What are the others?
"Hybrid Hive: Eat Shard" and "On Fluttering Wings". I won't say which is which to avoid spoilers, although it will be fairly obvious by elimination pretty quickly.

Link to the one I read: Hybrid Hive Taylor is about to magic up Missy due to very similar reasons. Missy is with the Wards because it keeps her away from her parents, which their arguing is the cause of her trigger. Youth Guard screwing up means she can't even attend therapy because she was introduced to the 'very dangerous independent cape'.



So I'd feel more comfortable if Missy got herself Emancipated before letting her take the mutagen, I can't deny that she has cause for it. If it comes out it could be argued that we're providing a method for a minor to get out of a bad situation (and a PR nightmare for the PRT)

Look, while brewing LCM for Missy is important and we want to do it soon, we should finally get to work on doing a proof of concept for popping Grey Boy bubbles. We will be facing backlash from PRT for taking Missy away so we'd better build up PR now.

Chevalier,

You've told me, again and again, that I can't go out and help. And in many ways, I get it; I'm a minor, and I'm not a physically strong or as mentally sound as a soldier. I'm a little less capable, and that could make me liability in the field. And I get that regs say that I have to stay in the back lines, and have to avoid the capes. I don't like it, but I get why they were written for people weaker than me. People who could- and have- gotten hurt, then turned around and let their parents sue and bad mouth the Protectorate. And I get that the best way to avoid that is to bench me.

None of that has helped me here in Philadelphia. And none of those protections helped me this weekend.

I don't think there's anything more I could have done to prepare me for having two dozen members of the Fallen come to crash my vacation, but it's made things abundantly clear for me. There's no safety behind the walls of the PRT, and that's the last thing which might have convinced me to stay. Because the Protectorate has taken everything else.

I can't fight. I can't work. I can barely practice with my new arm, and I can't use it on missions. And now I can't even sleep after someone dropped the ball in Florida and nearly got me Mastered.

And the worst part is? I still had more fun during my two days of vacation then I'd had since Brockton Bay got quarantined. And that leads me to the other thing I'm missing. I'm missing Missy.

Miss Militia has made it abundantly clear that I'm not allowed to fight, but she's spent a lot of time forcing me to try to build bonds with my teammates, for 'unit cohesion'. Over the past two years, I've spent more time training than I have in school. At first, because it was fun to use my powers, but these days I don't know what else to do with my spare time. I have no friends, no family, nothing to keep Missy alive. There's only Vista left. I saw that over my break.

I think it's time I figure out who's left beneath Vista.

For once, I think the Youth Guard is working in my favor, since they'll applaud me stepping down after such a 'traumatic experience.' And yeah, you and I both know I'm going to go and join up with Calamity Witch, but at least she wants me to succeed as a person. She wants me happy.

You and Militia have made it very clear you don't.

Miss Militia.: It's no trouble, sir.

Chev.: Funny thing to say, considering the amount of trouble that's come this week.

MM.: Vista's resignation?

Chev.: In part. You've already offered your insights into the matter, so we'll leave that be. But you dropping some of your duties hasn't helped.

MM.: It's necessary.

Chev.: Excuse me?

MM.: (short silence) Vista's letter... struck a cord with me. Namely, her mention of losing herself in her job. That's been a big issue with me... and not an issue at all.

Chev.: You're going to have to explain that.

MM.: I've never had any issue following orders, Chevalier. Or keeping up with my duties.

Chev.: I've never said you did.

MM.: But a big part of that has been because I don't sleep. Regulations state that a Protectorate member can only be on duty for twelve hours on a stretch before needing-

Chev.: I know the regulations, Hannah.

MM.: So you know the rules regarding patrolling and activities, and how they're even more stringent for Wards. But I don't sleep, and I have no other commitments on my time. So when my shift is over, I can spend it freely, and as a result, I'm a part of a lot of online communities. People who stay up late or get up early, depending on where in the world they are.

Chev.: I think I see where you're going with this. Vista didn't have that.

MM.: And I couldn't provide it. I approached her wrong, I think, because my perspective is different. Schooling, patrolling, and relaxing fit a schedule much better in a twenty four hour period than an effective sixteen hour one.

Chev.: And that made you resign why?

