The Articles of War
Many weeks passed in great roaring argument, the clash of many a mighty mind struggling to see the purpose of allowing a few proles the chance at a more survivable battlefield. They are undercut, however, when the democratic government of Cassalon ratifies the Articles with barely a murmur of dissent. After all, their response reads, their local ships already rely primarily on missile launchers for space combat and they would much prefer Cassalon herself never see another nuclear or particle weapon ever. Guarantees of protection for civilians from orbital bombardment, an experience the people of Cassalon have had twice, is certainly nothing to turn their noses up at, simply because it does away with Particle Beams.

Xyri follows after in short order, aware that they escaped a similar fate by chance and the intervention of the Home Space Warfare Service. Had it not been for the warnings and management of Colonel (now Flight Commodore) Chey, they would likely have suffered a similar nuclear bombardment to that which almost ruined Cassalon. With two governmental bodies ratifying the Articles and the HSWS already planning to convert vessels to reduce the use of particle weapons, the government of Home only requires one final push before ratifying. It comes in the form of a small appended note from a legal scholar that informs the Citizen's Council that while the Militia and the Space Forces will be bound by these during war time, the various corporations and industrial firms that make up the Council will not. After all, a factory cannot declare war or have war declared upon it. The representative from Steenbeck has been seen smiling hungrily in the wake of this.

The Aslan prove slightly more of a problem, but eventually an accommodation is made. If and when hired by a ratifying body or operating in an area controlled by a ratifying body, they will be bound by the Articles and expected to follow the rules laid out. Outside of that, they cannot be held accountable to the Articles and thus are freed from them. Technically this does mean that an Aslan ship belonging to one of the two mercenary companies could engage an HSWS ship with particle beams and the HSWS ship could not respond, but equally each company also maintains only a single small ship. It is not of great concern.

These Articles are the first great symbol of diplomatic power we have to our name. We could consider attempting to spread these values beyond our own local stars:

[ ] Garda-Villis, with their massive ships

Refitting the Interstellar Cruisers
The ICbIIa and ICbII will soon, through another round of major refits, become the ICbIII. This new version of our steadfast warship will be completely stripped of her particle beams, replacing them with six torpedo tubes and an array of defensive turrets of a density heretofore unforeseen. The goes alongside a near complete modernisation internally including:
- An enhanced fusion reactor providing 15% more power than previously available.
- Large drives pushing the ship to greater speeds.
- 50% more crew capacity to accommodate both an increase in crew and the ability to manage additional load during emergencies.
- A medical bay with six beds and the medics needed to run it.
- A smaller shuttle bay with a more capable shuttle aboard.
- Cargo and common areas.

Each refit will cost on the order of three-hundred-million credits and take the better part of a year, but they will lead to a far more comfortable, more capable ship to support our new Cruiser, Fast Attacks. The HSWS Apedemak will be the first ship to enter the yards and begin her long rebuild.



Lights in the Dark
The expeditionary force (Three combat ships and an FSS) depart for Heimdall without delay, transiting out of Home almost as soon as the orders are received. It will take them a month to reach that system, of course, but that's the price of modern technology. Meanwhile, additional forces head to Cassalon to reinforce the station there and provide additional platforms to operate alongside the Cassalon fleet. The HSLS Bá Kim also attends, with a view to improving connections between the two forces and perhaps coming out of this potential crisis with some new integrations and changes.

A line of couriers strings out from Heimdall to Home, a relay network that sits outside the 100d limit and stands ready to jump as soon as news requiring them is received. And then, with everything in place, the HSWS and her allies holds their breath and... waits.

A flash of light. Scrambled fighters and Frigates race to the location, trying to scrape as much sensor information as possible. Warnings and invitations to communicate are broadcast openly. No messages are returned, and the best sensor data indicates a 2,000dton wedge running as hot as a warship, its sensors running entirely passively, before it once again jumps away.

Someone is scouting out this system, and possibly other nearby systems, but there is no indication of deeper penetration. With the limited forces available, what should the HSWS do?

    -[X] Maybe we shouldn't go looking for new signatores for now. Garda-Willis seems to be a wrong target for this at all - they would cont any our initiative as beneath them. We should learn more about the Northerners before deciding if approaching them is good, which means we should start planning new missions North.

