"Can I get you anything, your Majesty?" Sparx asked, his voice dripping in sarcasm.
Spyro simply rolled his eyes at his adopted brother. "You of all people should not be calling me that, Sparx." The difference between the two of them could not be any more different compared to how they were fifteen years ago at the start of their journey. Where Spyro was still growing and closing in on the impressive size of a full grown dragon, Sparx had visibly aged. A short lifespan combined with the knowledge that not many dragonflies had survived the war with Malefor seemed to have taken it's toll on the jokester.
Sparx glared at his brother in reply. "Hmmph." The sight of a small dragonfly crossing his arms and staring down a mostly grown dragon dragon was a sight to see for sure. "See if I ever ask again then." The two stared each other down in mock seriousness as Sparx fought to keep a smile off of his face.
"Did you find any of them in Tlaloc?" Spyro asked as he laid down on the cushions that formed his 'throne'.
His brother shook his head. "Not yet." Sparx replied as he seemed to rapidly mature in the span of only a split second. "Tlaloc is massive though and I'll be going back again with Virii to search more of it." The massive fungus filled swamp that they had called their home was long gone, turned into the burned lands and then into the Odrius Swamp when Spyro had reconstituted the planet. Yet all the dragonflies who had called it home a lifetime ago were long dead.
The massive purple dragon sighed and closed his eyes. "You'll find them Sparx. I refuse to believe that all of the dragonflies died with the swamp. I've found that a whole race is not so easy to wipe out as some would have you think." Malefor had certainly tried, but the only race that he had managed to wipe out had been the apes and Cyril was not too sure that even he had gotten them all as the Ice Guardian had found signs of someone living in the desolate ruins of Dante's Freezer.
"Yeah…" Sparx muttered as he sat down on the stone table that stood as the centerpiece of the makeshift throne room that Spyro and his advisors held court in. He stayed solemn for a moment before enthusiasm seemed to leap back into him. "Hey Spyro, do you think that there might be dragonflies in that forest near Alpin?"
Spyro opened his eyes and craned his neck to gaze at one of the maps on the table. "Maybe. It's a pretty big forest. Might be too dry though." Of course a lack of large water features on the map did not necessarily mean that there were not any. The world was a big place and despite twelve years of mapping it the new world, nobody not even Hunter or the most curious wind dragons could truly map the whole thing. "I'll assign some scouts to give the area a closer look. Any dragonflies will likely go unnoticed, but if we let them know what to look for and you can give the area a closer look later on.
Sparx smiled. "Thanks bro. I knew letting you have all that power would be good for something!" The dragonfly joked, causing them both to laugh. "So… uh. What's next on the agenda?"
Spyro shrugged. "Some meetings with the moles and cheetahs. Forticus has been talking about letting us have Warfang and moving his people into the undercity. We might just end up rebuilding the Undercity completely and splitting it between us like we have Warfang though. I think the cheetah I'm meeting with said something about bringing in another tribe or two, so we'll see how that works out. Maybe we can convince the manweersmalls to join as well. Should probably make a move on them before that renegade faction does."
"Bah. Since when did you get so knowledgeable about this stuff?" Sparx asked.
"Well, someone has to do it." Spyro replied, causing them both to laugh.

