That means she could (almost certainly will) become a Celestial Exalted, and that means either Glorious Solar Bullshit social-fu capable of wrecking Lelouch and our organization, an awesome potential recruit (a bit of a stretch), or- for maximum narrative tension she becomes our Lunar Mate.
Please, Fate will almost certainly ensure she becomes an Abyssal. Probably with some overly-long, completely random name like 'Beautiful Smiles Amid Massacres of the Innocent'.

...in canon Euphemia convinced Lelouch to abandon his quest for revenge and work within the system to reform Britannia. She convinced him to do thing the way Suzaku wanted. Had Exaltations existed, she would have Exalted as a Zenith or an Eclipse caste Solar right then and there.

Right - for those who don't know, Code Geass: Lelouch of the Resurrection has been announced. No release date yet, but Lelouch is alive! MWAHAHAHAHA!
 
I'm extremely pleased that this quest was started again, as its one of my all-time favorites. Unfortunately, this has not been without some unpleasant side-effects. My dog started looking at me funnily after I had a few fits of maniac laughter, followed by screaming and nearly tearing my hair out at the school part. My line of thought at that part was pretty much at sync with Lelouch. So good job once again, and nice to have you back with this! :D

Oh, and Enjou? I will try to add something to your analysis later after thinking about things for some unspecified-yet-hopefully-short-ish amount of time.

4. Rakshata as Student Council 'faculty advisor' just so she has an excuse to meet with us. Also, introduce her to Nina - probably need to get them talking science ASAP so that Nina starts geeking out and forgets her xenophobia for a while. (especially with two or three Japanese people joining the Council - poor girl will be having a heart attack, more so when you consider the incident that just happened)
5. We need to introduce Akito to Rivalz. Rivalz knows where to get the booze, after all! Gotta keep the guy amused before he starts shenanigans.
6. Give Kaguya a good chance to meet Nunnally again in private. Like with Suzaku, they knew eachother from way back when. Also would give her a good chance about talking to Lelouch about healing Nunnally's legs, unless she wants it to be a surprise.
7. Roll Temperance to avoid shaking Milly like a red-headed step-child next time we see her. This is her fault, after all. :D

8. Very serious issue here - how do we handle Kallen? She knows who all the new students and the new teacher really are, and it's suspicious as hell that they'd all join Ashford Academy. Would it be too difficult to connect the dots between them and Lelouch being Zero? (especially since she'd find Lelouch being fascinating like Zero, and possibly be obsessed with Lelouch as she's no doubt looked him in the eyes at some point) I see three scenarios we can go with - let her figure it out on her own and approach us about it (she's not going to betray us, so it's not too bad if she does, though it could cause trust issues for not telling her when it's fucking obvious we have a connection to Zero depending on how we handle it), tell her a lie that Lelouch and Milly are agents of Zero and that we're giving the new members cover stories an alibis for their activities (lie will inevitably be exposed later, so could cause trust issues), or just let her know we're Zero (risk of betrayal is virtually non-existent, lets us bring her in more on more stuff).

Kaguya will be arranging the meeting most likely by herself, if what she is saying in the update is anything to go by. Something seemingly aimed for the exchange students (Area Eleven History/Politics/Culture Something Club?), maybe even with Rakshata as the club supervisor / facualty advisor like you suggested, but exclusive to the Infernal Exalts and their occasional subordinates, allies, etc. Lelouch and Milly. Kaguya we could justify as someone with a lot of knowledge about Japan and a Britannia-(publicly)-approved-position as an advisor. Suzaku, on the other hand, we could direct to the Student Council, as he is 1) a native who hasn't left the country ever, unlike Akito. And 2) not an Infernal or a direct ally. Obviously.

On Kallen, remember that we have Witness to Darkness:
Her attunement to lies makes it harder to be honest, however, imposing a -(Essence) internal penalty to all attempts to be honest and straightforward, save when truth brings more pain than lies.
So directly telling Kallen even part of the truth in a positive manner will be a slightly more difficult. Not impossible with Lelouch's dice-pools and creative write-ins, mind you, but still more difficult.

