Why?
You can train it in simulation and if you discover something try it for real in parallel universe or other world.
Because Rangnarok has no Ranks to "train". When we train a spell, at least before switching to the XP system, we specifically trained ranks in that spell, and I bet that hasn't changed other than we now just accrue XP towards the next rank of that spell that we can use instead of our normally generated XP. What's more, we've already trained Ragnarok in simulation once, right before the Leviathan fight, just to give in-character reasons to know just what it does, and other than Taylor being traumatized by the horrors of the original Calamity Witch's life and gaining an appreciation of just how potentially destructive her Biggest Boom is both to her target and to herself, we didn't gain anything else from it.

Is it intentional, that all characters in this quest have the typical wisdom stat of not particulary well adjusted teenagers? I mean it's okay that 15 y/o mc is like this. But her father isn't much better. His subordinates are not much better. PRT troopers are not much better. Dragon is not much better. The only character that actually acts like somewhat responsible adult in 90 first chapters I read is Miss Militia.

It was still kind of fun to read while it lasted, but at this point I'm growing too annoyed to continue. Between all that and the MC who due to how votes are made is often acting like a not particulary intelligent schiziphrenic... serously, I hope it got better in later chapters, but I don't want to suffer to find out.

Yes, actually. Worm cannon, Parahuman Shards push their hosts to be more aggressive, more reckless, more conflict-driven. Just how much influence they have isn't exactly known, but... Parahuman abilities make you act in really stupid ways sometimes. Magic, on the other hand, doesn't, and is explicitly commented on by characters in this quest that it's nice having a superhero actually willing to work with the police instead of being conflict-driven into attempting to resolve everything themselves.
