A victim of somewhat fragmented records, he was a member of the extremely prominent and powerful Yuan clan, gentry who had men in positions of the highest echelons for generations at this point, and who had influence and connections throughout the land. He was noted to be diligent, highly organised, studious with an eye for detail. One of his noted talents was efficiency at keeping tax records as an administrator, and ensuring no families slipped through any tax related loopholes. He was also famous for being a writer of rhapsodies and songs, but any details regarding them are long lost. Like his more famous cousin, Yuan Shao, he was an old buddy of Cao Cao, who noted that Yuan Yi was one of his few old schoolmates who kept the same love of learning and studying as an adult. Later joined the coalition against Dong Zhuo, and sided with Yuan Shao over Yuan Shu during the Yuan civil war that broke the alliance. He was sent to try and claim Yang province before Yuan Shu, but was defeated and scattered, and died in I believe a coup short while later.
He was also appointed Prefect of Chang'an, the former capital of the Han and one of the largest cities of the Empire at around this point in the OTL, and was said to have done a great job domestically. Which means I have to find a replacement for him too in that regards, thanks to butterflies!
