Are you spending more money than there is in my entire country on your military, despite having no immediate threats to your nation?
Spain has a gigantic navy. For... some reason. And they haven't even tried to use it to retake their colonies yet. Wimps.

My military spending is actually down from last turn. :p

But, since people appear to have doubts about my expenditures, let me outline my reasons:
  1. I like toying with my military.
  2. National Prestige. Spain has been in a downward spiral for a long time, and literally one of my factions could just as well be called "Make Spain Great Again". I don't have or want colonies and there aren't easily-winnable wars in the horizon, so how do I cement Spain as a Great Power? "The budget of the Spanish Armada is bigger than that of some governments" is my answer.
  3. No threats? Apparently USE and the Papalcy don't exist? And even if I have decent-ish relations with them, I do border a Superpower.
  4. Spain read the Uptimer history books that went "And then the Empire collapsed, and Spain wasn't relevant to anything ever again" and freaked the fuck out.
  5. I might not have a huge amount of influence and international power due to a lack of colonies or vassals, but when the Great Powers are deciding whose opinion matters and whose doesn't, 7,000MP Navy is a potent negotiating tool.
  6. Spanish Italy is a thing. I might not be particularly expansionist, but I'll fight for every square inch of that clay.
  7. Spain relies on sea trade. The ability to not be blockaded, ever, is quite useful.
  8. It's easier to build the military now, rather than when the bullets start flying.
  9. Living memory of your world-wide empire being partitioned like a pie is a hell of a drug.
  10. 14 EP is a lot, yes, but it isn't that disproportional to my total budget.

Cornucopia provides a +2 modifier, limiting outcomes provides a -2 modifer, so in the end it's a +0 modifier with Cornucopia theme for the cost of 1 EP. Unless I'm missing something, there doesn't seem to be an issue here.
