Guardians are part of/leaders of the GL organization.Actually he's never managed to contact a GL after he spoke to Medphyll. He can and probably could talk to the Guardians, who sent him the data on the dimensional stabiliser construct.
The Guardians didn't block the communications to themselves. In Homecoming, he contacted the Guardians but didn't actually talk to them, merely made a request for data and then sending his test results back. I can imagine that the protocols put in place to protect the GLC from orange corruption don't extend to the Guardians themselves because they see themselves as incorruptible, an actually decent assumption against someone only as strong as OL, if not the Ophidian.And they just blocked his call without even listening to what he had to say.
