You need to meet two requirements. The first is to fill out all of the infrastructure. The second is to have at least one half-filled province. Right now you have met the former for some infrastructure, but have yet to fulfil the latter condition.

I remember there once being a question about whether we can overbuild infrastructure. Can we still do that?

That could potentially happen, but whether it would happen or not depends on the exact details how you assimilate them. So while it is a possibility, it is not guaranteed.

Changing my plan.
We have 5 province actions a turn, more than enough for megaprojects.
We should focus on doing what we really need to be doing; that is ensuring our member states (and thus us) are prosperous.

A good start on this is ensuring the Confederation will have some stable form of leadership instead of dying off from lack of organization like the last one.

I believe you mean the Colryd Confederation?

The Colryd Confederation is a member state of the Caermyr Union and named after the old Colryd Kingdom. The Coltyre Confederation is a defunct nation of Boarfolk ruling over conquered lowlander villages that was taken apart by massive religious uprisings and Forluc invasion.

When I say "assimilate", I mean peacefully/diplomatically just to be clear.

I figured, but it again depends on how you do it. You are more likely to keep them through a slow assimilation that keeps their culture intact, but forcing assimilation or doing it too quickly would cause the loss of values and possibly legacies. You could also cause member states to lose values and legacies by making their culture change too much, especially if you do it too quickly or suddenly.

"Thanks for the help Seryn," says Loryn as the new Empress of the Caermyr Union puts down her pile of neatly folded clothing, "I appreciate you helping me out."

"It is no burden," replies the Champion of Arthryn as she hefts the box of gold jewellery, "And I am happy to help out a friend, especially since I am stronger than both of you."

At Seryn's last sentence, the other two people in the room share a look with each other as both Loryn and Eira know how inaccurate that statement is. That look doesn't go unnoticed by Seryn as the Stonearm glances at both of the other women.

"Okay, someone tell me what I am missing?" asks Seryn as her tail flicks back and forth, "Because I saw that look."

"Despite being the Champion of Arthryn, you are the physically weakest women here," explains Eira.

"How?" demands a disbelieving Seryn, "I am the Champion of Arthryn. How can I be weaker than you to?"

"Because we are Daughters of Urthryn," answers Loryn, "A Daughter of Urthryn has supernatural levels of toughness and strength that only a Forluc prince could match. If you also had the Blood of Evalyn, you would be on our level as the Champion of Arthryn."

"Huh," mutters Seryn as the Stonearm takes in this new information, "So how strong are you then? You got Arthryn, Evalyn and Urthryn increasing it while Nalniryn decreases it."

"Nalniryn doesn't actually make women weaker," corrects Eira as Seryn puts the box she is carrying out in its new place, "Nor does she make men less intelligent. Those are common myths based off of self-enforced Forluc stereotypes by those who misunderstand how the Blessing of Nalniryn works."

"Since it has become clear just how little I know about foreign divine blessings, could you explain to me what Loryn is like these days?" asks Seryn as she leans against the wall, arms folded under her chest.

"You can see the physical differences as the most obvious changes," replies Eira.

"Purple eyes that go when red when she is using magic, charcoal-black skin and a set of curves that I am pretty sure are bigger than my own," answers Seryn as she looks up and down at Loryn, getting a blush from the empress even though her look is inquisitive rather than lustful, "Also a good set of muscles as good as mine, yeah, I can see why she would be at least as strong as me. Is that all or am I missing something?"

"No, you spotted all of the physical changes," confirms Eira, "It is just that a lot of the abilities are magical in nature rather than being physical or are the sort of physical abilities that can't be easily spotted. For example, the toughness and healing. They are physical in nature for the most part, but aren't of a visible nature. However other abilities are just straight up magical in nature that the goddess grants to her blessed such Arthryn giving shape-shifting to her followers."

"So Loryn has a bunch of magical abilities in addition to a bunch of hidden physical abilities," summarises Seryn, "So what are they?"

Once again, the two Daughters of Urthryn share a look with each other.

"Do you want to or shall I do?" inquires Eira to Loryn.

"I will do it," answers the Empress of the Caermyr Union before turning her attention to the Champion of Arthryn, "I am pretty powerful. I got the standard Arthrynite blessings, but they are strengthened by the royals I was given as empress. So my strength and toughness that I am physically unmatched. I can punch down a tree or brick wall with a single punch and I am toughness that I doubt even a bronze weapon could hurt me. Beyond that, any clothing I put on changes to fit me in accordance to my preferences and I am immune to heat pretty much. I am informed that I can still get cold, but getting too hot isn't a problem for me anymore. Other than that, I got some natural magical affinities and, well, this body..."

"Your body...?" prods Seryn inquiringly as Loryn trails off.

