In a sense. Keeping it quiet from the League (and more specifically, Batman), certainly. Nabu needed to be completely unaware of the plan and letting Leaguers know could have endangered that. However, Batman or Wonder Woman ordering him to stop... Not only would that have been an unacceptable outcome, it would have been an unforgivable betrayal in his eyes. Of him, of Zatanna, of Giovanni and of everything they themselves stand for. After what they've already done, he can't shake the possibility that they might even go that far. So he didn't give them the chance.
But that's sort of the point. That would have been a conflicting order. They want him to follow the law, not sure if that was a order, and that would conflict with telling them anything about the plan. It would have been a classic AI problem; Ordering it to do something, and then trying to stop it, and then failing because that would have gotten in the way of the order and it can't let that happen.
I got curious, but all I've found so far, claimed by wikipedia so grain of salt and all, is that Superman's freezing breath has something to do with something called the Joule-Thomson effect. I won't claim to be able to back that up, or even understand how it would work.

Superman's freeze breath has always drove me nuts though. I can get heat vision almost, but how he has biological freeze lungs empowered by the sun...

I'm just glad my hatred of Batman keeps me distracted.
What i have learned about it basically means that when you pressurise something it acts as though it is at a higher temperature then it is, Which people use to make systems like heat pumps work. Look up a image about how heat pumps work and it would make it easy to understand.

So... Resolution 2018!
Oh Paul, how I pine for the period when Puffed-up pundits and politicians could be pelted with produce...

shouldn't Kon have super breath?
Depends on if Kon has Krypton cells lining his lungs. I assume there is some compression going on, and kryptonian bullshit to lower the temperature of the compressed air a substantial amount. If that part of his lungs are purely human, no super breath.

"That… could have gone better." Hawkman said.

The single judgement broke the silence of the room.

"That little punk!" Hawkwoman bristled. "He can't just blackmail us like that and walk out without a consequence!"

"I think he just did." Gardner smiled. "Kid has a pair –"

"Are we really going to accept this?" Aquaman glowered. "Are we really going to carry on as if one of our students hasn't just used dark magic to murder a member of the Justice League?"

"Yes. We are." Diana said with a heavy heart.

"Really?" Aquaman frowned. "Just because he's your student –"

"My student, and a citizen of my country." Diana stood over Aquaman, her sorrow replaced with anger fitting for a goddess. "And most importantly, he was right. He acted in the best manner possible, and if that wasn't sufficient it was because we didn't provide him with the information to make a better choice. He acted in accordance with every ideal the Justice League holds, except for the ideal of teamwork."

Aquaman met her gaze evenly. "Then as his princess, I assume you will be holding him accountable for swearing himself in as an officer of another nation's state?"

"And you aren't at all letting your opinion be influenced by the revelation of your love child!?"

"That's enough!" Superman and Aquaman stood as one. Superman held his arms out to both of them. "Both of you, sit down. This isn't the time to be fighting."

The two monarchs continued to glare at each other. Diana's gaze softened first, and she sat down shamed. "I'm sorry Arthur. That was uncalled for."

Aquaman sat down himself, and let out a breath of air he hadn't realized he'd been holding. "Likewise."

"So… how much of that is true?"

Superman's stern expression faltered as he looked at Icon. "What do you mean?"

"Well, a lot of this is news to me!" He said with the same worried frown.

"Yeah." Plastic man twisted in his seat. "Some of us here didn't vote Nabu on the League. We thought he was cool with you guys."

"Yes, how much of what he said was accurate on your side?" The Atom asked. "I get there's been a breakdown in communications somewhere. You must have had a reason for acting like you did, right?"

"Did you really not give a fourteen year old girl a legal guardian?" Icon asked, looking Superman in the eyes.

Superman faltered, and looked at Batman.

"The League as a whole adopted her as a ward." Batman said. "I offered to take full custody of her, but she declined and opted to live in the Mountain. I have some experience raising superheroes, and decided that not pressing the issue would be the best course of action, that surrounding herself with friends her own age would be –"

"Wait a minute." Icon stood. "The League? The whole Justice League adopted Zatanna as a ward? Nobody told me when I joined up that there was a girl that might need some help and guidance. Hell, I didn't even know she'd lost her dad!"

"I thought Batman was handling it." The Flash said. "He's in charge of the youth team."