The Articles of War
Meetings with the Aslan mercenary companies begin and end in short order - they have already assessed the documents for their own purposes after all. They firmly believe that the Autonomous Aslan Democratic Technocracy would be quick to adopt the Articles with some small amendments in order to better align their own concepts of honour-warfare with those of their neighbours. The reason the mercenaries were resistant is because of a more general anxiety about the sort of fights they get themselves into. They are not a nation-state (yet) and in most cases they are not able to demand honour-warfare in the same way that a multi-colony state is.

Plans to return North and attempt to make closer contacts with those systems would require specific diplomatic missions with an escorted HSLS Bá Kim. However, those escorts are currently intensely busy in the South watching out for inbound aggressors and thus the only options are to either send it alone of not sent it at all.

We should:
[ ] Dispatch the diplomatic ship without escorts.
[ ] Pull escorts out of Home or Cassalon stations to dispatch along with the diplomatic ship.

Messages arrive in Home with news and orders flood back along the courier chain as fast as they possibly can - which, to be clear, is not very. Two months and change after the initial deployment, cruisers are split off from the main force and jump out to Equus and Shambala to conduct a month-long patrol in those systems to check for similar jump flashes to those identified in Heimdall.

The Equus mission returns two weeks later, quickly enough that it can't have spent more than a day in the distant sector. The news it brings is delivered back up the courier chain to Home, finally arriving with the headquarters of the HSWS and the Citizen's Council on 13y10m02w. Equus is no longer empty space with some xenophobic communists squatting on the closest thing to an inhabitable world. Equus is now home to a collection of what can only be combat ships, an 8,000 ton 'mothership' and several 2,000 ton 'parasite craft' - at least that's what the sensor returns say.

The commander of the operations in Heimdall - one Flight Commodore Anaru Bergfalk - considers two possibilities as the main outcomes of this sort of action. Whoever it is (presumably the Hermosans) is preparing for an incursion into Home space and their scouting missions are watching for particular build ups in our locality. Option two is that they have recognised our build up as offensive in nature and are moving to strengthen their own positions for an incursion. Nonetheless, Bergfalk makes a formal request for the deployment of the HSWS Caturix to Heimdall. Even without her guns she is a formidable presence.

The Mengakars, still a strong presence in the fleet after more than a decade, argue for a defensive posture including a build up in Heimdall beyond what is already present. This would include the rapid push out of not just the Monitor, but block III Interstellar Cruisers, new frigates and, vitally, the Modern Defence Station which is due to finish construction in six weeks.

The Ciwanan party functionally no longer exists in the Fleet, and has been replaced almost entirely by the Jonk Narren or 'Young Fools'. Initially an insult, the name has been adopted by a group of junior officers who believe in the future of bold action and strong images. They argue that the Heimdall force should conduct a decapitation strike in Sinone, isolating the Hermosan forces in Equus and forcing them to risk an engagement while under supplied.

The Citizens Council has its own ideas, and suggests instead that HSLS Bá Kim should be dispatched for a mission directly to Hermosa. After all, we have been nothing but successful in foreign diplomacy so far, haven't we?

A task force, re-armed but with their particle beams under the lock and key of the task forces commanding officers, is assembled on the edge of Home. HSWS Caturix, HSLS Lakapati, three Interstellar Cruisers (HSWS Tlaloc, HSWS Tohil, and HSWS Ullr) and two Frigates will be joined by a fourth cruiser in Cassalon before departing onwards to Heimdall. They will escort the HSLS Bá Kim along with its diplomatic team. It's to be an unfortunately extended journey; the Caturix will require refuelling at every stop along the way. First Cassalon, then Staging Point, then, finally, Heimdall.

It takes them five weeks, the task force marking the passing of the new year while refuelling at Staging Point. Finally, a week into the 14th year, they arrive in Heimdall and that dim little system becomes host to one of the largest gatherings of HSWS military might since the response to the Cassalon crisis. While Caturix immediately moves to the fuelling station to fill her empty tanks, the others assemble with their compatriots which have stood guard these last months.

