I say this is how Shirou would go because while he doesn't like mages a lot he wouldn't let this fly to someone he has no real enmity for. Piss him off or be considered untrustworthy and he wouldn't bat an eye on it, but she hasn't given him reason to be so suspicious and that'd make him hesitant to these tactics.

Yes, because Mata Hari is a rogue Servant who acts in the interest of third parties, and not on Taiga's own behalf.

An unknown Master infiltrates the school unannounced and 'accidentally' stumbles on your young and stupid sibling who already survived several assassinations and one kidnapping; and her only claim to know him is that she saw him die. That is no reason for concern or interrogation, have a good day, Magus of unknown allegiances who sneaked into with the best of intentions!

Things do not add up and do not make sense, and in this War, it means that more people will start dying soon. And since Shirou insists on interposing himself between every victim and their would-be killer, you want to have advance warning as his guardian.

I know it's useless to appeal to Shirou's own rationality, he is of a sort who would believe the Witch of Betrayals even if she weren't his Servant, but let's not attribute his, ah, condition to people around him. Give Taiga some credit.
