Springtime of Nations II: A European Republic Quest

I'd like to propose a plank for the planmakers to a new option for national service where instead of having the options be physical labor of some kind add a option to send them to do more non physical types ir national service going abroad to help our comrades build up there indrtysty by teaching them stuff, our internally by helping out education system by having them teach for years ect you get the jist of it and this would make sure that members of our citzenery that are for a variety of reasons unable to help build a railroad or serve in the armed forces can still do there part

Tysm for the feedback, so would this version be more acceptable?

[] The Radical Party (draft v3)
-[] International Radicalism
--[] Propose for the Republican Alliance to sponsor the founding of an International Radical Association, which joins IWA's members with radical republican groups while remaining separate from it. The IRA would have the Volunteers for Liberty as its war volunteering arm.
--[] Assist Spain & Italy in military-industrial build-up in preparation for our showdown against the Imperial League. Support the Romanian radical republicans, socialists, & anarchists against its despised Habsburg Monarchy.
--[] Continue both naval expansion for Baltic supremacy & the reforms of the Leutewehr in line with the Civil War Report.
--[] Consolidate our "Alpine Academy" as a foreign intelligence service, while ceding domestic intelligence to the Gendarmerie.
--[] Propose for the Republican Alliance to sponsor the founding of the Relief & Aid Movement as an arm of the IRA. RAM would provide humanitarian aid & legal defense for oppressed classes, and possess a secret section to foment revolutionary cells.
--[] Abolish the local police, return their public-order functions to the Landwehr, and give their investigative functions to the Gendarmerie.

I'm still fiddling on the order of the planks past the first one
It's looking good. The one last point of meaningful change I'd suggest is removing the bit about Romania. I'd meant it more as aspirational rather than immediate. It's pretty separate from the other content of the plank it's in, and also I'd rather do our support for foreign activities after we set up the various bodies and organizations to facilitate that, which we're doing this turn.

Other than that I think it's just a matter of tweaking the phrasing and order of the planks.

[] The Radical Party
-[] Revolution At Home and Abroad
--[] Assist Spain & Italy in military-industrial build-up in preparation for our showdown against the Imperial League. Support the Romanian radical republicans, socialists, & anarchists against its despised Habsburg Monarchy.
--[] Continue sponsoring the International as a joint radical/socialist venture. Permit them to deposit their funds in the International Development Bank at terms otherwise reserved for friendly state partners (i.e., Spain and Italy), and propose insuring these funds as a Triple Alliance joint venture.
--[] Continue both naval expansion for Baltic supremacy & the reforms of the Leutewehr in line with the Civil War Report.
--[] Use the connections of the Alpine Academy, the International, and our surge of eastern immigrants to begin establishing networks in the Imperial League. The networks should support radical and revolutionary movements and prepare to impede the Imperial war effort, and if feasible, prepare uprisings.
--[] Establish the Academy of Advanced Sciences and Engineering to begin an investigation into new forms of technology, such as Benz's internal combustion engine and the development of new medicines.
--[] As part of our literacy programs, develop state sponsorship of various minority languages, including those of immigrants, to ensure these languages are not lost. Include the development of languages for those who are hearing or visually impaired.

[] Social Democratic Party
-[] Socialism with more internal focus
--[] Create a streamlined framework for issuing and trading of bonds by local governments, banks and commercial enterprises. Bonds will only be nominally taxed to encourage their use.
--[] Pursue an expansion and modernization of the Marinewehr. It is shameful that our navy is not up to the standard of the Landwehr.
--[] Expand and modernize the Education system to accomodate the rapidly increasing population. Target various Asians under Colonial governments to fill up various labour shortages in Germany.
--[] Try and create a trade treaty with Japan and other Asian and Middle Eastern States for purely based on pragmatism and profits. Use it as a vector to promote socialist ideologies there
--[] Use the foreign development bank to specifically target Italy, Spain and nations like Siam, Japan and China who lack a European patron and still not completely colonized.
--[] Establish a supranational organization to stemeline various Law, regulations, Tax, education, railway goudge healthcare and service system within Germany, Spain and Italy. It is to way to support full integration and customs union later.
--[] Send German Landwehr advisors to Italy and spain to help them establish militaries of the same quality as Germany. Organize join training and wargames between Military personnel.

We already have a trade treaty with japan, which is why I suggested the friendship treaty. Perhaps have it say 'Try and create a friendship treaty with Japan and trade treaties with various other Asian and Middle Eastern States'?