They spend two weeks refitting the ships on station with their particle beam components and double- and triple-checking that everyone is clear that nobody is to fire without direct receipt of an atomic payload or orders from the senior officer in the task force. The Heimdall command remains with Flight Commodore Bergfalk, though their is an understanding made that Flight Commodore Jung-Hee Rodrigues (HSWS Caturix) and her XO can also give the order to breach the Articles should circumstances dictate.

There have been several more lights in the dark since the arrival of the task force. Every time there is, fighters from the anchorage base and frigates go chasing after it, though never fast enough to get a good sense of why or what they are. No attacks though. No threatening moves.

14y01m03w - HSWS Caturix leads a combined task force of cruisers, frigates, a supply ship and the diplomatic ship to the jump point, departing for Equus in force.
14y02m00w - According to post-mission reports, the HSLS Bá Kim is the first to arrive in the system, followed an hour later by HSLS Lakapati. What follows is a log of inbound and outbound messages from the Bá Kim:
- 12m after arrival in system, broadcast: "This is the HSLS Bá Kim, a diplomatic vessel on a peaceful mission. We are the first to arrive of a fleet of Home ships of varying types. We seek peaceful negotiation and mutual understanding." Message is set to repeat every two minutes.
- 35m after arrival in system, received: "Bá Kim, you are intruding into restricted space without authorisation. Return to your point of origin or prepare for inspection."
-37m after arrival in system, broadcast: "Unknown ship, please identify. We are responding to numerous incursions into our space. We would request negotiations to reach an understanding."
- 58m after arrival in system, received: "This is the Hermosan Combat Platform Broadsword. Power down any weapons systems and follow the transmitted waypoints to an inner system orbital."
- 63m after arrival in system, HSLS Lakapati arrives in system. Commander of HSLS Bá Kim chooses to inform them of the situation prior to responding. Commander of HSLS Lakapati agrees that no orders should be followed until at least the arrival of a significant combat platform.
- 68m after arrival in system, broadcast: "Broadsword, Bá Kim, we will comply once the rest of our escort arrives."
- 73m after arrival in system, multiple engine signatures are detected burning towards the arrival point of the Task Force. It is expected that even the latest ship will arrive before the potential enemies are in weapons range.
- 4h, one IC and one frigate arrive in system.
- 5h, a second frigate arrives.
- 6h, a second IC arrives in system.
- 7h, HSWS Caturix arrives in system, followed by a Frigate moments later.
- 8h, a third IC arrives, forming up with the rest of the Task Force.
- 11h, the fourth IC arrives.
- 12h, the last expected ship arrives, a frigate, and the full Task Force is assembled after a successful jump.



Construction
The MDS is shipped to Cassalon aboard a modular conveyor, the 2,500 ton station a signal of our commitment to the defence of the system and our continued intention to support the legitimate government. This is especially timely as the current crisis has pulled elements of the Cassalon Station away from their posting and left the system under-strength. The most capable torpedo platform ever built will go some way to alleviate that problem.

Meanwhile, the first of the block III Interstellar Cruiser refits is completed, the small ship coming off the slips with her new PD network and torpedo tubes shining and ready for action. The yards have some space now, and the HSWS has the chance to continue to commit to their same expectations and standards, or redirect their attentions.

The current plan is to build another MDS and take another cruiser up for refit. What does command make of this plan?

Cassalon
This most recent crisis has demonstrated the potential for an external threat to act against Home, its holdings and also its allies without much to distinguish between them. Every time a new recruiting class is taken up for the HSWS, there are more and more Cassalonese faces amongst them. This integration is clearly occurring already and our diplomats approach the remains of the Junta in order to attempt to formalise this occurrence even more so than it already is.

They are in favour. Their power has been slipping inside the bureaucratic democracy of Cassalon, and see this as an opportunity to regain some of what they have lost within the more independent political position of the HSWS. They propose a full integration, including full access to the Cassalon military shipyards, a combined leadership group that covers both Cassalon and Home, various interdependent mutual defence treaties and of course the combining of the two budgets.

Any decision will, of course, have to go in front of the governments of Home and Cassalon before it is signed off on, but what does the HSWS make of this?