"Him and Black Canary and Red Tornado." John Stewart added.

"Did nobody think to tell her beforehand that Nabu would be joining the League?" Captain Atom asked. "And… did you really not tell Giovanni's friends anything?"

Black Canary's fists were curled as she answered. "We discussed it with Batman. Red Tornado and I. But... the League policy was to not confirm a candidate's placement until the day came."

"Funny, how you came up with that policy to avoid mind controlling plots." Guy Gardner looks around the table. "No? Not funny?"

"Putting aside the issue of Zatara's daughter for a moment." The Atom cut in hesitantly. "What about Nabu? You guys wouldn't have let him into the Justice League if he was as bad as Orange Lantern said, right?"

Nobody knew what to say to that. The first person to speak would be the first person to agree or disagree with the heart of Paul's argument. And some of them weren't at all sure what their own position was.

"I think you put it just right." Green Arrow said with a sigh. "When you said we should put it aside for the moment. That's why we voted Nabu onto the League, so he could be where we saw him. That's also why we voted the Accomplished Perfect Physician on. His power was part of the plan Batman and Captain Marvel had to remove Nabu from Giovanni. But… the plan kept getting put aside. Nabu wasn't going anywhere, we could get to him some other day. We were busy with other things, saving lives that needed saving today. And Nabu was helping us save those lives."

"I wish I could have come up with a way to save them sooner." Captain Marvel rubbed the back of his head. "I have the wisdom of Solomon but… it's not always turned on. And the Wizard couldn't help. He's a Lord of Order too, and the Princes of Order would have taken away a lot of his power if he tried to sabotage another Lord of Order's mission. I've been trying to figure out a way to save them both, and I've come up with a few ideas… but for people like Paul who don't know a lot of magic, I guess it was easier to kill Nabu, and he was too powerful and too stubborn to give them other options."

"I think that's the attitude most of us had." The Flash nodded. "Wanting to find a solution that could make them both happy. Giovanni's a good friend of ours, and we did want to give him his life back. But Nabu deserved a life too. He was on the Justice Society. Like Jay, Alan, Ted. Like Wonder Woman and Red Tornado. They were all great heroes. And yeah, sometimes we disagree. Hal and Olly argue all the time. I guess we… well, maybe it's just me. I sort of just downplayed it as another argument. Sure, Nabu was on the wrong side of the argument, but he was stuck on a shelf for years, he was going to cool down eventually. And when he spoke for Giovanni, it sounded like stuff Giovanni would say, and I didn't see any reason not to trust a member of the Justice Society."

"We should've seen the warning signs when he decided not to take a golem." Green Arrow muttered.

"Exactly." Hawkman said. "The priority of the Justice League was to separate Dr. Fate, not kill Nabu. That was a distinction Paul, apparently, didn't have time for. While I admit we share the blame for not fully divulging our plan to him and Zatanna, that does not merit such overreaction. Orange Lantern has just killed a member of the Justice League, and a member of the Justice Society, and then blackmailed us into silence about it. If we were in Thanagar –"

"We are not in Thanagar." Wonder Woman glared at him.

"If we were on any sort of sensible planet he'd have his ring taken from him." She glared challengingly at Wonder Woman.

"Oh come on, you can't blame him." Plastic Man shifted his form to accommodate judge's wig and robes. "I'm a superhero now, but if I suddenly started trying to rule the world –" His costume changed into a military uniform, and he grew a very familiar moustache. "Wouldn't you guys try and stop me even if I was a former member of the Justice League?"

"We'd definitely try to talk you down first." John Stewart said.

"But Paul did try to talk to Nabu first." Guy piped up. "It's not his fault Nabu thought he was chaotic."

"Eris…" Wonder Woman frowned thoughtfully.

"Even when he was possessed by the Ophidian, all he wanted to do was be friends with everyone. He's not a bad guy."

"Would a good guy keep this a secret for eight months?" Superman asked. "What I saw here today was not the same Orange Lantern I've seen for the past year. Only Supervillains rant about how their actions were justified."

"So what do we do about this?" Hal asked. "Clearly letting him join the League is off the table, but as for additional disciplinary action..."

"I'm sorry, but are you really suggesting we turn this on him?" Icon asked. "Because I'm still a little stuck on the idea that Zatanna's father got kidnapped and you decided to just let her do whatever."