...Unless of course that problem is again negated by the Deceiver's Stone:

In either case, at this point we should have her at least tentative loyalty, so coming out on this particular matter now rather than risk the truth getting out in uncontrolled manner is preferable to me. Maybe we should even hint on the fact that we have more secrets so that they won't be so damaging if/when they come out, with some vague promise we will tell about them some day when we are ready.

Hmm. Hinting her that Lelouch and Nunnaly have been wronged by Britannia somehow and are hiding, and letting her draw her own (massively underestimating) conclusions should be enough to appeal to her for now. Probably.

I'm not saying this (only) because I like his character, but because, even if she agreed to work for us, she isn't loyal to us right now.
Of course, being this an AU we cannot be sure if she supports Charles plan (hell we don't even know if the Sword of Akasha is thing here), but until we can be sure that she isn't going to stab us in the back whe she is a liability.

I believe that the Code that makes her immortal also maintains for her the exact same figure she had when she got the Code. Otherwise my SoD is broken about how she still keeps the basic Code Geass noodle-people -body that nearly everyone else has.

I agree that arranging the meeting and seeing if they want us there is probably the best way to go here... and it's not like we won't take them to a room we have bugged anyways. :p

I'm not terribly worried about drawing attention here for a few reasons.

1. Each student has some ready made excuses to be put into the Student Council. Leila is an exchange student, and we can have Akito's cover story be that he's her bodyguard because Leila is from a prominent family. Kaguya is a VIP even if she's Japanese. Suzaku has a similar situation to Kallen in that he'll be absent frequently, though in his case because he's a member of the Britannian military.

2. Ashford Academy has good security to begin with, in addition to whatever we've put in place on top of that. It's also a place with a high number of noble children who occasionally Exalt as Dragon-Blooded, so supernatural goings-on will not actually be unusual - it's kind of hiding in plain sight, if you would.

3. Given Lelouch is the center upon which a storm of madness and obsession spins, I don't think putting our Coven members in the Student Council will do much more to arouse suspicion to an outsider than already would exist. This is more so when you consider that these aren't even the last Infernals likely to join the school...

4. Milly. It should be remembered that NPCs have agency, and they will do things without the PC's knowledge or consent. Let there be no doubt whatsoever that she was involved in getting Kaguya, Rakshata, Leila, and Akito into Ashford in the first place. And do you really think she isn't planning on getting them into the Student Council whether we like it or not? Kaguya at the least will insist on it. Milly's whimsical nature is well known to all the students in the school as well, so it won't really shock anyone. We might as well roll with it and make the best of it we can. Hell, we can just say that we're glad to have more people who can help handle the paperwork that Milly generates with her shenanigans.

A new club would probably draw more attention than the students joining the Student Council anyways, especially given the unique nature of its members. It's probably smoother to just roll them into the already existing group.

I wouldn't worry too much about the difficulty being straightforward - the reveal meeting should involve our entire coven plus Leila, so Kaguya and Milly can help with the social stuff even if we have problems as it will make things more credible. Kallen's existing Intimacies with both Zero and Lelouch should help as well. I'm inclined towards a reveal since again Kallen is not stupid, so that's probably the best way to go about it. The only thing to leave out at this point would be that Lelouch is a Britannian prince in exile - Kallen may figure that out on her own, but she may not. We don't need to tell any lies, just keep it secret.

Don't forget the facts about the existence of supernatural and us being an agent of Hell! :p And like I said, best to lay ground for any future reveals now so that the landing will be more soft when/if she hits those secrets. Otherwise, I (mostly. agree with you.

Good point. Most Geass users aren't a severe threat to an aware Exalt (their powers are too narrow and may be entirely resistable/counterable with the right Charms or even Willpower), but to an unprepared one? Yeah, there could be some issues there, and depending on how they work some Geass could potentially be dangerous to even an alerted Exalt (Rolo's springs to mind, for example).