The Interstellar Monitor HSWS Caturix is refuelled by the HSLS Lakapati before the logistics ships retreats back into jump space, carrying the logs and scan data of every ship in the task force. There is now only one non-military ship left in potentially hostile space, and that is the diplomatic ship. Everything else is a more than capable combat ship, and they quickly string out into something approaching a combat formation as the Hermosan ships approach.

Four nearly identical Hermosan ships, each matching the pattern of that which has identified itself as the HCP Broadsword string themselves out in an offensive line opposite our ships, another pair still sitting deeper in-system with their gigantic cousin. Everyone waits with bated breath as the first message goes out.

- There is no response for several minutes.

"This is Hermosan space, Commodore, I can't allow you to operate here without inspection."

The negotiations do not turn to violence, fortunately. They conclude with little in the way of agreements; that wasn't particularly the point of them, after all. However, several pertinent information packets have been created based on them:
- The Broadsword-class of Hermosan combat ship is a 2,000 ton missile destroyer with 144 principal weapon tubes/launchers. It is expected that they will use nuclear weapons in a combat scenario, unless they have had similar experiences to home. Their drives appear under-sized for the class of vessel and thus they may be relatively slow compared to our line ships (the various CFA-type platforms). This may imply a more defensive style of warfare compared to that which we have been designing for, or simply an inability to build drives of sufficient size.

- Equus should now be considered Hermosan territory. They have conducted landing operations and seized major assets, converting the world to their own purposes. The population is safe and welcomes the Hermosans as their new government. A conversation can be had at a later date about the potential for trade, but for now this should not be considered a welcome place for Homes warships or explorers to refuel.

- Hermosa refuses to stop its intelligence flights into Heimdall's outer system. These are intended only to notify them of any particular military build-up they should be aware of. They will also be conducting similar flights into every sector adjacent to their holdings. Home is not in any way special in receiving these missions, though the increasing militarisation of Heimdall has raised some concerns amongst the Hermosans.

The Task Force returns to Heimdall three weeks after the FSS, jumping back into the system with transponders pinging and a tired look on the face of Flight Commodore Rodrigues. A couriter departs almost immediately, running the news of their safe return - and their reports - all the way back to Home. This ship arrives and transmits its data on 14y03m02w.

Unification Day
While negotiations will continue for many months, it's fully expected that they will end as they begin here and now; with the unification of the fleets and especially the yards. The Home Space Warfare Service will welcome the Cassalon Peoples Fleet first as a sub-division and then, over the next year or so, as an integrated branch of the Service. While this includes the integration of the remains of the Peoples Military Council Fleet, every ship is restrained to its system and old - almost not worth considering. Vitally, however, the integration allows for the use of both yards and finances for mutual requirements:

Lights in the Dark - 14y03m02w
The Growth of Heimdall Station into Heimdall Sector Command comes all at once and all of a sudden. What was once a single cruiser, a couple of frigates and a small outpost is suddenly a permanent MMV station supported by four cruisers and six frigates. Cruisers and Frigates will soon begin reconnaissance flights of their own, darting out into deep space to take a good long look at the enemy on the border. If they're going to run intelligence operations within what is arguably Home space, then they must surely accept the same on the edges of their own bodies.

The first of these missions sets out a month after the return of the Task Force, a single cruiser jumping into what amounts to deep space outside the Equus system. With sensors as wide open as they can be, it spends two hours devouring as much information as it can from several million kilometres away. It isn't a lot - our sensor resolution isn't good enough to garner much in the way of detailed information - but it's enough to identify the major hot spots, significant naval operations and to pick up enough propaganda broadcasts to get a sense of how the occupation is going.

It is, of course, an occupation. Most of the messages are geared towards convincing locals that their new rulers are good and kind and wont use any more force than is necessary to control them. It is exactly what we would do in a similar situation, but worse and less effective of course.

Similar missions to Sinone and Hermosa are, of course, possible. Sinone is a single jump distant from Heimdall and reconnaissance flights can be conducted immediately. Hermosa herself is a more complex mission requiring the use of a Flotilla Supply Ship or Drop Tanks to extend the range of any deployment, but that is something that we have plenty of experience with. There is, however, a question to be answered - we have a great deal of experience in the Scouting Flotilla with just such missions, and they would be well suited to the long range operations into Hermosa.