"Yeah, my body," repeats Loryn as she looks down at the body in question, moving her hands as she stares at them, "I am not sure that I like this body."

"Why the boar not?" demands Seryn, sounding both confused and outraged by her friend's statement, "You are more powerful than anyone else short of a literal goddess, you have cool magical abilities and you are utterly beautiful."

"The body is wonderful, but it is the body of the Empress of the Caermyr Union," answers Loryn, "But it isn't the body of Loryn, the priestess from Redfall village. I look at myself and it is a royal figured, purple-eyed beauty with charcoal black skin of the southerners. I don't feel like myself in this body, as if I am walking about in the body of a stranger."

"Oh Loryn," says Seryn as she moves to hug her empress.

"If it helps, that feeling isn't unknown nor uncommon," says Eira as Seryn embraces Loryn, "It has yet to be given a name, but it is extremely common for someone to take some time to adjust to physical changes done to them by a divine blessing. Women who are given the Gift of Urthryn often take several seasons to adjust and when the Blessing of Nalniryn increases for someone, they will usually feel like they are in a new body for a bit, mainly because they are. Even within our own religion we have converts that take seasons to adjust to the Blessing of Arthryn and Cadlon Wonlyn personally told me that she struggled to get used to the Blood of Evalyn."

"So what I feel is normal?" asks Loryn with some relief.

"Yes," answers Eira, "There is nothing for you to worry about in that regard. Feeling uncomfortable in your new body or that it is not your own, well, it is to be expected and it should only last a few winters at most. When caused by divine magic and not arcane magic or ill-birth, the individual always adjusts to the changes with time."

"What about when it is not done by divine magic?" inquires Seryn as she loosens her embrace of Loryn.

"It depends on the individual and the changes involved," answers Eira with a frown, "Some adjust to it, but others struggle. Some never get used to their body and always feel out of place. The common theory is that thanks to a deity being involved, divine magic works in a manner that allows the individual to get used to the changes. With arcane magic and ill-birth, you don't have that divine intervention so more often than not, you get changes which the individual struggles to adjust to."

"That sounds sad," says Seryn, "Is there anything which can be done to help the victims?"

"Oh yes," replies Eira, "Divine magic can be used to give new changes that the user can get adapt to. My daughter Katryn is heavily involved in such efforts and spends a lot of her time helping those who struggle with bodies that are not their own."

"Hey Seryn," says Loryn as she glances over at the Champion of Arthryn as the latter lets go of the former, "Did you have similar discomfort when you became the Champion of Arthryn?"

"No," answers Seryn after a moment's thought, "It was a new body, but it was always my body even if it was a new one. Even the tail and well, I asked for that. But yeah, no problems for me, not even with the tail, which I guess is Arthryn's doing. That said, I took me a bit to get used to my replacement arm. It works like my old one and has never hindered me in battle, but it took me a while to get used to having a stone arm instead of a flesh and blood one."

There is a silence between them once Seryn is finished talking as neither Loryn nor Eira have anything to say. Eira sits there regally off to one side in a blue woollen dress while the two younger women sit next to each other with Seryn wearing a leather tunic while Loryn is clothed in a green shirt and brown trousers.

"The thing about the changes is being immortal," says Loryn in a quiet voice after several seconds, "I hate that I am cursed to live forever."

"I can't believe you agreed to that," mutters Seryn with a shake of your head, "That is sacrifice and then there is that."

"I don't suppose I could convince you to join me in being immortal?" asks Loryn futilely.

"That is one of the few sacrifices I am not willingly to make," replies Seryn with a guilty wince as her tail begins to flick back and forth again, "Living forever and not going to the afterlife to be with the goddesses and everyone else...well, it isn't something I am willing to do, even for Arthryn herself."

"I see," says Loryn with a sigh.

"I can climb your mountains if you want?" offers Seryn in an attempt to cheer your friend up, "Or we could do some hunting together? Perhaps some sparring?"

"I appreciate the offer, but mountain climbing isn't my sort of fun," replies Loryn as she gives the other woman a grateful look, "I wouldn't mind some sparring, but I don't think it would be a good idea until I get a proper handle on my new strength. As for hunting, if I got the time, I would be up for it through only the goddesses know when I will have enough free time to devote to it."

"I'll wait until you can arrange a time to go hunting," says Seryn, "That said, I am curious how disliking having your mountains climbed works when you are a Daughter of Urthryn."

"Same as before," answers Loryn with a grimace, "Inducing lust in myself to get in the mood when I need to. Arthryn's Guidance, I am going to have to do a lot of that in the future."

"But aren't you a Daughter of Urthryn now?" asks Seryn, sounding confused.

