL is a huge concern, and I imagine that they didn't get into Horae Guard without some extra tricks up their sleeve.

The first two, but White Hawk's a rookie nepo baby, per his own admission.

We'd already pointed out that "White Hawk" seems to be just a complete inversion of Black Swan (black and white are opposite colors, Hawks are seen as aggressive but powerful while Swans are graceful).

If it wasn't for how good Leizi is at making sure loose lips don't sink ships, I'd be worried he was a straight X-23 gender-flipped clone with minor modifications to the powerset, straight from the Philosopher's labs.

I was thinking A less... murdery? Homelander, but a 60-70% Superman package huh? Thats.... going to be annoying... and the others arent slouches either...and Silvio is still a mystery. Ugh... This really does make SM look tame by comparison....

Let's not give them too much credit. SM is the undisputed champion at wrecking faces as far as metahumans go. The horae guard are powerful for sure, but not that powerful. I'd bet on SM winning a fight against them any day of the week.

Yeh SM is P13

I can see some of the Horae being s ranks at P11 or P12 but 13 are utter bullshit.

White hawks power of classic flying brick ala superman migh make him s but doubt his peak.

Crusade P13 are the algernons

I mean yes, but he draws inspiration from another charismatic leader with long hair whose assisted with White Hawks.
Sigh. But this comparison might mean he has yet to be read in on this conspiracy or White Hawk is this strong after receiving the boosts from the Philosophers.
Well this is somewhat unhelpful. But I'll assume this mean no unless there is a tie-in specific to his character, which might matter in Magical Girls since Noelle is implied to be the daughter of Heavenly Astrologian. But I don't think that's necessarily important for the mission, so I really have little objection to the current winning plan at this point.

As long as the sky doesnt turn blood red, a demon in a horse doesnt appear and horde of hellish creatures spurt out of the ground I think we are fine... although *stares towards the QZ* 1 out of 3 is not good....
EDit: Wait SM counts... he just needs a horse. So 2/3... ok we can panic.