1st Avalar Army (0/2): At the recent conference to decide the fate of the government, it was decided to raise an army to defend Avalar. This army will be a combined arms force consisting of 10% of each group's total population. It would be best to focus on creating this army first. Note: The army does not currently exist.
Training (10): It is one's skill in battle that allows them to enjoy freedom. Focus on training both the warriors and soldiers of the kingdom, as well as the militia. Note: Overall skill level is currently below 15.
Defense (1): Ensuring that the kingdom is well defended is key to both prevent attacks and ensure that you are victorious when those attacks do come. Focus on strengthening the defenses of both the portals and the individual settlements throughout Avalar. Note: The portal to Hyrule is undefended.
Internal Ties (3/10): The many peoples of Avalar are as of yet not used to working together on such a large scale. Focus on binding the many peoples of Avalar closer together. Note: The kingdom is currently not unified.
Foreign Affairs: Now that the Kingdom of Avalar has been established, it is time to found new alliances and establish trade with other polities. Focus on sending diplomats to other realms in order to build better relationships with other realms. Note: The kingdom is mostly unknown.
Growth: The overall population of Avalar is still small and recovering from the war against the Dark Master. Focus on expanding food production and growing infrastructure in order to grow the kingdom.
Education (5): While Warfang currently boasts an outstanding level of education, the other parts of the kingdom are not so fortunate. Focus on making sure everyone in the kingdom is well educated. Note: Education is lacking in the kingdom.
Research: Research and development is one of the best ways to keep ahead of rivals and enemies. Focus your efforts on creating new developments for the betterment of the kingdom.
Spiritual (10): It has been found that developing a healthy spirit is key to one's growth. Focus on ensuring the spiritual growth of the kingdom by honing one's connection to the world. Note: The introduction of Armadyleanism has thrown matters of the spirit into flux.

Clarity is of two minds regarding the recent conference. On one hand, you now have more resources to draw upon when trying to defend Avalar. On the other hand things have gotten a whole lot more complicated and now you have to worry about keeping everybody happy.Clarity thinks that you should focus on forming the 1st army of Warfang, while she secures the portal and expands Warfang's own army into a second flight.
The Second Flight: Now that the population of Warfang has grown and she has a reliable source of recruits, Clarity feels that it is time to train a second flight of soldiers. Unfortunately this second flight will be just as expensive and time-consuming as the last as has to ensure they are up to her new standards which have grown quite high after the first major battle. A second flight will enable her to use one for defense and the other for campaigns away from Avalar.

A Different Kind of Hunting: With the food situation as bad as it is, Clarity has offered her time toward organizing more hunting trips to make sure everyone has enough food.

Secure Portal (Hyrule): Working together with Ventis, Clarity would like to cooperate with Reliquia to build defenses around the Hyrule portal. As the portal is a continent a way, this will be quite expensive though Reliquia will provide half of the expense. Clarity regards this as urgent due to the known threat of monsters on Hyrule.
Chance of Success: 90%. Cost: 300 gold. Time: 2 years. Reward: +100 to rift defense rolls.
Extract the Atlawa: When the portal to Hyrule opened, it opened directly under the extraordinarily unlucky atlawa, sending them to a war torn land filled with monsters. Due to an immediate attack by monsters, the atlawa were driven away from the portal and eventually found themselves hastily fortifying a nearby ridge. With their leader Kane badly injured and only an estimated 300 atlawa still living. If they are not extracted soon, the atlawa people will go extinct.

Study Tactics and Equipment (Group): Clarity recommends studying how other peoples and nations conduct war in order to broaden your own knowledge on the subject. While studying the moles, cheetah, centaurs, or humans will allow an easier blending of the 1st Army of Avalar, the study of an enemy's tactics and methods will allow her to plan around fighting them.

Ventis is thrilled at how the conference turned out, though inability to convince Tsa'ar to join the kingdom does sting. He does however have high hopes for convincing her at a later date and is already making plans to the effect. The most immediate business in his opinion is to forge the still tenuous ties to the rest of the kingdom into something that will outlive everybody, even the gods.
Ventis upgrades trait Wind Adept (+2P, +20 to all Wind rolls) into Wind Expert (+3P, +30 to all Wind rolls) - Thanks to new knowledge on wind gifted by the aviansie and assitance from Spyro, Cynder, and Zephyr, Ventis has managed to reach the next level of his element.
Coordinate with the Moles (action): The moles have agreed to coordinate on construction projects around the city. They are eager to rebuild the city and have expressed worries about the lack of walls.

Coordinate with Cheetahs (action): Ventis says that the cheetah are greatly worried about the rift and are willing to send what warriors they can to help. They offer their expertise in either fortifying the rift, patrolling around it, or scouting the other side.

