It mostly comes off that way. Especially if one remembers TP as an unreliable narrator. And Dragon is rule bound. So likely required to spout that stuff.
But it is a little bit hypocritical for her to being a situation where she has to follow every rule and order without exception while trying to improve the world and unearth Tinkertech secrets for mass understanding and mass production so people can have what they need and get the edge to fight crime only to turn around and say spreading the mass producible tech is wrong.
I'd imagine there be some parallels between Tinkers being outlawed something they can't do anyway and her forced to follow rules that her shackles refuse her to do anyway. If the was a law that said AIs have to reveal themselves and urn themselves in then Dragon would have been forced to put herself a long time ago.
It was had that kind of thinking that made Western Union go downhill from it's glory days and nearly stopped the Dyson vacuum, and stymied the miracle mop.

I didn't either but I did talk to people who did and read up on the topic.
Most people use her as Armsmaster counterpart, as a team mom who's more human and approachable than Colin. In reality she can be just as much of a stick in the mud as him.
She's a soldier through and through, extremely inflexible and the kind of person who'd gun civilians down without thinking about it twice just because her superior ordered her to.
She never said that. She'd be more than happy to spread technology to improve people's lives, but Peter made it fairly clear that he'd be happy with rampant exploitation that drains people's pockets, enforces loyalty to his monopoly, and pushes any form of competition out of business.
Basically she's afraid that Heavy Gear may end up changing their name to Arasaka Industries.

That is weird to me. She's one of the few who went the opposite way with her Trigger Event. Know the Trigger Event know the crux of who they are or why they do what they do. One would think with her Trigger Event she'd be about as inclined to follow orders as Aisha. Hell she broke orders to gun down her captors and free herself and other kids yeah? There's gotta be more to her Trigger Event.
