Actually he's never managed to contact a GL after he spoke to Medphyll. He can and probably could talk to the Guardians, who sent him the data on the dimensional stabiliser construct.

See, none of those cases it was him calling them.
In fact, quite the opposite. their refusal to answer his calls were the cause of some of those.
For example, him stealing a lantern's ring? that lantern was mind controlled, and he had no choice. Had they answered his calls he would have had the alternative of getting nav data from them and not stealing said ring. or maybe even getting some aid from them since I imagine they would consider a lantern being mind controlled using star conqueror based tech to be a pretty serious issue.
When I said he had a stellar record I meant a stellar record of only contacting them when it was something they really really needed to know.
Guardians are part of/leaders of the GL organization.
And they just blocked his call without even listening to what he had to say.

The Guardians didn't block the communications to themselves. In Homecoming, he contacted the Guardians but didn't actually talk to them, merely made a request for data and then sending his test results back. I can imagine that the protocols put in place to protect the GLC from orange corruption don't extend to the Guardians themselves because they see themselves as incorruptible, an actually decent assumption against someone only as strong as OL, if not the Ophidian.

So, you are saying that OL dropped the ball here by completely forgetting he could call the guardians directly, and tried to call them indirectly in a way that is blocked, and when he noticed it is blocked didn't think of doing the direct call thing?

I'd say that the most likely answer is that Paul doesn't really differentiate between "call the GLC" and "call the Guardians", and has used these two things interchangeably when commanding his ring without noticing the difference in results.

At that point, it might be his ring determining what he actually wants, rather then what he says. OL does often go straight to the top of any command chain if he has an issue, so to him, calling the GLC would be calling the bosses of the GLC, the Guardians.
