So without adequately equipped military, that is also numerous enough to cover protecting our followers and not just react to jump pack equipped strike forces suddenly appearing out of nowhere, the Governor can have them slaughtered in numbers that I'm not comfortable thinking about.They are elites who could have probably solved the entire Flayer problem on their own if they weren't tasked with shielding the capital city… Something that'll change real quick if the Governor starts feeling like you're hitting critical mass. Best to know when he's reached that point by getting agents in place to hear the gossip

Mighty works, fueled with the unleashed techno sorcery learned in this time of tribulation have rendered complete the old quest, and the Priests of Mars now turn their gaze to the future. Their old alliance with the Imperium holds for now, but grows more tenuous by the century.

The Mechanicus' natural inclination (at least in canon) is to hoard tech. If they had more tech they would just hoard a greater proportion of it, some factor internal or external had to push them into sharing.

Send the Guard? It's the Enginseers that keep all the vehicles and anything more advanced then a lasgun working. The Navy? Admech personnel are the ones maintaining the engines, warp drives etc (you know, the stuff that enables the ship to actually get anywhere). The Space Marines? Who do you think builds all their shiny gear?
The Imperium needs the Mechanicus a lot more than the Mechanicus need them. They will hand out technology to the un-washed masses if they feel like it.

Counter Propaganda
Respectively too reduce the amount of plates spinning, even a partial failure with Eyes on the Auxilla is better than a coin flip and guaranteed failure whereas the DC for Counter Propaganda is 30 for our 20 guaranteed roll.
