Territorial nation-state is stupid and I would be glad to begin moving away from it.

I support these solely because Serbia with Vojvodina and a Federation that includes Transylvania is a blight on the eyes

I don't really like giving vojvodina but its to late really argue now, and I understand why it was taken but it compromises our control over the Danube and he Serbians sure as he'll won't treat the many minority there well. (Also borders look better)

The Serbs already control one side of the Danube with Belgrade. Nothing about our control of the river really changes by giving them Vojvodina.
 
Also, we wanna save up leverage for the next part of this conference and the easier consensus for what to not cede is on all Romanian claims :V

The "modern" borders of Belgrade are from later, when it spread across the river; we should presumably control the entire bank. Even if not, it'd simply require a ~40 km long canal through flat ground. Far from difficult.

However, with this, we've increased the length of the detour by almost an order of magnitude; if Serbia's monarchy decides they like the Entente more than us, we're now cut off.

And what of when the river reaches Wallachia? Are the Romanians and Bulgarians under our power too? What canal can be dug to the sea?

I'm not even talking about the modern borders of Belgrade. they only need to control one side to make it imposssible for our boats to get through. Which they already do at this point. It's better to buy off Serbia's cooperation than risk them aligning with the Entente.

That's only if you're in a shooting war. If the Serbians aren't shelling German ships travelling on our side of the river, there's nothing they can do to stop us. Meanwhile, there's a lot you can do in your own territorial waters - exorbiant tariffs, stop and seizure of prohibited goods (which, of course, is completely up to you to decide), and so on.

I don't think Serbia will end up being cooperative long-term. They're not idiots, they've seen our rhetoric concerning monarchies and know that as soon as the Entente's out of the picture we'll be invading to kill their king.