We will, of course, prepare two War Plans. Red will cover the potential for a general Hermosan offensive into or beyond Heimdall. This plan calls for the reinforcement of Heimdall Sector Command with additional anchorage stations (increasing the depth of fighter coverage) and Modern Defence Stations to significantly improve the potential for holding actions within Heimdall proper. Additional fuelling stations would also improve the capacity to support a larger fleet.

WARPLAN YELLOW will, meanwhile, cover the potential for offensive action into Hermosan space. While currently a brief plan which simply reads 'do our best', this will develop into a more confident, more concrete plan as time goes on and more ships (and more information) becomes available.

Over the next several months, the word goes out: the Hermosans are expanding and everyone should be careful. Even the Aslan receive a diplomatic notice that Home will be reinforcing the South-West border and not to get any funny ideas. Hexos and Nova Refugio both receive the news with grim faces, though Hexos are (still) more concerned with ensuring the survival of their small contingent than anything else. A suggestion is made regarding the potential to evacuate the few hundred citizens from Nova Refugio to Hexos, but it's met with stonewalling when it's more broadly understood that Hexos is also abutting a greater power with hungry ambitions.

By the middle of the 14th year, and the delivery of the first of the Cruiser, Fast Attacks, the fleet has settled into something approaching a detente. A handful of scouting flights have gone out to Equus, more have been received in return. Both sides seem content to give chase to an inbound ship despite the inability for anyone to catch one. It would take a stroke of sheer luck to have a ship close enough to intercept a scouting vessel.

However, as much as it is a quiet time, the fleet is lacking in several key areas. Current deployment plans call for:
- Three capital class vessels - One is available
- Eight cruiser class vessels - Five available or in construction
- Fourteen escort class vessels - Twelve available or in construction.
With 3,000 dtons of yard space available due to the completion of HSWS Kyzaghan there isn't really room to design and lay down a new capital class vessel (expected to be 6-8k dtons) but we can begin planning for a new class at least.

Capital Considerations
If the HSWS is to build a carrier - perhaps something based on the hull of the MAT but more specialised towards a particular goal - it will need to consider exactly what a carrier is for. It is all well and good to put fighters on a ship and call it a carrier, but without a clear doctrinal concept, it will simply be a pretty hull. As such we must ask the membership of the HSWS procurement committee what we expect this ship to do. As of now, we see several potential strategic missions for such a ship:

- Fleet Command and Control - it is likely that such a vessel will have the space for significant sensors and command facilities, allowing it to act as a flagship for any particular Task Force.
- Area Defence and Pacification - With sufficient fighters, a ship can guarantee the ability to place interceptors between the Task Force and any attacker, defusing attacks by ordnance and by enemy small craft.
- Extreme range Strike - Carried craft fitted for the delivery of heavy ordnance would allow the ship to reach out and touch enemies at far greater ranges than any mounted weapon system yet devised, with missions lasting just a few hours extending the threat ring considerably.
- Patrol and Scan - Specialised craft with much of their tonnage given over to sensors rather than ordnance would allow a Task Force to cover a far greater portion of a system than it is currently capable of.

One question is raised: Should the ship be capable of fighting itself? Should it be an armoured combat ship with the guns to match, or should it be similar to the MAT in that it is not intended for the front line?

While there are many questions, the first is simple; What missions are planned for?

Scouting Out the Enemy
A combined mission deploys from Heimdall on 14y08m00w, the 1st Scouting Flotilla committing to a deep penetration raid to better assess the nature of just what it is that is sitting on our borders. The four ships involved (One logistics ship, two Interstellar Surveyors and one Deep Space Surveyor in case of breakdowns) are to jump to Sector '-02,03' before the two IS' jump onwards into their target systems of Sinone and Hermosa. This reduces the need to utilise drop tanks without significantly endangering any vessels involved. Both Surveyors will, however, carry a drop tank anyway. This will ensure they can make it home even if the FSS is forces to retreat.

