I don't think this is it, it's not a world war without the Entente. When we go after them and Russia joins in then it'll be a proper world war.
I think it's more a recognition that it's going to be extremely hard to make substantial gains before winter sets in. We're attacking in October, after all. Better to bite off what we can and make it that much harder for any counterattack to dislodge us than reprise the NatGov.My main fear with Case Arquebus is that it doesn't seem to have a clear goal in mind other than 'win some battles' and putting pressure on a very, very wide set of fronts. Sure, maybe we could win a bunch, but does this have strategic coherence? Would it lead somewhere useful?
That's why I like Case Eagle - it has a clear, definite goal, and even if it runs into problems it can scale back or redirect that goal as needed.
