Springtime of Nations II: A European Republic Quest

We can't afford to needlessly make an enemy out of the west. In fact, we should be trying very hard to make friends in as many places as possible to avoid getting caught in our own WWI equivalent.
I voted for apology, but we will make war with the Entente - we cannot let their blockade and foreign intervention to our civil war stand...just not now, not when we have more pressing unfinished business with the League.

Anyways our relations with the Entente will inevitably sour when we help the Italian republicans, and we absolutely will. Voting for apology is in the service of defanging the influence of Boulanger's warhawks to lessen the effectiveness of French attempt to counter our intervention.

The edit: trade missions devised by the Constitutional Socialist-Anarcho Syndicalist already give us avenues towards enemies of our enemy in the Balkans, and we have a strong relationship with the USA after our Radical Republicans (and some socialists) helped the Union against the Confederates - a favor they repaid by helping the victorious Red-Gold alliance during the German Civil War.

This seems fairly straightforward to me.

look, "may or may not declare war" means that there are factors at play that tip the balance one way or the other. with the facts that we have, i am certain that it will tip toward not declaring war. france has pro-war and a pro-peace factions as well, as has been pointed out. holding on to him is a gamble, yes, but it's one that i think is assured in its outcome

Vengeance is a shitty principle to make national policy by.

Answer me this: How are the national interests of the German Republic and the prosperity, happiness and security of its population served by war with the Entente?

A war is nothing to fear. We are largely recovered from the civil war, and perhaps our population is still restrained on seeking a war (the cowards), but this is clear cut French intransience. Will the French working class happily march to war over an executed spy? Will Britain want to fight a war on the continent because France wanted to start it? Will the Dutch want to stand alone on our border over a matter of French designs? The Entente will be incredibly reluctant, at best, to jump in after France in this.

And do Austria and Russia hate us? Yes. Would they see this as an opportunity to intervene? Quite possibly. But will their masses be happy to be forced to die over some French matter? Almost certainly not. The Imperial League also spent much treasure and manpower propping up the monarchists in our civil war. They are likely not fully ready for war either, and could face internal consequences for starting a war.

And even if they all come against us, all the crowns of Europe out to strangle the Second Republic, then firstly I think we can still win. We have the most extensive and thorough conscription system in Europe, and will have the national support from it being a defensive war. Our enemies will constantly have to fear internal revolution and resistance, as well as the force of arms of the Landwehr.

And second if all of Europe is willing to throw down with us because we execute a French spy, then what possible way could we not end up at war with them all that isn't submission? We are ringed by hostile powers, and if they really are so committed to our destruction, then we only avoid such a war by bowing before one power or another, saying they have the right to do what they want to us, that we are at their mercy.

That is what releasing this spy says. That France can do whatever they like to us and we have to kiss the boot that kicks us out of "pragmatism". Is that what the Red-Gold coalition fought and died for in the Civil War? Is that what we are rebuilding Germany for? I say no.

France is challenging us, seeing if we choose submission or independence. I say let them. We will show them our mettle, but only if we do not blink.

Execute the spy, let the forces of reaction know we do not fear them anymore.

As the main if not only revolutionary nation in Europe, the Second German Republic has the responsibility and accepts this responsibility upon itself to spread revolution across Europe and the world. This is a country founded on a revolutionary civil war opposed by every single other major power.
 
Accordingly to Wikipedia (not the best source, to be fair) that does not quite happens - although the historical option was releasing while insisting on his guilt.
The crucial fact here that a sizeable part of France is going to be quite confident they can whip us. Of course the German image as a martial nation will dampen that a little but caving now is almost certainly going to create the impression France can just intimidate us into compliance.

Though my understanding of WWI is that Germany pretty decisively knocked Russia out of the war and what really sealed the doom of its Western Front was when the USA started sending hundreds of thousands of troops to Europe that they couldn't possibly overcome while also dealing with the British blockade.

If France was in the middle of a civil war with the reactionary forces getting ready to violently supress our comrades in ideology, you would absolutely have a point. In that situation, there'd be a genuinely strong case for intervention.

But that's not what would be happening here. Instead, what would be happening is that we'd play right into the hands of French revanchists trying to unite the French in nationalistic fervor against us.

So long as you do not deny our duty to support any revolt, uprising, or other form of popular expression against reaction.

Pragmatism is what killed the first republic, if asked a thousand times if I would vote for war with the reactionary forces when we are stronger than them, I would vote yes every single time.

There can not be another Poland, we must refuse to let their be another Poland because cowards and "Pragmatists" are too scared to fight the enemy that wants us dead.

This has absolutely nothing in common with Poland. We aren't leaving anyone behind by not picking this fight, it's a poor quality spy we shut down very quickly, if he isn't just a deliberate attempt to create an opportunity for the hawks in the French government to force the emperor's hand.