Ok, here's my plan. Subject to edits due to discussion.

[X] Plan Blame Milly and Big Reveal

Issues to handle in whatever order makes sense IC:

1. This entire thing is Milly's doing. You just know it. And you just know she's going to get your coven into the Student Council anyways, so you might as well plan to do it anyways and get the paperwork done. It'll make meeting in school easier, at least. Kaguya, Akito, and Leila can join as members, and Rakshata can be added as the Council's faculty advisor. Get info on whatever backstories Rakshata, Akito, and Leila are using so future deceptions are consistent.
- Nina is probably going to be freaking out about there being two Japanese people joining the Student Council given her xenophobia and the whole hostage situation. Get Rakshata to talk science with her if you can. Nerding out should help her relax.
- Akito is probably going to be bored to tears in school if he doesn't have some kind of outlet. Quietly let him know that Rivalz probably has a stash of alcohol somewhere, or could get him some if he doesn't. As long as he doesn't drink around Nunnally he can do as he likes in his spare time.
- Nunnally would love to meet Kaguya again after all these years. Be sure to give them a chance to talk in private.

2. Kaguya and Suzaku are going to meet to discuss some family business. Provide a room where they can meet privately. If they want you there join in and see what is going on. If not, you're going to have the room bugged anyways...
- Speaking of Suzaku, you wonder exactly what is going on in his military career. Send a couple Anhules to tail him and find out what they can. They should not take any unnecessary risks, though, just get basic information at this point.

3. Introduce C.C. to the members of your coven she hasn't met yet, and let them know about Geass users so they are aware of the possible threat they represent.

4. You're going to need to handle Kallen. She is not stupid, and with all the people she knows as being part of your organization showing up at Ashford she's going to have an idea something is going on and figure out that Ashford Academy is linked to the Black Knights, so it's only a matter of time before she starts connecting some dots anyways. Given that she seems to have growing loyalty towards Zero and it would be dangerous to have her own secret exposed, it's just best you reveal certain facts to her on your own terms. Call her to meet with you and your coven and reveal that you are Zero, and you and your allies will convince her to keep it a secret.
- If asked your reasons for opposing Britannia, state you have two reasons. The first is that you vehemently disagree with Britannia's Social Darwinism, pointing out that they would have you abandon Nunnally because in their view she is nothing but a 'useless cripple'. That is not something you can abide, and it is why you want to create a more just world where people like your sister won't be oppressed by those who would abuse their power. Second, you and Nunnally have been grievously wronged by Britannia in the past and you're not above admitting that no small part of you does want revenge, though you don't want go into the details as they are very personal.
- Do not reveal that you are a Britannian prince thought to be long dead. If she figures that out on her own, stress that it is your biggest secret and that Nunnally would be taken and used against you if it became known.
- Don't reveal information on magic and the Yozis yet. It's not a good time to reveal that just yet. Assure her that details she's not being made aware of yet are on a need to know basis for now, but that she'll be given more information in time.

Stunt: "Q-1, what do you think about masks?" Kallen whirled towards the deep and rich voice she instantly recognized coming from the other end of the room. Squinting her eyes in the faint light coming from the doorway, she could just make out the outline of an office chair there at the end of the table with six other chairs on the either side, its back turned to her. Before she could answer, Zero continued. "I myself find them fascinating. When you put one on, you become something else than what you were just a moment ago. Which is only a lie often. But sometimes, they can be used to show the world our true face and let us act on what we believe, while our face underneath it becomes the mask to hide behind."

While Zero's words were still deeply resonating inside her where they had struck, the chair spun around to face her, and she lost her voice the second time on the same day in short succession after the first. Because now that her eyes had adjusted, she could see who was sitting on it, and he was definetly not wearing a mask. "Kallen Kouzuki", said Lelouch Lamperouge, with the mask of Zero which he was staring at with a contemplating look held high in his right hand. "You are not the only one who hides in plain sight. And like you have already seen with some our comrades, not the only Britannian who can't tolerate their own country's beliefs and deeds."
