I want Shelley to have intangibility+Force Fields. That's because… actually hold on I have an omake.
Synergy wise that locks you into either Red Huntress or Feth realistically, where off power fit that probably ends up as a Feth build given Red Huntress on Force Fields feels dubious.

Like okay you're stuck on 12 potency for this due to Shelley's cap.

Intangibility: Transformation + Invisibility + Energy Manipulation + Clairvoyance + Clairvoyance
Force Fields: Clairvoyance + Clairvoyance + Energy Manipulation + Energy Manipulation + Ally Empowerment

Feth's sample has Elemental Manipulation, Ally Empowerment, Clairvoyance, Invisibility, and Mental Manipulation. To fill the remaining synergies you need a 2nd clairvoyance, 2 source of energy manipulation, and a transformation. With the cap of 12 Solferina can't actually fit everything for both of these synergies currently, so there are two avenues in my mind, The Outsider or Crimson Soprano.

Feth/Hunch/Outsider/Millions = 12 potency and hits both synergies.
Feth/Hunch/Crimson/Millions = 10 potency, needing a transformation tag. Where just pick 2 of Hydrocity, Daggermaw, and Multiplex from here.

@Kermie edited more in depth bits for what a Shelley build with those 2 synergies functionally looks like. I'd probably personally prefer the latter but that's just me.

What kind of powers could… Shelley Marie get?

Horizon, City of Leviathan's Rest– The Apiary– ???, 2068

You are Silvio Serra Fernandes, formerly known as Stockpile, formerly known as Valiant Justice, currently known as… um, you're still workshopping it. You and your ragtag group are currently in the Apiary's garden. Ete looks around, anxious. Her psychic dampener is clutched in her hand and to her stomach. Edgar, your newest (companion? friend?) fellow hero clutches a dagger tightly. And behind you, the one and only Radiant Silvergirl is walking for once, her starry skin concealed underneath a hoodie.

You look back towards the Apiary's front yard. About dozens if not hundreds of people are congregated there, all dressed in their best get ups. There's a charity gala on. Nothing as big as the funeral a few months earlier, but still noticeable. Seemingly spontaneous, announced a week earlier, but it should be easier to get in. This may be your only chance.

"Does everybody know the plan?" You quietly whisper.

"Yes, yes. Split up, go to different places of the Apiary… and then look for Lady Leizi's office and alert you. Are you sure this will work?" Ete asks.

Radiant Silvergirl leans her head, looking at the dome of the Apiary proper. "It will. During events like this with people inside, the Apiary's layout will stay consistent." she pulls her head back under the hood. "Leizi's office is near the 14th floor. Go quickly."

"Everyone, take different entrances, don't move too fast." You say.

Your team nods, with Edgar going off first and everyone else slowly going off on their own. You pass by the stage of the gala proper. There's a red-haired woman there, speaking about something. She's dressed in a dress colored silver (now that reminds you of two people) and sparkly. Her arm's wrapped in a cast but she speaks as if she's perfectly healthy; For a second, she looks through the crowd, speaking to all of them. For a moment it looks like she's about to spot you.

But her gaze passes right through you, barely even paying you a single second of attention. Good, it's easier that way. With everyone distracted, you walk through the Apiary's entrance, stretched wide to allow access to the food court.

A few lefts, a few rights, one or two or three squeezes down tight alleyways and you're here. Eventually, you find a door that looks about right, painted purple. You open it, and then look inside.

Radiant Silvergirl is in there, checking out a few lockers. Where are you?

She turns to face you, her eyes blank as always. "Silvio. I believe you have found the girls' locker room. You should move to search other parts of the Apiary."

You suddenly feel very awkward right now. Uh.

She opens up a locker with the force of a tiny black hole, looking around and finding nothing. There's a mirror on the locker door, and nothing else. "It seems that my things were moved during my absence."

