What would the typical Arthwyd define as merit? We want that.

For leadership? It is currently spiritual connection to the goddesses (and this has been the case since the Arthwyd became theocratic) and their divine favour (since you became a monarchy). It used to be experience/age as those were since as the same thing back when the elders ruled and with non-sacred professions rely upon the experience/age way of determining worthiness to lead. Within the priests, it is determined by a mixture of magical ability, knowledge of the goddesses' teaching and if you are a woman, how filled your curves are. For the Cateyes and Catclaws, it is determined by a mixture of magical ability, knowledge of the goddesses' teaching, martial ability and wilderness survival skills.

Again, some would say it does, unfortunately.

See, that's the point I'm trying to make. Even saying something as simple as "well, they should just be good at doing their job, duh!" can become hugely problematic if you look deeper.

It did according to Hitler and the Nazis which I believe is Random's point. Merit and what counts as merit is a matter of opinion not fact and as a result, it varies on who ask.

What would an additional progress even mean narratively?
It makes it all look more aesthetically pleasing? Maybe some additional way stations, built along the path to make it safer?

So, for the meritocracy thing. The Arthrynite Games was my idea, assuming we decided to go for meritocracy at all. Various competitions to decide whose the best warrior? They are in charge of training warriors. Who knows the stories and teachings of the goddesses best? Those are the people in charge of teaching it to the next generation. Who can better lead a group of Catclaws against another group of Catclaws in wargames of various types? That person is in charge of doing that. Which person is better at solving the issues of the past, based on how things went then? That person is in charge of doing that. Set them up as competitions from the villages at first, and work up until contestants come from all over the people's lands to decide who is actually the best at the thing. The person who wins each competition is then put in charge of whatever that was for. With winners at lower levels being put in charge of lower level areas. Make sure there is a loser's bracket as well, so you don't end up with the second best getting beaten by the best at the very beginning and getting kicked out of the competition early even though they they'd totally wreck everyone else (aka martial hero getting beat by martial genius). Put people who are better at different things in charge of doing well in those things. As the scale of the competition increases, increase the scale of the issues they have to solve. Catclaw wargame leadership starts with a 5 on a team, moves up to 15, then 60, then 200, and so on as the competition increases in size. Have similarly more difficult tests of stewardship, how to make sure that you feed the entire People based on different grain incomes or the like. And the first person to come up with a workable plan gets points for doing it faster, but also someone who does it slower, but has a more robust plan also gets more points, and set up different values for such things. I mean, it'd be complicated as hell. But it'd be interesting for sure. Especially with communal raising of children hopefully keeping us away from children taking after their parents jobs even if they aren't suited to it.

So people would spend most of the year training for the Olympics instead of actually doing something useful?

That is an issue, though training to lead our troops, or training to fight is exactly what we want the Catclaws to be doing. Training to solve difficult problems relating to food distribution is what we want our... people who make that decision, doing. We want our priests to be studying the goddesses and learning from them. We want our crafters to be practicing craftsmanship. We want our teachers learning and teaching. Like... so long as the games are designed correctly, training for them IS doing something useful. The best farmers compete among their village with a special test farm dedicated to the task in addition to their regular farms, maintaining their regular farms being one of the things tested for. That test farm is there to help ensure differences in growth power between the farms doesn't mess with the results. Best farmer of the country is in charge of teaching the other farmers among the People the best way to do things. Whoever is in charge doesn't get anything special for doing it, its their community mandate, they are the best to help the people prosper, so they are in charge of doing it. Best farmer might be divided between the different kinds of farmland though, because its a different skill set, and requires different tactics.

Not saying it'd be easy to do at all. And I don't know that we could actually suggest such a thing and have it be done. Or even how well it'd actually follow our carefully laid plans if we were to do such a thing. I just think it'd be really interesting to have a country wide competition every however long in order to figure out who is best suited for whatever position. Maybe make Cadlon something that can only be held by someone who wins multiple competitions, and is otherwise not used because no one at that point is truly The Greatest of The People. Or maybe the winners of the competitions are set to compete against each other in an even more difficult competition involving mixes of all the previous games. I'm pretty sure its agreed generally that we don't want Cadlon to be a hereditary position, and just having it picked by the previous Cadlon isn't really ideal either. So something like this could be an interesting way to try and keep that from happening.
