Based solely on this video? I'd honestly say that he's a Second or Third Circle Demon of... Mardukth, let's say (possibly Isidoros?) who represents/expresses the nature of legends as distortions and expansions progressing from tales of actual figures - openly taking credit for LITERALLY EVERYTHING EVER and walking around like Theion Jr. (twice the nice, thrice the smug!) and casually disregarding evidence that contradicts his claims - hell, barely even caring how you react to him - because that's just how legends are and he exists to celebrate and exemplify that.

He totally has massive cults out on the fringes, with tribals who become his akuma and wage strange tale-battles with the raksha for dominion of the Wyld-tainted lands.

Nah? I mean, I think he makes sense as an actual Demigod. Maybe one of those fancy Exigents, who knows, but all of/most of his powers come from his magical Fishhook. He has super-strength, shapeshifting (though it's limited by the things on his belt), he's very, very athletic, and he does maybe have the illusion-y stuff to fall back on, but most of his 'real' powers come from the magic fishhook.

And unlike Dumbo's magical feather, it turns out he actually does need it to do most of his supernatural shit. I mean, he does learn that he's more than his fishhook and that he shouldn't be an egomaniac whose ego is so fragile he needs to endlessly be a hero or he's nothing...but his fishhook is still what allows him most of his cool powers.

So it'd be some really awesome artifact, and considering Tamatoa (giant crab) didn't use it, I assume you might have to be human, or have an Essence of X, or whatever, to use it. Don't artifacts have some sort of Attunment cost or something?

Specifically; it's the signature Charm for Dragon-Blooded that allow the Scarlet Empress and the General Staff of Lookshy to look each other in the eyes and say "for the good of Creation" and then like each other like brothers and sisters until it's duration runs out.

It's one of my favorite Charms in the entire game.

Would that be a cooperative linguistics charm? Actually, I could sort of see that as a bureaucracy charm: Something that can make dragonblooded adopt the principles of all the others to allow for cooperative work. "Removes any penalties caused by excessive management or corruption so long as..." Kinda thing.

It's obviously a Linguistics Charm that allows your forum posts to be better likefarms depending on how many Dragon-Blooded help you with composing the post.

Presumably @EarthScorpion's Killer Monkey-Man story is written with a secret composer team of Dragon-Blooded, judging by the likes it receives.

I... haven't seen Moana. Honestly, I'm more interested in the idea of building a TCD/SCD based on how he came across in that musical number than trying to stat the actual movie character.
 
But more seriously, yeah. A magical fishhook that lets you transform into a set list of animal forms quickly and easily, seems like it'd be a reasonable sort of artifact whatnot. Give it an E2 or E3 or whatever rating, whatever puts it beyond the average mortal, but within the reach of demigods or people empowered by the gods or the Exalted (but not only the Exalted). Something that an Enlightened Mortal or other 'between mortal and Exalted power' being could use.

And bam, there you go. Or something like it.

Now, if we're talking about Demons...Tamatoa could totally be a demon, if you wanted to go that route.

After all, since the Solars are best at everything, they are also the best Other Exalted.

Hrm, mostly so, but there is the fact that without his fishhook, he's down a lot of his powers. That part doesn't feel very Solar-y. I mean, it could be part of the list of 'inspirations for Solar characters' and that's fine. Making Maui!like Solars would be fun. He's a cool character.

Exalted decided to make the most powerful features of each splat innate (probably because it was a spin-off of the oWoD, which did the same) despite the long-standing mythological precedent that not only did demigods need their items, but gods needed them too. Hades couldn't pass invisible among men without his helmet of invisibility he obtained from the Cylopes, for example.

PPE might make more thematic sense if you have to steal the knowledge from them.