Deeper Ties (Group): According to Ventis it would a good idea to deepen the ties with not just the other parts of the kingdom, but also other kingdoms and peoples. At the moment Ventis would prefer to bring the peoples of the new kingdom closer together.

Diplomatic Negotiations (Group and Topic): Ventis has offered to enter talks with one of the other races or groups. Several of the known races have knowledge or services that dragons do not and the Wind dragon is willing to see if he can negotiate a deal of some kind. There are many groups that could be negotiated with, though not all would be easy. Ventis would also like to see if he can negotiate the admittance of other peoples into the kingdom, both on and off of Avalar.

Assisting the Armadylean Settlers: Last year negotiations with Armadyl resulted in an agreement that a small group could set up a settlement of Gielinor. While the aviansie are already settled thanks to their nomadic nature and the island that they brought with them, the humans and centaurs are in the planning stages of a village. Ventis wants to offer your help in planning and constructing the village. Not only would the help speed up construction and keep it from being a liability if the portal is overrun, it would also establish friendly relations with you new neighbors.

Persons of Interest (Target): With the help of Umbra's intelligence network, Ventis has offered to build a profile on notable individuals to assist in diplomacy or intrigue. Gathering this information will depend on how friendly you are with them and thus trying to ascertain information on the leader of a hostile or unknown power would be extremely difficult and unlikely to gather much usable information.

Umbra is quite frankly swamped this year. Between his ascendance to shadow grandmaster, the expanding spy network, taskforce sent into the caves under Gielinor, and the new workload resulting from the creation of the kingdom, he simply has no time at all.
Feuding Nobility (Support Family/Resolve/Dissolve): With the downturn in Novis fortunes, only the Baselt and Sonis remain reliable contenders for dominance amongst the nobility. Supporting the Baselt family would see a sharp uptake in mining as they can afford to expand their mining activities. The Sonis on the other claw have the most skilled traders and supporting them could see an upturn in trading. Another option would be to try and resolve the situation peacefully which would be difficult, but would restore things to how they were before the shadow-war. The last option Umbra has proposed with much prompting by Glacies, would be to work toward dismantling the nobility entirely; neither of them are entirely sure what the result will be without the noble families propping up crucial aspects of life.

Investigate (Target): Umbra has offered to investigate any of the groups on Avalar or Gielinor. He is however uncertain about his chance to sneak around where the mahjarrat are concerned which rules out any Zarosian, Zamorakian, or Kharidian territory as those are likely locations of the mysterious race. Additionally sneaking around a god or other entities who can use shadow is also a risky move. On the other paw, the wealth of information gained could outweigh the risks. As the dragons of Warfang already have a strong rapport with the aviansie, he thinks he could investigate any Armadylean aligned group relatively hassle-free, though how much he gains from such an endeavor is open to question.

Widen the Network: Though the fledgeling spy network is a good start, it is just that, a start. Umbra wants to recruit more operatives and widen the area within which you get usable intelligence from. This will result in more accurate information, foreknowledge of important events, and potentially uncover important secrets. In particular Umbra would like to try and recruit more varied races from Gielinor into his network, though he is unsure of how hard this will be to accomplish.

Investigate the Gielinor Underground: Rumors have surfaced regarding… something happening under Forinthry, though details are sparse. A Bandosian army is also thought to have disappeared into the earth and anything involving them is something that should be investigated. It could be anything from something to do with the dwarves or a lost artifact that Bandos is interested in. A squad of shadow dragons could easily go unnoticed in the dark caves of the region, though the area is so massive that it may take awhile to search.

