One thing worth noting is that a good portion of Raynor's Raiders are on Aiur, right now. Dealing with the mess that is the uncontrollable mass of bugs on the planet and trying to rally scattered survivors. Their need for more weapons is absolutely time sensitive given that they're in active combat on the most zerg infested planet in the galaxy.

Voting's open, going with Laurent and Hunter's plans. I agree that the Raiders need guns right now because they're on the Road Trip From Hell, but also I don't want to trip statplan right now and more personal dice would be good, so they both have a few things I like and a few things I don't.

EDIT: Fixed F costs and HI R costs on Statplan+Fringe.
EDIT 2: Moved 1D from Dylar Shipyards to Fringe Supply Depots and from Fort Romulus to the TRUST Base in Statplan+Fringe.

Infrastructure
I really want to pound out another phase of Nephor Reconstruction before the budget meeting, I think that would be neat. Starting Brontes cleanup both for the direct cash injection and also because it's been a full year of the plan and we haven't even started on the surface yet. Unlike other plans I only do one die on supply bunkers, for the same reason we're slow walking everything else prior to the poker meeting.

Heavy Industry
I am intentionally avoiding Keresh. It reduces the length of Augustgrad, and we actually want phase 2 to take as long as possible to keep our +5 on Vardona until critical projects on it are taken care of. Similarly, I am avoiding completing Tool and Die as well as Ardonin, but slow walking them. The goal is to finish them out in the new year and get the shipyards done then too with the progress reduction in order to cancel out the paranoia gain.

Light and Chemical Industry
Try to finish out vespene extraction, get the refugee workshops humming again.

Environmental
Keep slow walking regreening, planning to get it done next year but won't cry if it finishes early. Try to get done another round of farms done.

Services
Similar to the plan in Heavy Industry, intentionally keep our progress low so we can take advantage of Ardonin completion later. Also hire more doctors, because those are good.

Military
Finish out Romulus for the paranoia reduction, and get started on our personal fortress. For civil emergencies.

Research
Honestly I could do whatever here, I'm not really married to anything, but I think High-Efficiency Conduits are the most useful for the civilian economy.

Bureaucracy
Intentional slow walking of all the toys so we don't give Mengsk an aneurysm right before the poker game.

Personal
Im-Ex is just... good. It's really good. We should do it, and every plan does it. For the second action, I picked Starke because I want to talk to him while we still have the Vardona bonus, that's it.

Putting this one up as an alternative to go big or go home.

I might change it but right now that is the closest thing to what I want. I do wish it had the private company, but generally speaking it has stats and it has supply and bunkers and it doesn't have inspector-general.

Oh man, if it didn't have Inspector-General it would be perfect! I also wish it had giving supplies to fringe world, but really its the inspector-general one that bothers me.

Edit - Okay, rereading the Inspector-General action its definitely not an 'independent officer' and more 'the dude who monitors what I want him to monitor" and yeah, okay, I can get behind that. It makes sure the department is loyal to Horner and not internally corrupt and siphoning money to outside groups. Hence me adding Reconstruction Blitz. (I do wish it had supplies to fringe world, but can't win them all, hehe)

We will be appointing them remember the whole point is to use them to root out other peoples corruption unless you like the idea of the supplies we want to send to the Raiders going into some profiteering assholes pocket because we've got no way to look for them.
 
Yeah so when I first thought about it I thought about a more honest Inspector-General who is basically independent of their own boss and even monitors them. But that is not what this is, not really. Its a much more under our control - we appoint him, we direct him, we decide on what his decisions will be. From what it seems its not "he will even monitor us" and instead it is "he will make sure the resources we assign to particular areas get to where WE want them to be." He is our man.

I'm not so much against it as I was before.

(That said if I am wrong in this interpretation please tell me, because if he is actually full honest to even our own actions then yeah, I don't want to do this project.)
 
The Inspector General seems like it'll be equivalent to the similar project in GDI Quest, which unlocked targeted internal reviews in the Bureaucracy field.