You turn around to look for the door and—

There is no door. The door that you used isn't there anymore. There's no way out of this room. Ah. You turn to Radiant Silvergirl, trying not to let the panic get to your voice. "Radiant Silvergirl? We need to move. Can you destroy the walls so that we can get out of here?"

But Radiant Silvergirl doesn't move. In fact, she just stares blankly into the locker. That's when it hits you. Why would there be a locker room in the Apiary, where everybody has their own room? You push her to the side and look into the locker.

The reflection in the mirror isn't you and Radiant Silvergirl.

With a sinking feeling in your stomach, you realize that the mirror isn't even the size it should be. It's exactly enough for you to see your head, and the face of a red haired woman right behind your reflection. You look back at Radiant Silvergirl and—

She's gone.

You turn back, and the red haired woman in the mirror blinks, before her hand passes right through your reflection, comes out of the mirror, and grabs onto the frame of the mirror. You can only watch in stunned horror as the mirror seems to expand into some sort of glassy portal to this room, and with one leg, now two, now her whole torso, a woman with red hair, a silver suit, and skin that seems to be see-through pops out of the mirror.

You do not squeak, instead activating one of PREVAIL's non-prisoner-lethal gadgets to swing a low power psychic energy blade at her. She just tilts her head, smiling blankly at you, and catches it in her hand faster than you can react. You try to push harder, but she just disappears. As you fumble for balance with the psychic blade swinging through empty air, you feel a cold hand on your shoulder, shoving you down and pinning you to the floor. When you attempt to get up again or reach for one of your backup weapons, there's suddenly a thick light covering both of your arms, trapping you.

This time, from out of the floor, the same woman from before- the same woman who looked past you earlier?!- appears, glass shards rising to form her body. As she rises to her full height, she stares down at you. It doesn't take a use of your power for you to realize that you're beneath her, figuratively and literally.

And then something curious happens. The woman walks towards the back of the locker room and a simple seat appears, an armchair. She sits down and you're pushed up and over, shoved into your own chair. She tilts her head, and claps her hands. The locker room seems to crack, before everything disappears into a white void. The red haired woman leans in a bit closer, her hands intertwined together for her to rest her chin on menacingly. Her skin is still partially see through, like glossy stained glass colored how you'd expect a statue of a human to be. She opens her mouth, and sighs.

"Your name is Silvio, right?"

You look around, and try to get up. No luck. Your arms seem to be glued to your chair's armrests, and whenever you try to lean your chest forward an invisible force seems to gently shove you back. You consider using your power, but it doesn't seem like you'll be able to get any more info aside from the fact that you're trapped inside a metahuman's powers. You sigh. "Yes, but I prefer to be called—"

The redhead clicks her tongue, and the noise seems to reverberate in the void. You blink once, and all of a sudden there are hundreds of thousands of eyes, some big, some small, all looking at you, judging you—

And then you blink twice, and it's back to the white void. What the…

The woman sighs. "Listen, I don't care what you and your crazy revenge squad call yourselves. You can consider this an intervention, Stockpile. Silvio. Whatever. All you have to do is answer one question: explain what you were doing here at the Apiary, and then I'll let you go."

A weight presses down on your chest, light for now but pushing continuously. With a grunt of exertion you try to push back but fail. "Who are you?"

"A member of Justice Unlimited. New, joined last month. I'm just resting up here because of an injury I took a while ago,"

"Are you here because of Project Prometheus?"

"No idea what you're talking about. Answer the question that you should be answering."

The weight presses down some more, but something clicks in your brain. This isn't just gravity manipulation. An actual, physical object is pushing down on you, you just can't see it. You begin to shimmy to the side—

But another invisible object pushes you back into the center of the chair. And your hands are just as trapped as before. Ugh.

The weight on your chest subsides a bit, as the woman and her chair seem to slide forward and closer to you. "The name is Shelley. Shelley Marie. You probably missed it while on whatever secret trip you were on, but I was introduced to the world recently as the hero Absentia. I can turn invisible, teleport a tiny bit, and shoot out energy blasts." She gestures around to the void. "And also do… this. Didn't talk about that to Chihiro though, privacy reasons, classified y'know."

