Sharing baracks and outposts is something that even long allied nations have trouble doing. The Empire and the White Sky were barely aware of each other's existance just a year ago. The risks aren't that big, but they outweigh the rewards.

Of course, if the other option wins, I'd be glad to be proved wrong.

I'll be honest I'm mostly voting for this because alternating Imperial and Polar outposts along what's likely to become a massive international trade artery sounds incredibly cool for the very long term. What is currently indicative of discomfort and unfamiliarity will in time become a monument to shared trust between allies, with each force trusting the other to back them up and do their duty without needing to look over their shoulders.

It wouldn't be a major or even moderate source of cultural mingling and building trust, but as that comes from other things the meaning it holds will change.

Like imagine if between your country and a friendly neighboring one the border was less a hard cultural line, and more a gradient where the middle was full of visibly alternating traditional architecture from each side. That's the sort of thing that becomes a landmark after long enough.
