Get the industry up and running before Brood War hits like a pile of bricks. Her dice bonus mitigates the painful penalty we have in critical industries and potentially reduces the difficulty of Nephor II projects.

Also in the long-term Edward's secondary trait loses relevance once we've cleared reconstruction projects.

Edit: Approval voting Fitz on further consideration as I don't mind giving either a chance.

I think the assumption that Edward's clearly early game emphasizing trait will be miraculously replaced with one of equivalent value is unsubstantiated. Especially because from a meta perspective- reconstruction will always be on the table. There's going to be glorious moments where we're not rebuilding civilization from rubble, but we're absolutely going to have reconstruction actions in the wake of the UEF, Broodwar, and Kerrigan's SC2 offensives.

It's a seasonal trait, but it's never going to be completely obsoleted

To clarify, any character trait that is made obsolete or irrelevant will be replaced with a trait of roughly equivalent value. This includes negative traits that are rendered ineffective by in-game developments, but not negative traits that are manually removed.

I feel like the best way to handle this would (except for Horner himself, perhaps) would be for us to just get an option to replace the person. When you think about it, these are pretty big jobs, stressful jobs, and someone hired to contribute in one way might sensibly leave if there was no further scope for much of their talents.