Glacies is finally satisfied with how the government is shaping up now that it is not merely an ad hoc rulership by a handful of people. She will however be busy dealing with the results of the conference for years to come. Many of her ideas of how to approach the opportunities opened up by this reform will have to wait until either the immediate changes are out of the way or the administrative district and palace are completed. Until then Glacies urges that a prospecting of the area around Warfang be done so that you know what all materials you have to work with.
Glacies upgrades trait Greedy (-1D, +3S, -2P, -5% action cost) into Tempered Greed (+5S, -5% action cost, hatred of nobility) - As Glacies tackles the administration of the large city, she has been forced to temper her greed. Part of the reason that she has been forced to combat her own greed is that she has seen how it has ruined the nobility's ability to interact with anybody on a similar level to themselves.
Gone Hunting: Food has become a very big problem due to the large population of dragons calling the city home. Glacies recommends sending out hunting parties immediately to make sure nobody goes hungry throughout the year. The food situation has finally stabilized and Glacies would like to give the animals in the area around the city a chance to repopulate

Patching the Holes Part 2 (Stewardship): Now that new walls have been erected, it is time for the stone to be fused together into one whole piece. Clarity and Glacies would like to get started immediately as the sooner the walls are made stronger, the less likely an enemy will be able to breach them. Durability enchantments combined with a massive amount of Earth manipulation will be required for this. As such they expects this project to take a while to finish, but once done it will greatly increase the protection granted by Warfang's walls.

Prospecting Gold: With the new maps that the cheetahs have helped to supply, Glacies is salivating over the potential gold to be made in hard to acquire materials. As it stands right now, most dragons make use of the already existing materials as the families who worked the various gem and metal deposits were mostly killed off during the early stages of the war as easy targets. This means that there are very few new sources of critical materials, such as gold, silver, iron, coal, or gems, let alone the more magical materials. Glacies would like to remedy this soon.

A Better Governing System: It has been suggested by many already that the current governing system which has Spyro and a small council of advisers ruling the city, could be further tuned to be more effective. Now that the Kingdom of Avalar has been formed, Glacies needs a year to get everything in order and coordinate with the other settlements of the kingdom.

Rebuilding the City Government: Now that the Kingdom of Avalar has been formed with Spyro and Cynder as it's rulers and Warfang as the de facto Capital, it is time to build a headquarters for the Kingdom's government. This will take the form of what some would call a palace, though Clarity and Glacies insist that said palace have defenses formidable enough to defend the beating heart of the kingdom. As such the 'palace' will have runed walls like Warfang itself has, though with greater enchantments instead of major enchantments. Alongside it's own minor garrison and storage houses, the palace will be able to act as the ultimate fallback point should everything else go wrong.

Therris has been looking over the reports on education and knowledge that the other settlements of the new kingdom have and what he finds is quite disappointing. Only Warfang can truly be called a seat of higher learning and Therris has been reaching out to those that he can get in touch with to see about fixing this. When it comes to more local things, he strongly advises finally building the library or scratching the topic completely and building the entire education district all in one go. In addition to these topics Therris also advises that he look into a similarly resonant metal for the moles, cheetahs, centaurs, and humans, so that they are well-protected in the inevitable battles to come.
Save the Books! Part Two: With the Dragon Temple destroyed and with it priceless irreplaceable knowledge, Volteer has declared an emergency. The other half of the issue is that with the Warfang library and Dragon Temple gone, there is no longer a place to store books. Volteer has deemed this a lesser priority, but says that the sooner it is done, the sooner they can take inventory and figure out what they have and what the Guardians and other older dragons may have to rewrite from memory. Cannot be taken with 'Rebuilding the City (Education)'

Finding the Dragon Metal: Therris believes that he has a lead on a metal that resonates with the concept of 'dragon'. Though he is unsure how such a thing came to be, he is sure that it exists. By scouring old archives, questioning your new allies, and doing an in-testing of known metals, he believes that he can find a metal that far outstrips any other known material when used by dragons. Such an endeavor will be time consuming, but if the metal could be produced en masse then it will be a force multiplier like none other.

Finding the (Race) Metal: With the revelation that orikalkum resonates incredibly strongly with dragons, Therris wonders about whether or not similar metals exist for the other races. With the knowledge that Gielinor is not the original world for most of the races who inhabit it, the studyies into centaur and human metals will have to wait until access to their original planets can be undertaken. For the moles and centaur however, Therris is sure that a thorough search of Avalar will turn up something that resonates strongly with the race. In fact the limited research that he has managed to do into the metal that the aviansie use has revealed that it resonates with them and one of the main components of it is a metal that they have thus far only found on Abbinah, lending credit to his theory.