"Okay, let me clear up a couple of misconceptions," interrupts Eira in a loud voice as she gets the attention of the younger women, "First of all, the Gift of Urthryn doesn't make her Daughters lusty all the time with a need to quench it with sex Seryn. That is a common misconception that is caused by our reputation for having a lot of sex. While Mother herself has problems, she has not passed on that problem to her Daughters. The Gift of Urthryn does not make you lustier than you would be without.

While I am a good example of the stereotype as a lusty woman who likes to have her mountains climbed, my daughter Katryn is the opposite. She committed herself to a single lover many generations ago as the two of your and many others know and since Roslyn died, Katryn has rarely slept around since then. She only slept with a man or another woman maybe once or twice each generation.

Second of all, I rule the way that I do because I like it Loryn. I sleep with a lot of men and women because I enjoy it and it works for me. It isn't the only way of doing things and what is the best way of ruling for me isn't necessarily the best way of ruling for you. I use my body in my politics because I enjoy using it that way. I would not recommend using your body that way if you don't enjoy like I do.

"I don't," confirms Loryn, "But I also don't mind using my body. I have done it before and I have no problem with doing so again."

"If you aren't adverse to it, using your body as a tool is useful thing to do," agrees Eira with a sagely nod, "Yet you should still use a different way of ruling to me."

"Any suggestions?" asks Loryn in a hopeful voice.

"A few," replies Eira giving Loryn an encouraging smile as she folds her hands on her lap, "First of all is something that I do which you could make great use of. When I was Queen of the Colryd Kingdom, I set myself up as being at the top, above all others and beyond reproach. In the politics of Caermyr and the rest of the kingdom, I was not a rival, but someone's whose position was untouchable. The game was not to undermine me or take my power as your own, but to gain my support and use my influence to further your own goals. While I am not the top authority as part of the Arthwyd Empire, I hold a unique position as Sacred Guardian-General and I am to continue using the same strategy.

You can apply that strategy to your own leadership and you are already set up to do so. You are the Empress of the Caermyr Union, answerable only to the divines and you are intended to be the only Empress with no successors or replacements. It would be easy for you to set yourself up as being above everyone in politics. You would not be a rival, but someone whose favour is desired. I will certainly help you establish yourself as such and I know that our Sisters in Urthdysh Federation will also help. Having an immortal empress who is above everyone else is their desired outcome."

"That would be a great relief," says Loryn, "I do not want to engage in the political games of Greenbay and the lowlands anymore than I have to."

"Speaking of which, I would also recommend making it clear that while you are the Empress of the Caermyr Union, you are also Arthwydish despite looking like a Forlucan royal," says Eira, "It is the truth and no one will object to an Arthwyd being in charge. This will benefit you as you do not want the Foresters treating you like one of their Daughters of Urthryn nor do you want the Forluc to treat you like their queen or one of their princesses. It would be more intrigue than you would be comfortable dealing with and you don't have the option of running away to the Arthwyd. Making it clear that you are Arthwydish culturally will save you and everyone else a lot of trouble as people will know what they are dealing with when it comes to you and what to expect.

Now on a more personal bit of advice, how do you feel about romance Loryn? You too Seryn?"

The two women glance at each other as neither of them are sure why Eira has decided to start inquiring after love lives.

"I am indifferent," answers Loryn after giving Seryn a shrug, "There is no one I am particularly attracted to nor am I interested in getting romantically involved with anyone."

"I have no long term commitments," answers Seryn, "I sleep around a lot and plenty of men and women have reached my summit. It has been more of the latter, but only because I only sleep with my own gender while on campaign to avoid getting accidentally pregnant. Speaking of pregnancies, I have had a couple of kids, but I haven't kept track of either of them or their fathers after giving birth."

"This is more directed to Loryn than you Seryn though you could potentially be involved," says Eira, "I think that one thing that Loryn could do to avoid unwanted sexual or romantic attention would be to get a lover to be committed to. The Empress of the Caermyr Union will have countless people lusting after her and many will seek to get in her good graces via becoming a romantic partner or otherwise climbing her mountains. I'll admit some fault for that as I might have popularised that way of ruling, but many within the Urthdysh Federation and Forluc Kingdom use their bodies and offers of sex as a political tool.

If you wish to avoid the unwanted attention, then I recommend setting yourself to be like Katryn. Get a single lover to commit yourself to and stay faithful to even after they have died. People will respect that and understand that trying to get you via seduction or sex won't work, resulting in most if not all of them backing off. While the decision is up to you, I feel that the two of you would work out well as lovers."

"That makes sense," replies Loryn as the empress gives Seryn a thoughtful onceover, "I don't want to people trying to climb my mountains if possible and I would be okay with Seryn as my Roslyn or maybe my Evatine. But it just seems…"

"Artificial," says Seryn as the Champion of Arthryn frowns at Era, "Fake. False. It would be forced love and as a consequence of that, it wouldn't be real love. I would be happy being Loryn's lover, but not in such forced circumstances."

