Wasn't there some lore thing where the Imperium could make some xenos races 3rd class citizens (1st class is humans, 2nd class being abhumans), assuming they were useful enough?

You know, knowing there's a canon race of abhumans is pretty useful to have. They can be pressganged into dealing with water world based threats for the Imperium instead of shoving the problem for Space Marines to deal with. Some how.

I think that the recruit numbers are rolled, rather than being set to whatever amount is asked for.

The problem with making regular human Dreadnoughts is not the size of the cabin, It's that being in a Dreadnought is mentally punishing for a Space marine, so regular people would probably turn into vegetables of interred in one.
As for people like Tyberos, Omni, or Thrax from the Honor Guard are not made like that, they are statistical outliers due to their geneseed interacting weirdly with their bodies during ascension.
You can, you're just going blind regarding disposition.
