Don't worry about it, it's more important to keep the story moving forward. Not every chapter will be a winner, and some things couldn't really be touched on much here without breaking the flow. That women being killed, that Shirou might have to kill a schoolmate, a Servant battle happening in broad daylight in the middle of a city, these are all things that could be touched on in later, less fight centric chapters when there's room for thought.

We are in NO SHAPE OF FORM to deal with Salter, let alone Kirei and very likely Brihannala. We need to reunite with Big Sister ASAP.
Rider powered-up by Illya has very good chances against Salter.

And at some point Mordred should appear. Against two powerhouses, we need of our own.

Edit: And after such open attack from Salter and Rin, the only way to keep Rin without killing her would be by killing Salter. We can't save both this time. Rin is far more Magus-like than her canon FSN selfs.

With how things went, it should have been earlier than now, with Salter running around and Sauron in the background
