Like, they can be made part of the Empire, part of its people, living indistinguishably and considered the same group as her. This blurring of the lines of who barbarians are and who people are is confusing. She knows Cloud Tribesmen are people but she considers them more as like the alien, man eating, filth cultivating ratmen than as people people that just live adjacently.
More recent arcs have had Ling Qi learning how the empire has censured and destroyed a lot of cultures. The thing is, she kinda is expected to keep up. See Shenhua's explicit challenge to keep no more than 5 spots from CRX by the time we end the sect. And we do know neither CRX nor Shenhua would abide coasting to such a rank without the power to earn it.I love how Ling Qi just can't get it through her thick skull that she isn't supposed to keep up with Ducal Scions. She expects herself to do as well as them to the point that achieving this extraordinary cultivation doesn't register as such beyond the satisfaction that she's catching up.

Give it time, and remember to her acknowledging barbarians are people means acknowledging that one shaman she killed way back was probably a person driven mad with grief over losing his whole family to the empire.
