These look to be the areas most heavily populated by Imperials, thus presumably the initial dislike of our Old Way practices. The Celestial Hills, with their borderlands status, are self-explanatory and I assume the River Jing was the main artery along which imperial influence/settlement spread into the Emerald Sea. The Hills are probably lost to us, unless we marry a Bao and have them do the diplomacy for us. The moderates along the river might be recoverable with a message focusing on trade flowing from the Wall, down the river to Thousand Lakes.
Just to let you and others know this gets us +10% to our chances with another 3 points needed to max out our odds at +20%. If no one else puts in points Yrs will probably only take 4 points from your score since it's a 2 to 5% conversion rate and I don't think Yrs will do fractional percent.