MM.: Her problem wasn't lack of activity, Chevalier. It was burnout. Too much time working, not too little, before she came here from Bockton, and then no time to find other outlets once she came here. She had nothing to fall back on, no friends or hobbies, and having her here, under my supervision...

Chev.: And you think someone else would have done a better job?

MM.: I don't know. But she acted like a soldier, and I treated her like one. But she doesn't have any real peers to interact with here, and the only one she opened up to...

Chev.: Calamity Witch.

MM.: I have mixed feelings about her.

Chev.: You and me both. So your failures with Vista revealed some flaws in your teaching style, that doesn't mean you should-

MM.: I need to, Steven. I treated her like a soldier. She didn't need me as a CO, she needed me as someone else. Someone I can't be. And if I couldn't see that, what else have I missed?

@Elwyn Why are you having Tim make a storage device for Kayleigh in the More Mages plan?

Kayleigh should have a intelligent device for herself. Storage devices are basically Siri compared to the true AI that Intelligent devices possess. And with her low linker core rank Kayleigh needs all the support she can get. Especially since the skill set that's been hashed out for her includes WAS which having another intelligent mind to process the data can be a big help for Kayleigh.

I like how much Missy has matured, as shown by her thoughts in this chapter. One thing that stuck out to me though was her argument that MM was more concerned with the PRT than about her personally.

I want to do something about that if possible. Do we have the funds and contacts to arrange a counseling session for her, someone willing to listen and be that concerned adult that asks questions that help make sure this is the right move going forward, and not just the first plan that seems to be going in that direction.

I know that there are PRT therapists, but given that the primary issue is leaving the PRT, I don't think this is something that Missy can go to them with.

Since she'd be a D-rank and can't use any* of the advantages of an advanced Device, she would do just fine with a Storage Device as a bracelet or something. I actually have an idea for physical guns Firefly could build for her.

* An Armed Device would still give her Knight Armor and the ability to make cartridges because those come by default, though I would strongly recommend against the latter. She will only be able to make one cartridge per day but many more magical bullets.

I think the big things you got wrong were 1) They are in Philadelphia, not Boston, and 2) your take on Missy's letter is more aggressive than hers will be. I tried to show it in this latest chapter that she's had time to think about things and her responses, so her resignation is less an angry reaction and more a sad necessity. Her actual letter will be very bare bones and formal. She just wants this part of her life over and done with.

Still good enough for a training point.

Both a Storage Device or an Intelligent Device will assist with Kayleigh's magic just fine; on that side of things, neither one is superior. The SD has the advantage that it does not have to be in a staff/gun/point-and-go-boom form, so it can be something small she keeps on her person while her hands are busy with her gun(s). It is also cheaper to build. The ID's advantage is that yes, it is smarter, so if she wants a personality to bounce ideas off of, complex simulations, or if we want OOC to give her a watchdog to make sure she doesn't get hurt by doing something stupid, the ID would have the edge.

I wasn't saying that Kayleigh couldn't or shouldn't get an ID. I just wanted to make sure it was understood that the bulk of the work she needs to do for her spellcasting, a SD would not be inferior. I'm sorry if that created confusion.

Hmm. Minorly, but not enough that my decision would've changed. From what you're saying it's purely an interaction change rather than a mechanical one.

I don't think it's important to give her an ID just for simulations, ideas, or as a watchdog. I can't see her going out unsupported and out of communication anyway, if she goes on patrol it'd be with us, Missy, or Laura. Providing backup and having someone else to bounce ideas off of. And she has no business being in bigger fights without support in the first place.

I also think being able to build guns for her rather than run them as part of her device is also nice thematically. She's a mage, uses magic, but her combat capabilities are guns rather than a Device.
If that makes sense.
 
Maybe we should ask her what she would prefer instead of building something based on assumptions that she might dislike.

It can, if you were worried about that. Intelligent Devices and Boost Devices can go against their mage's orders if those orders are determined not to be in their mage's interest, though they do it very, VERY rarely, almost always in a life or death situation. See in canon where Raising Heart unsealed a Jewel Seed to give to Fate so Fate would leave the badly injured Nanoha alone. Armed Devices and Storage Devices do not have that extra bit of intelligence and personality, so they can't be insubordinate like that.
