You know idly, the mention that Nora would add things to it and then forget they existed because of Rebound memory issues does make me wonder if there are some secret functions in E-B that aren't documented that we could unlock with some experimentation or research.

Nora would forget because she was hopelessly disorganized even before the Rebound started to hit. She took special pains to make sure EVERYTHING was documented for EXCEED-BEYOND because she knew she couldn't trust her memory.

Ah. Unfortunate that there's no chance for any unexpected powers (beyond getting clarification for Module Dynamite, I suppose), but it's good that Nora took such pains to get everything organized.

This is more idle speculation, but, given that Le Petit Prince broke away from the University District to terrorize Maddie (well, not her specifically but you know what I mean), I don't think that LPP is a part of Monarch's alliance. Maybe he agreed to help escape but then went his own way, or maybe he just took advantage of the chaos and wasn't a part of the Wonderland Escape Alliance.
Nice Nice. Okay I now stand with using Bulwark as the Core for Johns power. Since a powerful version of Bulwark should let us give our peeps 1 more HP and seeing as we cant afford or want any of our peeps to die that would be a vital power. Our teams small enough that we can do without chatrooms telepathy yet anyway.
Anyway we can for a FFM and hope we get Ally empowerment for shields or just double down by going with Chatroom+Bulwark
Note without Nora we dont have anyway to create more Shield Generators unless she made blueprints for it too and can spend GA and money to create them. Even then theres nothing wrong with stacking hp buffs.
Pallisade did note that some of Monarchs peeps got new powers too. So while tehres a chance he just broke away immediately its possible that he just thought of having fun somewhere else that isnt in university district.
LPP did leave after maddie started attacking and I can see being in the University district now or another district entirely.

Alright, inspired by the carrot option, here's my very obviously non-canon omake on what might have happened had Lady Leizi signed the contract. Dominion is a corporation, and having access to a way to not only enhance Metahumans, but MAKE them? You can bet their PR and Marketing team would be on that in a microsecond. Not sure if Bitterman has a length requirement for omakes, but I don't think I could make this longer.
The following is a transcript of a televised commercial advertisement for Hero For Hire/Dominion Security Concerns, funded by Dominion Security Concerns. Commercial ran for 2 weeks on all major news networks in Horizon a short time after the Movement.
Metahumans. Those people who are gifted with incredible power. We at Dominion Security Concerns have long believed that these powers are best when used in service of others, and that the Metahumans should be fairly compensated for that service. To that end we developed the Hero For Hire app, which for a nominal fee allowed any Metahuman to advertise their powers and services to the community and receive payment for helping out their fellow man. So, refresh my memory, the roll is DC 12, Hit 40, our total Hit is 33 with Hiver. So that's a -3? The +5 we've got thanks to all the omakes means it's effectively DC 10 for minimum success.

Some house keeping: I mistakenly listed Blue Skies as "Skye Blau" in Power's metahuman list last update. Skye Blau is his civilian name. Also, after thinking about it, I'm changing the "Emotional Manipulation" tag on DNA profiles, to the broader "Mental Manipulation".
