Springtime of Nations II: A European Republic Quest

Expediting reconstruction in the republic, because that's the place that produces everything we need to rebuild with, and I'm guessing some markets are going to be closed to us now.

The Union of Central European Republics option changes the constitution to codify the existence of non-territorial cultural republics and cultural assemblies, which is a formalization of already existing NPA principles in current law. This requires editing the name of the country and adding a new section, but otherwise the existing structures are maintained. What it doesn't do is liquidate the National Assembly (it may change the name) or create a new co-equal or superior legislative chamber. The Assembly will remain the sole fount of authority within whatever nation comes out of this process.

CER doesn't create a federation, it retains the current unitary constitution and National Assembly - only the name of the state changes.

UCER creates a new, [aterritorially-]federal constitution. It is the outcome that committed centralists and democrats must avert at all hazards.

I was referring to the UCER because it creates a federation, sorry for the confusion. I rather go CER option because that doesn't change anything.

To sneak in a major constitutional change to the German republic in the aftermath of a war without recourse to electoral mechanisms is tyranny. To surrender the nation to Austromarxists would be treason to the revolution of 1848 and the victory of the civil war. A backlash of epic proportions will follow. The German nation will not lose her republic.

Again, nothing about this decision says we'll leave it off the National Assembly. It would also not be treason to the republican revolution of 1848, less so the victory of the civil war with internationalists making up a significant wing of the Red-Gold alliance. A backlash of epic proportions will not follow, what basis are there for you to say that decision? Nothing. The German nation will not lose "her" republic, it will simply be part of a greater union alongside Slovenes, Czechs, Poles, Jews, Romani, et al - whether one which merely alters the self-identification of the state (as a Central European Republic) or outright integrates the NPA principles (Union of Central European Republics).

Just for clarification, would UCER entail some sort of federalizing or decentralization? A touch unsure

Even so, all the usual arguments against national personal autonomy still apply, and anyone who was swayed by them in the ordinary elections ought to be swayed by them here.
