If you want to kill Scion, I recommend Gating to an Earth with a Shard on it and then using Meteor with Entanglement on said Shard. This might fix the Parahuman problem entirely, and yes they are a massive fucking problem that is actively and rapidly destroying civilization completely independent from the Endbringers, and continues to do so after Scion is killed.