"No." Aquaman shook his head. "I agree he needs to be punished somehow, but we can't kick him off the League. If he ever goes rogue, he needs to be somewhere we can see him."

"This is all so…" Icon's head fell into his hands.

"Because that worked out so well for Nabu." Captain Marvel rolled his eyes.

"Now that we can see the signs, we should be able to stop him from going rogue." Black Canary added.

"We can't let him join the League after he just killed a member!" Hal Jordan roared.

"I agree." Superman said. "His goals may be admirable, but his methods are questionable. And if he can't trust us, how can we trust him?"

"Trust is not given freely." Wonder Woman sagged in her chair. "It is earned."

"Paul was trying to be diplomatic." The Martian Manhunter said. "He was terrified of burning his bridges here. He is friends with many of us, and many times tried to silence himself, only to be propelled forward by the lasso. Flash is right, friends sometimes fight with each other. His anger should not be taken as a sign that he is a burgeoning supervillain. If he has not trusted us with his anger for the past months, then we must ask what we have done that warranted his lack of faith."

"You want to know why he didn't tell us?" Hal fumed. "It's because he was still under oath to obey Wonder Woman and Batman, and he decided to just avoid telling them instead of risk admitting he was wrong!"

"He was no longer bound by his oath except by his own honor." Wonder Woman defended him.

"Then why else would he spring his trap now?" Hal snapped. "So he could say to our faces 'at least I kept my word' while doing everything else he could to circumvent –"

The Martian Manhunter stood up. "Orange Lantern did not –"

Superman slammed his hand against the table. "Just ask Paul's friend Luthor about looking good while committing –"

"So what if they're friends, Batman's married to a super –"

"Let's not start attacking character –"

"He killed a man, why are we talking about -"

"Enough."

The table fell silent. All eyes turned to Batman as he stood.

"This meeting was meant to be a briefing. It is not a court martial. It is not an inquiry or disciplinary meeting. This meeting is not even about whether Orange Lantern should be disciplined. This was meant to ascertain the facts of what happened, pending an investigation. And we will investigate." He turned to Diana. "I trust you will look into Eris?" Diana nodded. "Black Canary, you will speak to Zatanna. I will investigate the other participants of the…" For a moment, Batman mulled over using 'arrest' or using 'ambush'. "…Incident. Accomplished Perfect Physician will see to the general state of Klarion, and what the Chinese government plans for him."

"We will then reconvene, and share our findings with the League. At which point we will hold a meeting to decide what direction the League as a whole will take, in regards to any potential disciplinary action against Orange Lantern, what we will be telling the world, and… what our goals are moving forward. What our policies will be, as a League, in regards to Justice. Whether it's Nabu, Orange Lantern, Red Inferno, Red Arrow, Canis Minor, Swamp Thing, or my wife… we have always practiced a certain amount of forgiveness alongside Justice. We need to come to a decision on when and why we choose to forgive. How we do our jobs must be decided on."

"I advise you all to think long and hard about what you want to say during that meeting. I advise you to do your own investigations. As yourself what you think is right. Ask Paul, while he's still on planet. Ask the members of the Justice Society. Until we decide on a course of action the details must be kept secret, but ask your friends and family, in general terms. Orange Lantern's outburst was unexpected, and many of us are off balance. Take the time to center yourselves. We will come to a decision reached by debate, not by childish argument."

"Meeting adjourned."
You put color on some of the punctuation marks you shouldn't have. Just pointing that out real quick.

Aquaman met her gaze evenly. "Then as his princess, I assume you will be holding him accountable for swearing himself in as an officer of another nation's state?"

"That's enough!" Superman and Aquaman stood as one. Superman held his arms out to both of them. "Both of you, sit down. This isn't the time to be fighting."

Sometimes it's better to break something into discrete pieces.

Aquaman stood up.

So did Superman. "That's enough!"

He held out his arms to Wonder Woman and Aquaman. "Both of you, sit down. This isn't the time to be fighting."

"So… how much of that is true?"

Superman's stern expression faltered as he looked at Icon. "What do you mean?"
The 'primary action' here is looking at Icon. Therefore;

Superman looked at Icon, and his stern expression faltered. "What do you mean?"

or

As Superman looked at Icon, his stern expression faltered. "What do you mean?"