"Of course," replies Eira, "I would not suggest that you force yourselves into a fake love. It would only lead to unhappiness. No, I was thinking that if it was permissible to both of you, I could get some divine help. Wyrn is always ready to help out with a romance story and Bronwyn has been studying under her in that regard. So long as you agree to it beforehand, you will find yourselves naturally falling in love with each other over the new few seasons."

"It sounds kind of ridiculous, but it is totally in-character for Wyrn," says Loryn with a grin, "It is ridiculous like seriously so, but I am in. Seryn?"

"It is weird to agree to fall in love with someone," agrees Seryn with a smile on her face as well, "But yeah, I'm okay with it. Divine Daughters, I was willingly to have a temporary romance so why not go for a more permanent one. I'm already close to halfway through my life so if I am to settle down with someone, now is the time."

"The only problem that I can see is that unless Seryn changes her mind on immortality, she will grow old and die while I will not," says Loryn, the grin on her face being replaced by a frown.

"It isn't ideal for sure, but it can be migrated by the fact that Seryn is a Champion of Arthryn," Eira reassures her empress, "One of the reasons I suggested Seryn is because you both have close ties to Arthryn, who can freely travel between this life and the afterlife. After seeing how she acts as a messenger between Katryn and Roslyn, I know that she will do something similar for the two of you if she comes down to it."

"That deals with my concern then," says Loryn as she glances over at Seryn again, "So let's see. I need to establish myself as being above everyone else and not as a potential rival, but someone who is inherently above them. I also need to make it clear that culturally, I am Arthwydish and should be treat like an Arthwyd rather than a Forluc or Forester. Then I get to look forward to falling in love with Seryn. Anything else?"

"A hunting trip with Seryn," says Eira serenely, "I would recommend getting Seryn to arrange it all. It would save you having to use your own influence to get the free time to do it and no one could blame the Empress of the Caermyr Union to obliging the Champion of Arthryn. Given how it impacts her less, let Seryn bear the political burden for setting it up."

"Seryn?" inquires Loryn.

"Sure," replies her future lover, "I'll set up a day in the near future and we can spent it hunting. I'll be fun. By the way, I want to ask you guys something."

"I am always happy to offer you guidance," says Eira.

"I got my cat tail, but I was thinking of getting a matching set of cat ears," says Seryn as she bends around to stroke the tail in question, "Getting a matching set and all that."

"Planning to ask Arthryn for that?" inquires Loryn.

"Maybe," says Seryn, "It seems a bit too silly and minor to trouble the goddess for it and I could just go and find a Catfolk to get a copy of their eyes. But I do want a matching set of cat tail and ears."

"Just ask Arthryn," says Eira, "She will be happy to oblige you and if you don't want to ask favours of her, ask Wyrn or Bronwyn. They would enjoy helping you out and would not consider doing so to be a burden on their time."

"Hmm, I'll ask Bronwyn," muses Seryn, "The Goddess of Beauty will know how to make me look good."

"Anyway, thanks for helping me moving into my new home," says Loryn as she gets to her feet, "Appreciate both the assistance and the wisdom that you have given me. I would say and chat longer, but I got to get ready for a meeting. Feel free to stay around, but I shall be going shortly once I have changed into some more royal."

"I will be going then as well," says Eira as the Sacred Guardian-General of Caermyr gets to her feet, "I don't have much free time and if you are no longer going to be here to talk to, then I shall return to business then dawdle around here."

"I might stick around for a bit," says Seryn as she flexes her signature stone arm, "At least long enough to see Loryn in her getup. Then, well, I got the rest of the day free so I go and pray to Bronwyn? Hmm. Loryn? Can I use your home to pray to Bronwyn?"

"Sure," replies the Empress of the Caermyr Union as she begins to walk into a different room, "Feel free to."

"Thanks," says Seryn as Eira heads for the main door, "And thank you for inviting me over for this, I enjoyed this gettogether."

Another attempt with writing dialogue mixed with an attempt to show what Empress Loryn of the Caermyr Union is like. Frankly, I'm not too happy with it as I feel it gets too rambly at times and some bits feel like it the character is just telling the audience things, but I have written over the week and got over three thousand words so I am posting it. Please point out any spelling or grammar mistakes that you spot. Please quote them in the thread and explain what you think is wrong so I know what you are referring to. Feel to ask questions for more details and information.

This seems bad. If the same physical changes executed through different means have a different mental result, then that means there's something else going on. In some way, a divinely induced change must adjust or rewrite a person's mind. For non-consensual changes such as the automated adjustement of the Nalnyrite blessing, that's kind of bad.

An Empress who's untouchable, above any kind of reproach or criticism, just means the revolution will be all that more bloody when it comes.
