More attacks using that combo is basically a really powerful Flurry, and that is dangerous to give to DBs since the best Exalt Flurry is 8 attacks with Iron Whirlwind and Invincible Fury of the Dawn. And giving Earth aspected dragonblooded boosts or bonuses for it? Like, say, normally it's random, but an earth aspect can decide that the ground is made of pure jade or something.

You quite self-evidently haven't read the rules yourself, because you keep on asking questions about things that are explained in the rules. You certainly shouldn't involve yourself in trying to write Charms for a splat when you don't know the mechanics (or the themes). If you did know the mechanics, you'd know that Dragonblooded are not restricted to their own Aspect's Charms. A Water Aspect can learn Fire-Aspected Melee Charms just fine.
And just as with HoratioVonBecker before you, it gets more than a little wearisome to try to engage with someone who hasn't put the effort or the time into learning these things. Repeating tired fandom jokes does not make the process any easier - or more tolerable.

Look, if you want to give DBs a way of reclaiming areas of Bordermarch, it's easy:
I'd put it in War - it's a Charm for conquering areas of the Wyld.
- Only works on Bordermarch or wyld-tainted bits of Creation; doesn't work on Middlemarch or higher.
- Activated after the DB conquers the waypoint (thus owning it) or kills the current owner of the waypoint. That means they need to go invade the waypoint and take control of it, which might be a non-trivial exercise.
- You flood the waypoint with elemental essence, purging the Wyld with raw elemental force which takes its place.
- Calcifies the waypoint as it currently is, converting wyld themes into an elemental thing equal to the combined elements of the DBs who use this Charm together. Hence, for example, if only a Fire Aspect uses it then it calcifies as a "Fire" landscape - desert, volcanoes, igneous rock, etc, while if only a Wood Aspect uses it you get jungle and forest, but if both use it at the same time you get a "Fire and Wood" landscape - a fire ecology, or a lush growing area on the slope of a volcano.
- The DBs get no control over how the calcification happens - this Charm is fundamentally a way of purging the Wyld from landscapes, not a way of making use of the Wyld. That if you get a bunch of DBs of all Aspects together and use it, you get well-balanced 5-Element land that's nice and harmonious is just a beneficial side effect.

The Ten-Thousand Terrestrial Heroes are the Chosen of Creation, and carry the torch of Shape with them no matter where they go. When the Dragon-Blooded kills a Raksha that is affected by Essence Disruption Attack and that has Ownership of a Waypoint, she may reflexively use this Charm to crystallize the Waypoint into Creation, as if she had scored (the Raksha's Essence rating) successes on Wyld-Shaping Technique, which she may only spend on Land, People and Demesne, she may spend no more than (Awareness/2) successes on either, and Demesnes created like so will always be her Aspect, likewise will people possess (her permanent Essence) points of Mutations appropriate to her Aspect. Anything created by this Charm lasts for (the Dragon-Blood's Essence rating/2) seasons before it disappears into the Wyld, unless at least a Sworn Brotherhood of Dragon-Blooded live there, in which case it lasts as long as they live there, after three generations, it becomes permanently part of Creation. Multiple Dragon-Bloods who know this Charm can combine their powers to raise the cap on successes she may spend by one for every Dragon-Blood that helps. With the Martyr keyword, this Charm also affects any adjacent Waypoints.