Capital Considerations - Carrier Battle
With a plan to craft a carrier that specialises in long range patrol and strike, utilising EWAR and strike platforms to extend the capabilities of the fleet while also providing command, control and communications to an entire Task Force, the architects and designers get to work. First off; designing those small craft.

While the F-40 strike bomber exists and is demonstrably capable as a long range, multi-role, CAS capable ship it is likely not the ideal for a true space carrier. After all, those capabilities use for strike in the vacuum of space can be found in a much smaller - and less defensible - platform which would reduce the size and scope of the hangers required. However, every decision is a trade off and thus we must prioritise what is required for the particular specialised role.

The EWAR craft will, presumably, be built off of the same platform with some of those same capabilities cut or reconfigured in order to ensure that it can both carry a package of capable sensors and conduct operations alongside a strike package. After all, a bomber without EWAR cover is just a dead bird by some accounts.



Approaching the Aslan
New orders are dispatched to the diplomatic mission on Keoiri, a sealed packet that contains all the requirements from negotiations that Home hungers for. The diplomats approach their contacts in the Aslan government - at least, those low enough on the rung to be on Keoiri rather than on whatever the Aslan main world is. It takes months to get a clear answer out of them, but once it's had its immediately transmitted back to Home. The proposal is two-fold:
- First, that Home will be enabled in hiring several capable Aslan warships and their crews as 'mercenaries'. The Aslan have no interest in getting directly involved in a conflict that is, by their count, six parsecs from the edge of their own space; however, they are also aware that their military is constantly hungry for fighting, honour and the chance to win accolades. They offer a handful of 1,000 ton 'cruisers' and their accompanying crews, so long as Home is willing to pay costs plus a bonus on top for the benefit of their service. Cassalon is still recovering from the devastation of war, but Aslan men are hungry for stakes. The award of several land grants on Cassalon, to be cleansed and redeveloped into something more suitable to their new inhabitants, would be of great benefit to the Aslan peoples. However, the Aslan diplomats are also more than aware of how contentious this option is - they are more than willing to wait for an answer. Home has all the time it needs to decide.

Scouting About
While the Interstellar Surveyors (and the supply ship) are busy running scouting missions into Hermosan space, the Deep Space Surveyors take the opportunity to load up on Drop Tanks and head out into the deep black. Over the course of several months they slowly but surely extend the range of what can be considered known space, until we finally have definite confirmation of (most) of what lies beyond Hermosa.

Whether or not that system is inhabited, let alone connected to Hermosa in any meaningful way, would require significant and long range expeditions plausibly beyond what has been conducted thus far. Nonetheless, we are rapidly approaching the 15th anniversary of the founding of the HSWS proper and the simultaneous completion of two more CFA's and their addition to the fleet. While the budget is expansive and while we will have a great deal of yard space available (or will have) we must be cautious not to be overly ambitious.

Come 15y00m00w, we will have a little over 4kMcr and more than 7k dtons of yard space. How should it be filled?

Capital Considerations - Carrier Battle
The smallest possible fighter that meets the requirements set forth by the HSWS comes in the form of the XB-25 Strike Craft. A ten ton miniature fighter of similar size to the Aslan laser fighters we have seen, it nonetheless meets the RFP laid out: It is fast, capable of a chemical rocket boosted burn of 9G's for up to an hour, it is stealthy, with a reduced radar and lidar return built into the shape of the craft, and it is armed for rapid multi-missile strikes.

It is also, remarkably enough, armoured against lasers and other 'lighter' weapons that may be utilised by interceptors and similar craft. We cannot truly know what is 'sufficient' armouring to resist incoming attacks, but a half-thickness layer should provide some survivability to these otherwise fragile and delicate bomber craft. In addition, there is a a variant (the XB-25b) that fits a single torpedo pylon rather than the magazine-fed missile rack, though none of either have been built yet - these are simply drawings on an architects board.

Nonetheless, this is the 'light fighter' that may be the answer to the question of how large a carrier needs to be. Such a small vehicle will require smaller facilities, smaller launch tubes and recovery decks, and if the ship is only going to handle such small craft it can be commensurately smaller.