Thinking with Portals Part 1 Enchantments: With the knowledge of portals between worlds or into and out of Convexity, Therris thinks it possible to link together much more mundane areas such as Warfang to the cheetah village, or a far reaching enclave. This will be a very long and involved process that Therris admits will most likely take a very long time to get right. In fact such an undertaking will be so difficult and tedious that he has split it into three different parts, the enchantments, the connection with aether, and combining the knowledge.

Viewing the World Part 1 Enchantments: One of the great losses of the war was the loss of the Dragon Temple's Pool of Visions. This unassuming artifact allowed the Guardians to keep abreast of everything going on in the world and seemed to be even further amplified by a rare talent that very few had. Unfortunately the knowledge of how to make the artifact was lost and recreating it will be incredibly difficult, perhaps even more difficult than portals.

Advanced Sympathetic Enchantments: Now that Therris has discovered how sympathetic enchantments works, he has discovered that there is far more to the subject than he had first thought. From portals, to the pool of visions, to even the disease that killed Terrador. All of these things and more used the same concepts and Therris thinks that he can figure out the underlying principles. This will enable the use of the enchantments on a far wider range of things, such as connection distant locations, the Fire of a volcano to a place far away, and other such things.

This year the Guardians celebrate the first of the apprentices reaching grandmastery of their element. This makes Umbra the first one to wield such control over shadow since Malefor himself. Close behind him is Pyra who says that he feels like he is on the very edge of attaining a similar mastery over fire. With Umbra and Pyra's accomplishments, Cyril and Volteer are already planning the last phases of their apprenticeships including the knowledge that only a true Guardian can be trusted with as well as an exhausting series of tests to truly test their knowledge of what it means to be a Guardian. In other news the acceptance of Armadyleanism has caused a stir in the nine Guardians and they collectively request an in depth study into the religion as soon as it can be undertaken.

Umbra upgrades trait Shadow Master (+5P, +1C, can use more powerful shadow techniques, +50 to all shadow rolls) into Shadow Grandmaster (+3I, +8P, +3C, can use more powerful shadow techniques, +80 to all shadow rolls) - Through a lifetime of struggle in the shadows both literal and metaphorical, Umbra has managed to attain the true pinnacle of the element of shadow.
Virii gains trait Scholar (+3L) - While her fellow Guardians study combat and their elements, Virii delves deeper into her own studies and has become incredibly knowledgeable on a wide range of topics.
Training New Guardians Part Two Elemental: With five new Guardian Initiates and the Fire Guardian Apprentice Pyra found alive, it is time to resume training. The first step in this training would be to instill what the Guardians consider the basics. This would consist of patching the holes in the initiates' education. As a Guardian, they are expected to be polite, knowledgeable, capable leaders, and able to take care of themselves in combat.

Viewing the World Part 2 Spiritual: The possibility of recreating the incredible pool of visions has greatly interested Volteer, who goes on at length to convey all of the different possibilities of the artifact. Unfortunately, not only is the knowledge lost, there was a spiritual component to it as well that they do not seem able to pin down. In addition to that, they describe that only Ignitus and a handful of others throughout history could use the pool of visions to it's utmost potential. They describe the rare dragon capable of mastering the artifact as 'seers', though just what being a seer means is not something either of them were fully aware of. They seek to answer these important questions, so that when Therris has figured out the enchantments, work will be able to begin immediately on building it.

Elemental Nexuses: Now that all of the Guardian Apprentices bar Argent are masters, Cyril and Volteer suggest that this would be an excellent time to locate the most powerful nexus for each element and meditate there. Not only might this give further insight into their elements, it would also locate the most critical nodes of that element on the planet which could open up a number of new projects down the road. Zephyr and Timor in particularly are eager to do this, muttering something about their mysterious project.

