Nah, probably just the Brockton Bay Department of Revenue. The kind of tax stamp mentioned is probably for some kind of vehicular tax levied by the city. Although I'd think that would be more of a problem for Squealer.

Actually, it's a tax stamp meaning you, as a drug dealer, have applied for a permit to collect state sales tax on your sales. Since doing so would mean you're planning on committing a criminal act, its kind of an idiot filter, and allows the state to get in on things, because it's state sales tax they'd be collecting. If we had a Federal sales tax, then yeah, the IRS would get involved, the boss music would start playing, and the Doom Slayer would come out, backing up an IRS Hazardous Auditing team...

For every dealer that's been apprehended locally in the last seven years (for a town of 10K people, that's been nearly 100), that charge is usually the last one added. It's also usually negotiated away, but it allows things to become a state level case easily.

Question: Hookwolf turns in to a giant wolf shape of spinning hooks and blades. So what happens when Taylornaut sticks her hands inside Hookwolfs attempt at being a wolf-like angle grinder? (Dremel tool, to be more demening?) The hooks spin, but Tayor isn't moving...

Her fingers are moving, and even when standing absolutely still Juggernaut is still moving because the planet is moving. Just ask Cannonball what happened that time in the 90's when he tried to ram into Juggernaut, who was standing there with his arms crossed going "this'll be good".
 
At this point I fully expect the PHO thread discussing what Juggernaut can or cannot do to give her a Yeet rating. (Probably 5 or 6 - able to throw people around the city but not able to throw people out of the city. Out of the time zone would be Yeet 8 or 9 I'm guessing.)