What does the HSWS make of this?

Approaching the Aslan
"Of course they will be citizens! Citizens of Home, Citizens of Cassalon, and Citizens of the greater Aslan Hierate! We would not restrict their rights and neither must you - should an Aslan wish to serve in your military, why would we stop them! They will, however, always be welcome to return to Aslan space, to Aslan ships, and to their place in the family that is larger than any of our own."

The Aslan agree - how could they not? New land, new families, the growth of the clans and a greater distribution of their peoples beyond their own borders with barely a finger lifted? They cannot imagine a sweeter diplomatic deal. There are murmurs in Cassalon and on Home, that these... invaders will bring with them horrible weapons, nasty laws, grim punishments and life will change inherently for the proles who suffer the decisions of their masters. After all, every Aslan man is a grim faced mercenary and every Aslan woman is a conniving temptress - at least that's what some are saying.

Nonetheless, the agreement is had and the first families representatives arrive to begin scouting out where they will lay their claims alongside Home and Cassalon's own land surveyors. Along with them come scientists, engineers and naval architects, who will help to uplift the HSWS and Home proper in developing new technologies for use on their ships.

Refits and Construction
As three new block III Interstellar Cruisers leave the yards, another three enter for their refits. The last of the block II ships, including those in reserve, go for their refits leaving none of that long serving pattern in service. The block IIa's are next, in half a year, and once those are done every Interstellar Cruiser will have been updated to the new pattern.

Capital Considerations - Carrier Battle
With the advances so eagerly dealt out by the Aslan, we are able to enhance the XF-25 Strike bomber, creating two (technically three) variants. New metal synthesis methods allows for the creation of a lighter, denser, more protective armour pattern referred to as 'CrystalIron' while improved stealth coatings free up additional tonnage to increase effective thickness by 50%. The XB-25C is thus born, a capable space-only bomber with a rotating turret to allow fires to continue even through an exit burn and the potential to hold up to seven anti-ship missiles in an internal magazine.

Note the cost per fighter is almost doubled by the inclusion of enhanced attack software
Meanwhile, the EWAR variant is also developed. Where the XB-25C has thick armour and a turreted launcher, the XB-25 has a fixed missile launcher, a larger sensor set and thinner armour. While planning is still ongoing, the 'ideal attack' pattern would likely include B-25C's escorted by B-25D's which peel off early after providing targeting information and decoy launches to the strike package.

With the potential strike package oriented, we must then turn to the carrier herself. What is the ideal ratio of strike to support groups? What is the ideal ratio of launch tubes to squadrons? What size will it end up being?

Approaching the Aslan
The answer from the Aslan regarding the Articles are simple - they will gladly accept them as part of negotiations before any engagement between Home and them, they are bound to certain concepts of honourable warfare themselves. However, they will not be binding their entire society to follow them for no good reason, as they have other external pressures that require a certain kind of response unbound by such niceties. They nonetheless wish us luck with our efforts to create a certain civil kind of war making.

Meanwhile Xyrian Dictatorship diplomats, now bereft of any technological advantage they had once held over us and still rebuilding after a short but brutal war, approach us cap in hand. A truce, perhaps even an alliance, would suit them, something that will allow them to still maintain a defensive cordon around their system now that they have such a gorilla of a neighbour. What is a gorilla, our diplomats ask? No one is sure, but the HSWS meets the criteria for one. What can they offer? Well, pilots, they suppose, and continued basing and fuelling rights. Perhaps even the option to station some forces or defensive platforms in the system. It isn't much, but it's a further step towards integration.

What do we make of this offer?

Lights in the Dark
The scouting flights are becoming more regular. The most recent report demonstrates six distinct incidents of system penetration in Heimdall from ships noted as belonging to the Hermosans. It is the most that have ever been detected, and a certain analysis reflects them coming closer together as the end of the month approaches. Worse than this, an HSBS ship reports what could be a similar detection in Hexos, coming from the vague direction of Hermosa.

What is the HSWS response?