Research (Element) (Planet): With Umbra's successful investigation into Gielinor's Shadow, the Guardians have decided that additional investigations into not just Gielinor's elements, but also Avalar's elements might be warranted in order to catch any surprises. This is particularly important as Malefor's destruction and Spyro's restoration of Avalar might have had unforeseen consequences on the elements.

Research Religion (Religion): Now that Armadyleanism has spread to Avalar and is thus far the only accepted religion of it's kind, Cyril thinks it a good idea to research it in depth. Studies into how worship of the gods impact their worshipers could prove to be most enlightening. Though he suggests studying Armadyleanism first, there are a wide number of religions on Gielinor that could also be studied.

Personal: Choose Three (Spyro, Cynder, and Either)
With his recent election to King of Avalar alongside Cynder as his queen, Spyro has been swamped getting up to date with the rest of his new realm. Whenever one of them feels stressed however, they look upon the infant form of their new daughter and all their worries wash away. To two dragons that had been through everything that they had, the simple peace of relaxing together as family makes everything worth it.
Spyro upgrades trait Wind User (+1P, can use Wind) into Wind Adept (Can use Wind, +2P, +20 to all Wind rolls) - Spyro can now call himself skilled with his fifth element, wind.
Cynder upgrades trait Wind Expert (Can use Wind, +3P +30 to all Wind rolls) into Wind Master (Can use Wind, +5P, +1C, can use more powerful wind techniques, +50 to all Wind rolls) - Cynder has managed to master her first element, Wind. She can almost hear secrets whispered on the wind if she focuses.
Relaxation: Now that Spyro and Cynder are used to their new lives, they can afford to take it easy every once in a while to unwind or simply spend more time together.
Time: 1 year. Notes: Can double up on Spyro and Cynder actions. Reward: Reduced stress. Other things if time is spent together.
Spend Time with (character): There are many significant individuals in Warfang, both dragon and non-dragon. Spend some time with one of them and you may learn something. (May choose a character or leave it up to QM)

Spyro - Mastering the Elements (Element): While Spyro can be considered an expert in using the elements, he could go further and begin the process of mastering an element. This would require dedicating his time to one element; with the temple restored and the new initiates trained, it will be considerably easier to train the elements.
Chance of Success: 1d100 of 100 (Water/Wind/Shadow/Poison/Fear), 500 (Fire/Ice/Electricity) or 1000 (Earth). Reward: Progress made toward chosen element.

This would require dedicating his time to one element; with the temple restored and the new initiates trained, it will be considerably easier to train the elements.

Mastering the Code of Reality: Aether allows one to alter reality with enough will and provides both the ultimate offense and the ultimate defense. Unfortunately Aether is incredibly difficult to master as nobody, save Spyro and Cynder can even use it and both have been almost lost to the dark side of it forever. Mastering the conventional elements first may make this easier.
Chance of Success: 1d100/1000 (Low rolls have disastrous consequences). Reward: Progress toward becoming a master in Aether.
Shaping Reality: It is a purple dragon's spiritual right to master the elements. Malefor however did something nobody had even considered and added the elements of Shadow, Poison, and Fear. With this revelation, there have been rumors that Wind and Water are not original elements either and that only the prime elements of Fire, Ice, Electricity, and Earth are natural. While Spyro is nowhere near Malefor's level of mastery over Aether, it could be done.

Thinking with Portals Part 2 Aether: In order to make portals a reality, Therris has determined that the connection between portals and aether must be figured out. This means that Spyro and/or Cynder will have to touch the one thing that truly scares them. Just as aether can be a tremendous force for good, so too can it be a catastrophic force of destruction. Despite this concern, both dragons are willing to admit that being able to create portals would a massive help and that it should not be too dangerous, so long as they avoid overreaching themselves.
Chance of Success: 30%(50% with both dragons). Time: 2 years. Notes: Can double up Spyro and Cynder actions. Reward: Aether connection to portals unraveled.