"Did you really not give a fourteen year old girl a legal guardian?" Icon asked, looking Superman in the eyes.

Try putting the reaction before speech, if they're happening simultaneously.

Icon looked Superman in the eyes. "Did you really not give a fourteen year old girl a legal guardian?"

Black Canary's fists were curled as she answered. "We discussed it with Batman. Red Tornado and I. But... the League policy was to not confirm a candidate's placement until the day came."
Redundancy.

All in all, pretty good.

I recently made a guide for precisely this sort of scene, inspired by precisely this sort of scene. In fact, it was basically the same situation in another SI fic.

Extremely good piece of writing so props for that. My personal problem with it is that it continues to take the position that what the SI did was correct and it justifies his actions.

I would love to see an omake from the opposite position, regardless of my own views on the matter.

To be honest, it'd probably do better at changing my opinion since I'd want to read it, as opposed to skipping over pages and pages of debate.

Even if the issue is with WTR canon, that's what an AU omake is for. Really, any red text is just ripe for a "That's where you're wrong, kiddo"-style interrupt.

You know if people want there to be canon interludes they might want to make them themselves. Though they might really want to talk to Zoat about it first before posting since that becomes far more likely for becoming canon.

I wish I could give you two likes, just like I can for Zoat thanks to the Story-only thread.
It fits the tone of the story, it fits the characters, it fits the information we've witnessed, and it all ties it together while keeping the characters as people.
Any errors in grammar didn't detract from my understanding or enjoyment.
Well done indeed.
I do nominate you, with at most minor edits, for Canon Omake status.
(Note: I have no power save persuasion to make Zoat do this)

EDIT: Relevant pithy quote related to what Batman says: Justice without mercy is not just. Mercy without justice is not merciful.

They asked him to follow the law, not necessarily to enforce the law. Which is good because that is a dangerous order to give to someone who has to follow it (he would be required to step in if he has any inkling of a crime being commited).

Of course, the entire point is moot since the oath was ineffectual.

Somewhat depends on the law he's following. And i think that there was something said about him following it anyway.

Could someone find a law and/or a order that could cause something like that? It sounds interesting from a logistics standpoint, and possibly the start of a good "for want of a nail" omaka.

If it wasn't justified then people wouldn't have let it become a law. Or at least they wouldn't have let it stay one given enough time.
That 'given enough time' is a really significant issue there.
If unjust laws are allowed to continue, they can easily continue for decades or centuries. Justice is an ideal that Law aspires to, but seeking that ideal requires thought and effort - because the Law is not a perfect ideal yet. Maybe it never will be.
OL acted in accord with the law... but that matters more, here, with regards to what the League can do if they try to use the law against him - the actions he took are highly unusual.
Whether he is truly justified? That's a different question. I happen to think he is - but I would not say that he is justified simply because he happened not to explicitly break a law.

They could also choose not to enforce it. There's a whole list of stupid and unenforceable laws (and no doubt plenty more) that may have had some kind of logic to them at some point, but are basically forgotten. Law enforcement such as police might either not know about some laws, or know that they exist but don't want to expend resources on enforcing them. Or the law is put in place not so much to punish people, but to say that something is wrong and thus persuade people to not do it.

Well then that's a bloody good reason for people to not let those two things to not get too far apart isn't it?

... Yes. The law, rather than being trusted without question, needs to be examined, questioned, and kept in alignment with justice.
I don't... understand how you are parlaying that into something like, "Because it should be done that way, we can say it is without regard to actual circumstances"?

"So..." Plastic Man spoke up almost immediately after Orange Lantern left. Not surprising, given his personality, but given that he too was ignorant to the situation that set these events in motion, Fei was worried that the man would say something tactless. "Does anybody know what sort of flowers to use for a 'sorry we let you get possessed for months' bouquet?"

Hawkwoman's head snapped in Plastic Man's direction. "You're cracking jokes?"

"He's pointing out that, whatever else we do, we need to make amends with Mr. Zatara." Captain Marvel didn't look up from the ground in front of him as he spoke. Guilt over his part in the wizard's captivity, no doubt. "Taking the time to figure out how to do that will give those of us who are most upset by what Paul did time to calm down."