Lights in the Dark - 15y06m00w
The HSWS goes into full activity, redeploying forces rapidly from Home and the core system(s) to the 'defence line' against Hermosan aggression. Heimdall receives some of the most modern forces available to the fleet, with a CFA and the MMV HSWS Perkūnas commanding a force of four modern cruisers and four frigates, while the newest MDS is dispatched on one of the two operable Modular Merchants to reinforce the anchorage and fuelling stations. Meanwhile, Cassalon has a pair of Aslan cruisers attached (paid for out of the HSWS' budget, of course) and the sector in between is reinforced such that the Staging Point Reserve represents a significant second strike capability with multiple Fast Attack Cruisers and Interstellar Cruisers present or pre-assigned once they leave the slips.

Even Hexos and Shambala receive a warship and a courier each, a cruiser and a courier that are able to show strength and dart back to Home if they detect anything untowards.

This responsive deployment calls for or requires:
- Five cruiser class vessels, of which four are currently available and will be kept on station beyond their standard refit assignment if necessary.
- Fourteen small cruisers/large escorts, with only 11 available until three months from now. Additionally, six of these eleven are still armed with the banned particle weapons that have been the source of some distress over the last year and a half.
- Ten Frigates, the entire force of light escorts, with no leeway given for required maintenance or yard time.

This deployment is going to stress the force to its limits, with little in the way of leave or rest for the next few months, but with a dangerous threat on the border, it is considered entirely necessary. After all, the incoming scouting missions don't stop, and the outgoing Surveyors identify at least fifteen individual 'Broadsword'-class combat platforms based on their active sensor data. It is understood that these are rotating between systems and wherever they go, there is also one of their larger 'Mother'-class vessels in something approaching close formation with them.

If there is a consistent pattern of build-up along the 'front', analysts cannot see it. The Hermosans are rarely without six combat platforms in each of the vital systems, Equus and Sinone, and these platforms are the ones flying scouting missions into Heimdall (and potentially other systems? We have reports of jumps that did not correlate with a jump flash in Heimdall).

The Jump flashes in Hexos are occasional at best. Over the course of a month exactly one is detected by newly positioned forces there. If it is the Hermosans and not someone else, it may be that a four jump mission is the limit of their endurance, or it may be that they're keeping us in the dark about their current capabilities, which is not perhaps at all surprising.

With large chunks of the new fleet coming out of the slips, we see a sudden increase in the number of scouting approaches and for the first time we see two enter the system one after the other, and then a third half a day later. Forces present in Heimdall beat to quarters and prepare for action, fighters are launched, the task force strings itself out into a combat formation... but nothing comes. A few hours later all three ships leave without contact.

Hermosa is testing us, watching our response to a penetration. The Citizens Council is displeased with the current passive approach and are encouraging a firmer response. Senior members of the HSWS also consider this plenty of provocation to conduct offensive manouvres. What say the decision makers?

Capital Considerations - Carrier Battle
There is a last decision to make regarding a carrier - or the two carriers as the case may be - and that regards launch and landing facilities. While the MAT has no particular interest in launching its load as quickly as possible, instead focusing on safe launch and recovery of a few shuttles at a time, a combat carrier exists in a remarkably different dynamic. Should a carrier be able to launch its entire complement at once or just half of it?

It must be noted that initial conversations regarding the capabilities of launch and landing decks have led to some confusion over the capabilities of each, capabilities that have been reproven with the existence of the MAT and training operations utilising that ship.
- A launch tube is capable of launching up to ten craft every other round, with most designs opting for either a 'full-launch' mode which catapults two craft every 72 seconds (and then spending several minutes positioning the next squadron for launch) or a 'continuous-launch' mode which opts for a slower but more consistent two craft every 144 seconds while deck gangs bring up the next craft. Functionally, a launch tube dispenses a full squadron in six minutes and then requires six minutes to prepare for the next squadron.
- A recovery deck is capable of safely 'catching' a flight of four craft over the course of six minutes, or up to twelve with diminishing safety standards. Pilots have repeatedly demonstrated the capability of grav-traps to 'catch' a high-speed approach by a shuttle while the same systems also bring home three of its squad-mates. Combat conditions have seen eight- and twelve-trap landings conducted as well, but everyone involved considers the four-trap to be the safest way of bringing home a squadron in fighting condition.