[] The Cooperative Party
-[] Plan Cooperativism is Local Control Plus Electrification of the Whole Country
--[] Organize local planning hubs as equal partners to the republic wide planning commission, tasked with short loop answers to local demand.
--[] Invest in a country wide electrification drive, with the ultimate goal to reach every community in time.
--[] Send human and financial assistance to Spain and Italy to help them build up their worker and farmer owned economies.
--[] Connect with underground rebellious elements in our imperial league neighbours to organize revolutionary defeatist networks ready to sabotage the empires' war effort when liberation comes for them.
--[] Set up non-territorial councils and communication hubs so that people of particular languages and culture groups can discuss matters relevant to them as such.
--[] Compulsory Education shall include a course including outdoors survival, navigation and firearm operation.

Voting isn't open yet.

I fell asleep and woke up in exactly the wrong timeframe to notice that the vote had changed >_>;;;

Hey Etranger, if two parties share a plank, is there a chance it gets passed because of bi-partisan support? Even if individually each party couldn't push it on it's own.

Could you be more specific?

Say the Social Democrats and the Radicals have a plank about using the international funding bank to support both Spain and Italy, but they're only are able to each push their first unrelated plank with the amount of votes they each got. Would they be able to push the bank plank together with a bi-partisan effort?

[] The Communist Party
-[] Plan: Communism Is the Power of the National Assembly Plus Electrification of the Whole Country
--[] Have the state build out new power plants and power cables according to a common plan determined by the Assembly, and ensure they remain state owned and that all rates are set by the Assembly. Put this question to the people in a referendum if the Assembly majority will not pass it.
--[] Establish with Spain and Italy a Council for Republican Economic Integration to facilitate sharing of know-how and technical specifications, and in-kind transfers of bulk commodities, finished products, and skilled labor among members based on need. Establish social and democratic criteria for membership that the various American republics might reasonably meet.
--[] Expand the National Ration allotments to include the new medicinal drugs and medical devices being developed by the Republic, as well as semi-annual general practitioner, specialist (including obstetric), and dentist visits, and establish clinics and pharmacies for their distribution.
--[] Establish a National Institute for Higher Education and Research & Development that is endowed with a substantial budget to improve the quality & accessibility of tertiary education and fund research. Integrate as closely as possible with our allies fostering scientific cooperation and funding student exchange programs.
--[] Institute a program of military infrastructure and fortification rebuilding based on the doctrines developed out of the Civil War Report. Initial emphasis should be on expanding and fortifying logistical nodes and axes of movement supporting second-line positions.
--[] Permit the International Workers' Association and International Radical Association to deposit their funds in the International Development Bank at terms otherwise reserved for friendly state partners (i.e., Spain and Italy), and propose insuring these funds as a Triple Alliance joint venture. Insure these funds regardless of Spain's and Italy's answers.

--[] Create a parallel Radical International to the socialist one, to coordinate funding and aid for international Radical-affiliated groups and nations. A sub-branch will be the Volunteers for Liberty group which will coordinate Radical volunteers for foreign conflicts.
--[] Organize intercultural committees with Spain and Italy to have regular exchanges between our peoples to celebrate our common struggles against monarchism.

@Regency @notbirdofprey I tried to consolidate your proposals and included an international culture plank. Thoughts on this?

If a plank has majority support but doesn't make it into the coalition agenda for whatever reason, it may be adopted by referendum instead, depending on the circumstances.

Hmmm I'd move the IRA plank into 2nd or 3rd, other than that it's good
Oh right, I forgot to order the planks by priority.

I believe the International is currently a joint socialist-radical-anarchist venture and the plank should be reworded to reflect that, but otherwise it looks good.

@Etranger can you confirm about the nature of the International?

We should be careful about keeping the internationale(s) as alliances of like minded political groups rather than alliances of nations so it keeps its purpose in organizing the spread of our common ideologies. If we need nation to nation level allied action, we should set that up explicitly.

Especially since our allies are likely to have parties that don't qualify fully among their governments.

The Second International is a coordinating body for socialist, radical, and other progressive revolutionary groups, yes.
The 2nd International in 1883 that includes both IWA and non-IWA parties, unions, and other organizations right? So we could still consolidate ITTL gathering that is the 2nd International into the International Radical Association as an organization?

Edit: Oh right
--[] Create a parallel Radical International to the socialist one, to coordinate funding and aid for international Radical-affiliated groups and nations. A sub-branch will be the Volunteers for Liberty group which will coordinate Radical volunteers for foreign conflicts.
This should perhaps be reworded to reflect the fact that this group was intended to pool anarchists and socialists of the International Workingmen's Association with progressives & radical republicans. Perhaps it should be renamed as the Revolutionary International?
Is this an acceptable reworking of that plank for you:

--[] Create a Revolutionary International that combines IWA with progressive & radical republican organizations. A sub-branch will be the Volunteers for Liberty group which will coordinate a joint socialist, anarchist, progressive, and radical volunteers for foreign conflicts.

Edit: Sorry, reworded it again