Fei waited for someone to speak, but nobody was immediately forthcoming. After a few seconds, he decided to speak up. "Well, given what I've learned from Paul's words about Mr. Zatara's health condition, I believe I should see if I can administer my abilities to aid his recovery. That being said, I think a more familiar face should be the first person from the League that he sees."

Batman nodded. "I'll speak to him."

"And apologize?"

Heads turned toward the newest Green Lantern in the League, and the most powerful if his work against Oceanus was any indicator. Willful, as was the nature of the three of them, but their wills didn't always drive them in the same direction. This was especially true, Fei had noticed, in matters involving the Orange Lantern. From the look of things, the more senior Lantern was ready to start another argument with his junior.

Batman, however, cut off that argument. "And apologize. We could have done more for him, myself included."

"Well, sure, but it's still hard to understand Paul going that far."

"Not exactly unprecedented, though, Supes." The Flash's eyes, like those of Captain Marvel, had been turned downward for most of the debriefing. Now, though, he looked upward in contemplation. "If I remember the debriefing right, Orange Lantern had given Teth Adom the go ahead to use lethal force on New Years."

"On Klarion, and someone that Teth had already killed before."

Fei frowned thoughtfully. On the eighth, he'd been contacted privately by Captain Fang regarding the successful capture of Klarion, as well as how those responsible for his capture had requested anonymity. Captain Fang had been looking pointedly at the Great Ten's dossier on Orange Lantern when he'd provided this information. He was concerned that there was some sort of political maneuver in the works, and he was to contact him again once it was determined whether or not Klarion's public execution would be detrimental to China due to the machinations of those who were acting against Lords of Magic. Fei would be sure to inform them that the reaction from the international community would be predictably favorable, although select stubborn idealists from within the Justice League might be annoyed for personal reasons.

"You're defending him?"

The Lanterns were glaring at each other now, and it didn't seem like Batman would prevent them from arguing this time. "I may not have been in the League at the time, but I was at Roanoke. Got the scars from Dark Druid to prove it. I saw what Nabu-"

"Dr. Fate."

The glare flickered over to Batman, barely an acknowledgement. "I saw what the golden asshole did to get Zatara to put him on. I get the 'keep your enemies closer' logic, that's why I put up with him lurking around. The only reason I'm pissed at Paul is that he left me out of it."

"You actually approve of what he did, then?"

"Guy has a point, Aquaman." Heads turned toward Wonder Woman. Despite her emotional investment in Orange Lantern, she'd managed to remain composed throughout the debriefing. Now, though, Fei noticed that she looked fatigued by the ordeal of the debriefing, her eyes not leaving the lasso as she slowly reeled it back in. "If a League member had been present, a peaceful resolution would've been more likely, and out of all of us Guy is most capable of resisting any form of mental intrusion that Paul may have feared being used against us."

"Based on my efforts to talk to him about the golem body idea, I'm gonna have to respectfully disagree, at least with the part about peaceful resolution. The moment I brought it up, he accused me of fraternizing with the forces of chaos and teleported away." Green Arrow's assessment wasn't entirely surprising to Fei. He'd personally never been fond of Dr. Fate, especially given the uncertain specifics of Dark Druid's incarceration. It felt entirely too familiar, given Fei's own time in the Gobi Desert. Of course, that was assuming that the villain was being incarcerated at all. If he'd been willing to kill Mr. Siskin... "Out of curiosity, though, did anyone here have a plan for freeing Zatara?"

"Hit him with my mace at the right angle to knock the helmet off without hurting Mr. Zatara, if he didn't have enough magic to keep it on. Zatanna beat me to the punch on testing that on New Years."

Batman glared at Hawkwoman. Fei disapproved of such a reckless maneuver being called a plan, and he suspected Batman felt the same way. "I've been assessing his needs and abilities in order to formulate a plan of action that would resolve the matter without putting anyone at risk. Limited interaction with Dr. Fate prevented me from getting sufficient information, though, despite the proximity provided by his membership in the League. That being said, we should focus on the matter at hand."

"That being...?"

"The League's public response to recent events."

"I think that you should talk to Mr. Zatara before we make any decisions about that. He might want to be honest about what happened to him." Captain Marvel had turned his eyes to Fei, oddly enough. He rose to alertness under the attention. "Any idea why Mr. Zatara would need medical attention if N- if Dr. Fate was sustaining him?"