You try again to struggle out of your binds, but it's half hearted. The eyes appear again for a second, but by now you're pretty sure that you're just hallucinating. For a single second, you use your power and:

Just fess up.

Yeah that checks out. "I was… taking a walk."

She smiles without any mirth. "Oh, I get it! A walk. Like the ones I've taken along places like the Worker's Mitt city hall. Or Lady Leizi's office. Or."

Absentia taps her fingers on her chair, and the white void fades away to reveal the ruins of a prison. Completely empty. It's the ruins of the Brig. Uh oh. "A certain prison, destroyed by a certain metahuman."

Her head turns towards an empty spot in the ruins, you're about to ask why, before you see it. An eye, hovering in midair. It looks around, left, right, and when it sees nothing it uncloaks, revealing Absentia, with a hood over her head and a poncho plus pants that look like a mirror, reflective silver. The Absentia (clone?) in the hood reaches down, picks up a tiny, tiny ball of metal left behind from Towarri's rampage, and runs her hand around it. Energy flows from her hand, cloaking the ball in a fine silk, before it's covered in reflective silver fabric just like her. Then she vanishes along with it.

The Brig fades away, and it's back to just you and Absentia on your chairs. "If what I saw was correct, and I know it was, you have Radiant Silvergirl, who was presumed dead, with you, and we might have only a few more minutes before the Apiary gets sucked into a black hole. Is that correct?"

As you blink, the eyes all pop up for a second, all staring at you. Their gazes are colored red, and as they disappear you do the only thing that you can do here.

"Yes. I'm here on an infiltration with Ete, Radiant Silvergirl, who was kept in the Brig, and a former Ladder inhabitant named Edgar. They're each going towards separate corners of the Apiary, we're all split up. Please don't kill me."

The pressure on your chest rises to a new high as Absentia's gaze seems to bore into your very soul. After another moment, the pressure drops, and she leans back. With a sigh, she snaps her fingers before vanishing. The white void recedes, and so does the illusion. All around you are sheets of silver fabric, draped over the ceiling and all four walls. The entire room is filled with reflections, with your scared face looking back.

From behind the fabric comes out the real Absentia, her arm still in a cast, still in that glittery silver dress. Her skin isn't see-through anymore, but it still seems to be a similar dark-ish color. The chair underneath you disappears as she reaches for her comms and whispers something. She picks you up from the floor and grabs your wrist tightly. "What you saw earlier was just an illusion, and a projection of me. I wasn't actually going to crush you or anything. I've just informed all my teammates where I think that your teammates are, they'll all be captured soon enough. Now, I have one more question for you. And I'm not normally ok with messing with teenagers, but I need to make an exception for this. Sorry."

She takes her hand off your wrist, and an arm of ghostly hard light emerges from the side of her dress's torso, grabbing you by the neck and choking you in midair. "Just what was going on inside the Brig? You'd better answer right, because there are a few little secrets I just need to know."

Ibis' Notes: Shelley has gained the ability to create and manipulate a material that for now, we'll call "Cloth". When anybody wears this cloth, they gain total invisibility and seem to be harder to notice in general. Others hit with the cloth seem to be temporarily confused and disoriented, and report it to be harder to see.
This seems to be a byproduct of the true potential of Shelley's Cloth; its light manipulation. When enough of it is created by her, Shelley is able to create rooms that can surround others in almost totally life-like illusions, if only in a limited space. These illusions are also aided by her powers to project either hard-light energy blasts or projections when enough of her cloth is gathered, and she can also project and control life-like illusions of herself through Cloth. These fabrics can still be destroyed, however, leaving Shelley unable to project herself or other objects as light and possibly de-powering her temporarily until she regains energy.


