To be fair here, organizational labor is still labor, and it's very important as the number of people working together increases.

I think a lot of complaints about bureaucracy are more about it's execution than the underlying concept.

if i understand the cohesion mechanics this doubles our passive cohesion gain which is an enormous benefit

First we need a good defense, to work out kinks and get a good amount of people mingling and getting to know other nations members.
Then I would propose a federal bureaucracy and an effort to make it as self-correcting and efficient as possible.

Aid would go where the defense force is needed at the time the most and can be throttled up to include all members and other interested nations after the bureaucracy is there and can help coordinate while also stress testing itself.

In a parallel universe a superior version of me is cracking some kind of joke about whether this is for military equipment or clothing and whether sufficiently advanced fascination with organization and logistics and paperwork counts as a form of masochism for determining how best to make those actually interested in that happy.

Unfortunately, in this universe I got all the concepts but just like the joke, the delivery was missing.
