It absolutely has a lot of unhealthy ideas about what a priority looks like. GDI is a culture which, as a rule, treats shock labor as a price of doing business, especially for government work. Throwing everything at the problem and making it happen as quickly as possible, often in communities where everyone is working on the program, is just something that happens, and is usually not particularly commented on.
On the plus side it keeps the pizza delivery companies in business.

I mean, the structure of planquests, where things complete in big chunks and dump a massive reward in your lap only when they complete kinda incentivize this if you want to get things done at all quickly or responsively. If you want to de-incentivize this, you need to have stuff like unions limiting work-shifts or a per-sector cost limit.

Then a lot of stuff would not be completed and look like a person who can't complete one Lego set before starting a different one.

Yeah. Despite the name, Planquests tend to mostly lack long-term planning. The mechanical structure encourages sprinting for projects that can finish in the immediate turn over slowly working on multi-turn investments. IRL, things like a new rail line or power plant are planned for years in advance and take a lot longer to build or provide benefits than in 3 month chunks. But in a Planquest, you can suddenly pivot from project to project and go from zero to completion in a single turn.

It'd be interesting to play a quest where you had to commit to projects multiple turns in advance of finding out how exactly they turned out, but whatever mechanical structure that that would take, it wouldn't be like the Planquests we're used to.

I would give it like 8 turns until Nation or whatever that quest is overseeing to be a unoptimized mess of half completed projects and over specialization in trains with the capital/base roads degrading to dirt.
 
To be fair the command and conquer setting has a unique material in tiberium that definitely helps crash building.

Being able to produce large amounts of about any material, and some fictional ones, easily by processing tiberium would make construction projects so much easier. Then the bottleneck becomes having people to run it instead of years long builds.
 
I assume that the projects are planned years in advance and only appear on our list when they are ready to start construction.
Having less prior notice isn't forcing us to mash the 'build it in one turn' button.

In SB there is a planquest called The Tattered Eagle: An Austrian Empire Planquest thats actually like that. Where instead of it being progress based, some projects only require to be assigned one dice for it to be completed or others where you can assign multiple dice and they will complete in a certain amount of turns depending on the dice committed, with the dice comitted locked until the project is complete. For example, we comitted two dice to a cascade in turn 18 where its going to take 6 to 8 turns to finish, because we rolled well its making two turns of progress every turn meaning its going to complete on turn 21, while if we rolled terribly it could have taking twice as long to complete.
