You know, it occurs to me if something similar is happening Paragon-side it would explain why the Light was trying to destroy those Starro samples. It's not like they can phone the JL about it and get a positive response.

China gets along fairly well with Grayven, after all he handed over the 4 captured members of Klarion's world-splitting ritual to them (allowing China to get the credit for executing some of the most hated people on the planet), and later publicly eliminated Klarion himself.
It's not so much the Starro-tech that's may be replicating itself, so much as the Starros themselves.