"The minimum of sustenance for survival would be less than what's needed for comfort, and if he'd been concerned for the well-being of his host he likely would've given more consideration to the possibility of a golem body when it was initially proposed." Fei frowned as a realization struck him. Slowly, he rose from his seat. "It occurs to me that such minimalism wouldn't have allowed for any protections against the pain of hunger. Batman, are you ready to speak with Mr. Zatara now?"

"I'll do so." Batman rose from his seat, already moving toward the zeta tube. Fei noticed that he didn't say whether or not he was ready. "Unless there are objections, I'm calling for a recess of this meeting so that Mr. Zatara can be seen to, and so that a decision can be made with his input. He is, after all, a member of the Justice League."

As Fei passed the junior Green Lantern, he heard the man muttering under his breath. "Took your sweet time remembering that."

"I believe that Nabu kept Mister Zatara's body alive with magic. He's in a weakened state, but his doctors believe that he will make a full recovery. No thanks to any of you."

I know it's a bit late to complain about this, but it strikes me as odd that Nabu wouldn't keep Zatara's body in peak physical condition... or at least as good a condition as his magic is capable of. At the very least, we have seen that Nabu can teleport across vast distances using portals... I see no reason why he couldn't use a smaller version of that magic to teleport food into Zatara's mouth, make portals that bypass the helmet blocking his mouth... or do any number of other things that would let him keep his host body fed. And that's assuming he doesn't have some kind of spell that just conjures up nutrients to fill his belly or something (or that he doesn't occasionally let Zatara take off the helmet while brainwashed/stolckhome syndrome/actual willing accomplise Zatara grabs a bite, uses the bathroom, and then puts the helmet back on anyway).

In canon, we see that Doctor Fate is still alive and kicking after the five year gap and has enough power to teleport into orbit, trade blows with the damm warworld using his magic, and still move around in a way that doesn't suggest that his body is dying of malnurishment or turned into a walking skeleton. So I think it can be safely assumed that the bodysnatching Lich can at least pull off a "put food in my mouth" spell or a "teleport poop into the Plane of Chaos" spell, if only to keep his host body healthy.

I like the first omake, but there are a couple of problems with it.

Firstly, the SI didn't tell the League what happened to Klarion. He told Kon and M'gann that Klarion was probably going to be executed at some point, but that would have reached Diana as 'and he said something about catching Klarion?'. The rest of the League certainly don't know.

Secondly, the SI resigned the team and rejected the offer of League membership. They can't discipline him because he doesn't work for them, and they can't suspend him because he doesn't belong to their club.

Thirdly, the characterisation of Mister Freeman isn't quite right. While -having lived through the tail end of that period of US history- he would react quite assertively to an accusation of slavery, he would do so in a calm way. No exclamation marks, no raising his voice, just asking the questions that he needed to ask to get an answer until he got one.

Based on Nabu's behavior regarding obtaining hosts and modernizing his magical skills, I think Nabu would choose a minimum-effort approach until circumstances compel him to do otherwise - so, the weakness or ill-health of Zatara's body actually causes problems in a fight, for Nabu.
Also, the Doctor Fate costume is fairly all-concealing by superhero standards.

EDIT: Oops, I thought OL told the League about Klarion.
Well, that will be a !!fun!! 'gift' to them...

Why must everything be about making Nabu look worse? Now he's so stupid that he won't/can't eat just so the readers have extra ammunition?
Nabu is very smart. He can maintain a human body on what it needs without the aid of its - somewhat imprecise and evolutionary-baggage - internal senses.
It is not the kindest thing to do. It isn't the best thing for Giovanni.
But Nabu is very good at calculating how to carry out his decisions.

It is his principles and wisdom, the things he uses to make decisions, which I disagree with and scorn.

Kind of like how Hal Jordan and Guy Gardner wield their powerful Will in different ways, or how the Wisdom of Solomon doesn't stop Captain Marvel from acting somewhat childish even as he generally makes good decisions (examine how he knows what he wants to talk about with Teth Adom regarding government but fails to explain himself clearly until later.)

Please find a full-face helmet.

Now try to eat a meal without removing it.

Notice anything?
And if Nabu had a way to sustain his hosts body without having to eat them it probably isn't that harmful on its own when regulated, but suddenly cutting Nabu from Zatarra probably didn't help his health either way.