Abilities:
Protection Of The Wraith

During a fight, Shelley may prevent 7 injury levels. These charges also correspond to how many Cloaks she can give to allies and how many walls she can make for her Rooms. After preventing 4 injury levels she loses the ability to use her Rooms on enemies, lowering her ESP by 2 and increasing her HIT by 1.

Refracted Illusion
While in the vicinity of one of Shelley's "Rooms" or using one of her "Cloaks", all allies gain a +3 bonus to any ESP checks they make.

(This is assuming that having Construct Creation would allow for Force Fields easier, and I'm kinda playing very loose with the keyword requirements for the Phasewalking. Assume that Mr. Hunch gets added in the 12 Potency/non Fast Pass version.)
(The mirror theming was totally inspired by Morrowlark's quest! Go read Shimmer, Glimmer, and Gleam, it's really good!)

Not Force Fields, but my P11 Memoria/Outsider/Hunch/Minefield/Daggermaw build should get both Intangibility and Phasewalking, plus TK and Battle Precog.
Eh more KW isnt actually a good thing since it spreads out the Potencty to different powers. So unless the Candidate is P13 is better to focus on 1 or 2 Synergies so you actually get a strong power. Instead of needing to ramp up or gain outside power source to use the power.
 
You can do Outsider/Chatroom/Hunch/Minefield for Force Fields + Intangibility at P10.

You fool! It's your responsibility to make the build coherent under your own rules! With the power of non-canonicity I can just give my favorite characters "Stands but not really"! MUAHAHAHA!:V

Honestly, I very shocked that Shelly would actively explain her powers to an enemy combatant, tossing away the information superiority she has in favor of... I'm not sure honestly.

Get why for the sake of explaining the power, and it's a very cool omake! Just didn't Shelly to be the type to fall for that trope!

Both for omake purposes and to mostly make sure that Silvio doesn't have dreams every night of having eyes staring into his broken soul. She was pissed at him for the Brig but not pissed off enough to just leave him in Hell for a few days.

There's no keywords that aren't used for synergies, so it's just four. Which is the same as Black Swan. It's two potency lower so it would be weaker but "spreading out" the keywords isn't really a thing that affects overall strength.

Yeah, I never got the sense that potency is distributed around keywords as if they were individual powers. However not all keywords are guaranteed to be expressed in the final set, especially ones with only 1 copy. So what I could easily see happening for a build that has a lot of loose keywords that don't get used in synergies is that some of those keywords will simply be discarded if they don't fit in with the theme the build focuses on.
 
Like personally, I wouldn't think of building a teleporter for getting out of the frozen thrown as being driven by a particular narrative thread because I wanted a teleporter since they popped big red into that restruant

Wait this kind of looks like Scarlet Maturity. SM has total control of his atoms and SM comes back to life after death. What we're missing is Self-Enhancement and Ally Empowerment... which Fast Track has. Fundamental Force Manipulation, Elemental Manipulation, Regeneration, Self-Enhancement, Ally Empowerment, Enhanced Speed.

If we want a Scarlet Maturity-esque power (hopefully without the life dept) we could have one.
 
I'm mostly against another Memoria build tbh since we just did one and there is a non zero chance Phasewalking does in fact allow Yara to teleport others so we'd be building decent overlap fairly fast. We still need more direct powerhouses given we just got arguably our utility P13 set up and frankly Memoria is rough power budget wise compared to tag count.

If we want a build with Teleporting just build a good Nox build and hope Teleporting doesn't fall off as far as I'm concerned.

Gives FFM and Regeneration so its likely a powerset really similar to deadmans and depending on how strong teh regen can lie and say the trigger is the smae.

Something for Soraia if we want to keep her identity public.

Honestly no. :V

Bitterman confirmed that using it to guarantee a keyword would make that keyword the centerpiece of the build and if you are making a Nox build a Teleportation oriented build over a Mental Manipulation oriented one I think something is wrong.
