Kaldur's not a Green Lantern, nor is he fighting a war.Which would be fine under normal circumstances but Guy specifically said that the war with the Star conquerors was the last time the Green Lantern Corps pulled out all the stops.

it could be something as simple as being under stress, and trying to reach out to the first person he could think of who had the clout to send reinforcements immediately whilst juggling a dozen different tasks similtainiously AND fighting off a telepathic assault
WHY?
This just puts a lot of people's lives in danger. And as far as I know, OL does not randomly call up the head lantern. It has always been business, and always been important.
Maybe instead of a blanket "Message unauthorized" have it be a word filter? Something like "Subject entity Star conqueror recognized, message filtered to priority queue." This still doesn't result in immediate action and the message queue can move at the speed of plot, how soon does @Mr Zoat want it to be read.
