Brown Water Navy and libraries are important. Of these two, I prefer Entrepot for it's intelligence buff.

This I'm including because the nuke is big and sort of compensates for the downsides.
Securing a better Tommorow V3 also has libraries and brown water navy, and although it doesn't have a very good intelligence network it replaces it with a strong economy with no early game economic crisis to deal with.
Okay, TBH I don't love any of the existing front-runners but All-Around Start commits the critical sin of taking Population Boom without Vaccinations so in the interests of avoiding a plague outbreak...

Plan Just the Government is, simply put, doing too little - I'd much rather be managing some disadvantages than having almost nothing we're actually distinctively good at outside the military. And speaking of disinclination to have the military be our primary selling point, I imagine my opposition to Burning the World needs no elaboration, especially as my basic objections have already been covered by more adept posters quite thoroughly.
Any chance I could sell you on Securing a better Tommorow V3? It's got vaccinations alongside population boom, and no economic downsides to cripple independant merchants, which could be critical when it comes to using our merchants to feed our population boom - not to mention support in the form of an antipiracy navy to give our merchants the run of the mississippi, and libraries, which gives our population that very critical literacy.

In all honesty, though, that wasn't going to be a frontrunner for too long. I knew last night once the ball got rolling for this vote, most of us were picking the more manageable options. A chaos start is fun and all, but I know the community generally doesn't go for stuff like that. @PoptartProdigy You also have to admit, and this isn't a criticism of your quest running skills, but man would it be annoying for everyone involved to keep track of the negative and positive traits for our civs.

So yeah, fun idea but I knew once everyone started weighing in it wasn't going to get off the ground. Still interesting to see that it got that far though.

I guess the choice between all round and all economy is really between vaccinations and an assassin killing political leaders.

I mean, I don't like its current chances but I suppose I can try & help build its credibility as a plan so okay sure. It's got most of my critical points hit and while the intel situation is concerning it's not like All the Econ is a walk in the park disadvantage-wise either.

To those voting, all-around start contains neither a navy nor any form of rail companies. So it's going to make building up the economy much slower, its a more generalist plan. But it involves completely missing out on having a navy, and on being able to easily transport resources in our territory.

Edit: It is is also taking population boom with no rail or vaccines to reduce the deaths from the first turns.

Edit 2: Plus, hellfire is already defeated

I do not have any must-haves per se.

However, I think that taking Pop Boom necessitates, without compromise, Vaccines and Railroads. Without former, refugees weakened by being refugees, hunger and first winter will die in droves. Without latter, they will be hungry unless our riverine traders manage to import enough food.

So I cannot vote for All-Round.
But I do want something to similar effect, so All The Economy it is.

Yeah seeing that Hellfire is down, I think it may be time to rethink exactly how many eco plans I need to vote for.

Well as disappointed as I am that Hellfire Burns Vs. The World seems unlikely to win, I take solace in how much unexpected support it received regardless.

Since that doesn't look like it'll be an option, I'm adding

But, it also takes efficient bureaucracy, meaning that leadership replacements can happen quickly instead of it taking multiple turns and actions to find candidates. Like, established and efficient bureaucracy are two sides of one coin. One sets up the management half of government, the other sets up the deciding half.

I honestly think Plan Entrepot is the best all-round plan, currently. It gives us some good stuff to work with, no real crippling maluses, and we'll have the tools to deal with things as they come. I also just like it from a narrative standpoint.

I really don't like either of the two main options. I genuinely think that Burns Vs. The World would be an improvement at this point.

That would probably be your best possible chance to snag the nuke without paying the CP for it, honestly. Intelligence gets buff in your plan.
