Using PS for actions is not a bad thing for us to do. we do have extra.

however, we shouldn't be worried about losing PS to decay.

at this exact point, having a negative PS cost on a project is something that does not matter, but it is not something we should be looking to do just so we dont lose PS.

If we want an aggressive push to get portals in Q4, it's tough to fit in budget for repulsorplates.

This is an extremely rough draft plan. Numbers aren't perfect and need refining.

I repeat, I know numbers need refining. This is just to at least try and look at what we can afford.

Notably, going by Doruma's numbers for how much money we'll have, it's explicitly 25 R over budget even assuming we get the 30 RpT from the vein mines on schedule despite the natural 1, because part of the reason I'm posting this is to ask people "so, what do you want to cut?"

Some options:
1) Sacrifice the shuttles die for housing refits (15 R) or arcologies (10 R, completion right before election might be very popular despite having no +PS bonus in the eyes of the legislature in particular)
2) Swap out repulsorplate dice for North Boston dice (10 R per). It's not really feasible for a three-die portal plan to get repulsorplates in one turn even if it's desirable to try (debatable given the scope of the project), and just accepting that we'll be finishing the repulsorplate factories more gradually over 2-3 turns lets us save some money while still getting much of the project finished.
3) Literally anything in Light Industry that doesn't cost 30 R/die; Bergen is a big money hog this turn.

Most other options I see are rather unsatisfactory (such as canceling one of the highly sought-after Military projects I have listed in favor of, say, GD-3 rollout).

Suborbital shuttles is an easy downgrade to Fortress Towns or Rails, both of which we'll probably want another phase of before the invasion. (We'll still want Shuttles prior to said invasion, of course)

And LCI will probably have new project(s) that cost less per die than Bergen, so between the two I think things will be affordable?

I'm pretty sure the math is 900/900 IHG and 1860/2900 HG. Which means we have 10 STUs from IHG and 18 from HG, for a total of 28. Which now that I check it is 1 less then the amount that the turn post indicates we should be producing. I thought that the IHG portion is divided by 90 and the HG is divided by 100. Or am I mistaken/made a math error elsewhere?

The Forgotten have come forward with a new technique, one that is without overstatement significant, in terms of GDI's ability to make use of STU based technologies. Specifically it is Atreides's band bringing out a method of essentially shouting at Tiberium with their brains to prime it to produce additional STUs using the same processes. While it is exhausting, with multiple Deltas collapsing during testing as they pushed themselves too hard, the primed Tiberium produces about five percent more STUs.

Attempts to explain the methodology have gone, on average, fairly poorly, as the Deltas trained to do it have done so by means of ritual and mnemonics, using the still poorly understood powers over Tiberium to reshape it to their will. While analysis of primed tiberium is difficult, it seems that the Forgotten are inducing some form of cascading internal crystalline reshaping, essentially producing small amounts of stabilized trans uranics in the tiberium crystals themselves that can be extracted during the normal refinement process.

900/85 + 1860/95 = 30.17 STUs. Minus 24 STUs consumed puts us at 6 STUs not 5. This does change things for the STU calcs (Previous here)

STU Calcs:
Theoretical minimum IHG Tiberium Processing to meet plan goals:
We are required to complete the IHG refits and increase income by 485 RpT. Of that 485 increase we have 9 additional turns until the end of the Plan with 15 RpT per turn from economic growth, assuming that stays constant. This means we must increase income by 485 - 9 * 15 = 350 RpT. Of that 350 RpT we are unlikely to see any Lunar/Space mining income due to the Space Population requirements of the plan taking up all of the Orbital dice. Therefore all 350 RpT must come from Tiberium.

Therefore we should have 2760 + 350 = 3110 RpT coming from Tiberium.

3110/85 = 36.58
This is before any additional STUs we may get from the MARV STU add on.
Setting that aside for now, we are currently consuming 24 STUs and do not have required projects that consume them, therefore we have 12 STUs to play with.

The currently available options for STU consumers are:

If by "invasion" you mean "Karachi," then that's probably not happening until 2064Q4, so I'd rather spend the dice on projects that are actually ongoing at the moment and make sure to finish them off, personally.

I quite agree, which is no small part of why I pointed it out. Plus, there are totally going to be people who would rather set that aside and concentrate on Bergen. I dunno.

At this point I'm seriously considering not actually proposing a plan in the 2063Q4 turn vote at all, because I honestly don't have a firm opinion on the likely very important "repulsorplates versus Boston" debate. All plausible options have their charms for me, and I'm worried the debate may grow acrimonious, or that staking out too strong a bandwagon position on it could bias things.

But that doesn't mean I odn't want to throw around drafts.

Honestly, this kinda just seems like a good idea. We just completed a phase of shuttles so no big deal on delaying that a turn. And if we manage to finish the Arcologies it would probably lessen any negatives from the housing refits.

I wasn't particularly a fan of starting them but the reasons were sound. And now that we've started them might as well finish them in time for elections.

Depending on what else is done elsewhere we could probably find the money. But there's no pressing need to rush Agriculture by applying an AA die to the field, and such AA dice could also be used in many other places beneficially. Also, we might want to do something else with our Bureaucracy dice besides double-AA dice.

Well, I'm thinking of "finish Columbia this turn" as being strongly desirable, and with just 1 die instead of 1+E, the chance of success is something like 50-70%, I think, off the top of my head. It's worth considering and I'm open to ongoing discussion of the merits, as I hope is obvious.

Because having spaceport infrastructure seems likely to help out a lot with the stuff we're planning to do farther down the road?

A fair number of people have come out in support of the spaceport bay, one way or another. I'm sort of cuing off their ideas.

At this point I'm seriously considering not actually proposing a plan in the 2063Q4 turn vote at all, because I honestly don't have a firm opinion on the likely very important "repulsorplates versus Boston" debate.
Why not make a plan for repulsorplates and one for Boston?

I definitely think repulsorplates is preferable but if you aren't sure which you prefer might as well do both and let voters decide.

No pressure though. If you want to sit this round out it's totally fine.

I just usually agree with like 95% of the stuff in your plans most times.

I think the second or third best space plan won.

Orbital did very well.

Colombia rolled above average and is about 1 dice from completion.

Shala rolled above average and got a nat 100.

Hospital bay did below average.

And the new life support completed.
 
Why not make a plan for repulsorplates and one for Boston?
Because there's a very significant difference in cost, they're not purely interchangeable, especially in plans with 2-3 portal dice. Also because there's yet another option: splitting the difference. As I mentioned earlier, I think, the repulsorplate factories are too big a project to be readily finished in one turn, and we arguably shouldn't try given that it'd be a rush job. But split between two turns at 3-4 dice each, it becomes at least plausible to slide in some North Boston dice around them.

There's a lot of possibilities.

I'm a bit concerned about eight dice on North Boston and seven dice on Shala, but there are reasons to approach the problem that way.
 
We finally managed to burn through all the Steel Talons research backlog, so they must be happy about that. Now they just need some new projects. New mechs perhaps since we finished Reykjavik.
