Balthazar looked at the reports on the desk and scratched his head. How in all the hells had Bedwyr managed to keep this going? He still didn't understand the wizardry Rhys was doing to keep the money flowing, but it wasn't even enough. Keeping the Kingdom together had been a miracle now that he saw what Bedwyr had to work with.
There were so many different ways things could go wrong. Hathytta had been causing trouble, but that had thankfully been sorted out. The guilds had apparently been drained almost dry funding reconstruction during the collapse, Balthazar winced at how close the kingdom had come to bankruptcy from his renegotiating the taxes from Txolla. Bedwyr and Rhys had managed to figure out some magic to help fix the guilds, but it needed the king to make certain decisions and he knew in his heart he was not up to it.
Piracy on the Yllython was growing as the rebels grew used to independence. There was a stack of reports on provocations from Western Wall that Bedwyr had studiously ignored because the Kingdom simply was not ready. Then there was the Black Sheep, a situation which weighed on his mind constantly. Dafydd was doing good work, but Balthazar knew he would not sleep well until the Thunder Plateau once more answered to Valleyhome.
Still, it was time to make the first important decision any king must make: how much of his predecessor's initiatives to keep in motion and how many to countermand.
