R&D isn't bad, since we might improve our jutsu, but healing techniques are a substantial gain and give us many options.
Kenjutsu course is useless imo. We're really good at sword, but not really good at teaching. Others can probably teach kenjutsu just as well, so it'd be a waste of our talents and time. It also wouldn't improve us.
