[ ] Use your momentum to push for a greater allowance for security forces and their support as well as more of their security infrastructure in the valley (+2 White Sky Favorability, -1 Ministry Favorability)

This one. The White Plume favorability as been hard earned and I don't think we should be spending it here for a measly +1 for Polar Theocracy. Maybe it ends up costing us, but I think having the WP firmly on our side is great, especially with a War ahead of us.

Yep, tempted to go for third. Ministry and White Plume favor exists to be spent. That said, concerned for how unsettled our people will be about a permanent foreign Sovereign parked in our backyard.
I think that it is pretty clear how they will react, appoint their own sovreign. And while yes their favour exists to be spend, they also represent the empress (and thus conserative imperials), while the fact that this option only boost PT opinion, not WS (who still gets 2) means to me that PT would appoint that sovreign.

Also, option 2 is net benefit in opinion gain.

Ducal Support, +2 Personal accomplishments, +1 Historical Proofs, +1 Expansionist Interests Catered, +2 High Land Claims, +1 Tech Sharing, +1 Divine Diplomacy -1 Incomplete Hall
That -1 just keeps getting funnier and funnier the more favor we stack: "oh yeah, the south diplomacy is great! The best thing to happen to the province. that hall though..."

Oh god, we actually did it, there will be some very confused people at the capital when the reports get there

Honestly, aside from the potentially higher tensions my concern as much as anything would be with sticking more of our high realms down here.

Because that means politics, and likely the counts trying to grab more influence in this region before we can establish control.

This might be late to say, but in retrospect it's not surprising that Still Waters Deeping didn't manage to do more damage.

"I'm really mad about my very long losing streak" is not an ideal concept to bring to a conceptual battle.

If we were playing this realistically I'd expect the White Sky to walk away after an Imperial failure of this magnitude. We're the ones who invited them here and we couldn't even keep our own people, one of the two clans we're basing our 'distant kin' arguments on no less, from attacking them.

They deserve the maximum concession after we fucked up this much.

Well, the losses are manageable, and us getting more support from both MoI and WP is in my opinion well worth it.
Regarding the options:

[ ] Use your momentum to push for a greater allowance for security forces and their support as well as more of their security infrastructure in the valley (+2 White Sky Favorability, -1 Ministry Favorability)
This at least.
The second option is arguably better, but I find it hilarious that we managed to get high support from the White Plumes and I actually want to try and keep it.

They explained, events auggest they have a clear reason to keep an eye on us in case we shit out an angry god for some dumb reason, and they prefer this not be when said angry god is kicking down their door

[ ] Agree to push for a greater allowance of security forces for the White Sky (+1 White Sky Favorability.)

Seems the best favorability-wise to me. Mitigates half of the drop in favorability from the rebellion on the White Sky leaving it very high still.

I don't think it's worth it to sacrifice hard earned MoI favorability to get a bit more White Sky favorability. Mitigating the Polar Theocracy loss might make taking the third option worth it, but the cost of 2 WP and 1 MoI favorability is painful.

Mmm. I think trading White Plume favor versus Polar Theocracy favor at this bad a rate might be a mistake - it eats our gains entirely for one point, which brings White Plumes back down into concerning levels, and it's not likely the embassy town itself won't trigger more White Plume penalties - we're going to be making the White Plume's job much harder for some of that, and the White Plumes might respect us, but they don't really agree with Ling Qi that the embassy itself is valuable.

The thing we have to look out for though is that the Theocracy also isn't necessarily going to be enthusiastic about our foreign quarter plans and other cultural exchange, and they're currently sitting on 1.

[X] Use your momentum to push for a greater allowance for security forces and their support as well as more of their security infrastructure in the valley (+2 White Sky Favorability, -1 Ministry Favorability)

[X] Fully support White Sky desires including the emplacement of their sovereigns full court on a permanent basis (+2 White Sky Favorabilty, +1 Polar Theocracy favorability, -1 Ministry and -2 White Plume favorability.)

We've had a sovereign fight a civil war in front of outsiders we're trying to make friends with. We need to give them extra allowance and trust that they will keep their own sovereigns in check.

"More security personnel for our Embassy and greater allowance for security runework within our area of interest," Dzintara said bluntly. "The Weeping Sentinel wishes further support, her full retinue."

"That is one ya," Rostam said, scratching the back of his head. "Four of what you call Indigo, and their staff."
This is a reasonable ask, and the staff means the staff brings their civilian support crew, which helps make the Embassy Town even more of a permanent fixture because they'd be bringing family along for such a posting.

If our side wants to match that, that means the Sovereign on site brings their full diplomatic and support entourage too. At which point it IS a full on semi-barony

Emerald Seas Nobility: 9
White Plumes: 3
Ministry of Integrity: 2
White Sky Confederation: 8
Polar Theocracy: 2

End result gives us leeway to take a hit to ANY faction in the final negotiation(which is expected to mainly be the Theocracy or MoI complaining), and a guaranteed success final lap.

TBH as long as White Plumes are above 0 by the end I'm okay with it. Like having them high up would be nice but their satisfaction isn't really convincing them the summit is a good idea but more them being satisfied with the protection and interests of Emerald Seas. They don't really 'buy in' on our project which makes their favor more something to trade away when there's a good opportunity than to constantly improve.

We have just gotten +2 fav for White Plume by risking our life and as only Foreign Quarter and culture are left (if I remember correct) I don't think that there will be many (if any) opportunities left to earn more fav for White Plume but properly a few to lose more, so I would rather we have the Favorability for those two sections then use it just so White Sky feels a bit safer and a +1 PT and possibly making the general ask also for "more safety" in response to it. As I doubt that there will be no counteroffer when we present this in the negotiation

And option 2 still should still make them feel safer. As it still gives them all but a full sovereign court. (I don't think even we have that, which probably make some people more nervous than necessary)

With Option 3 it's more than likely (as others have said) that WP and ES then also want "more safety" and want their support staff to be there, and I don't know if any of the two side would feel safer with that.
