One of our personal projects is using public works and geomancy to develop our own framework for religious rites and spiritual interaction, and through that promote Weilu reformist ideas in the south as part of our provincial movement. That's the kind of stuff you need institutional support for.
 
Either people want to hang out with CRX's dad, or the Minister of Spiritual Affairs.
And her dad is boring. We've already got a top Meng teaching Zhengui the mystical ways of fengshui, and Skelly uncle for spiritual affairs.
 
It would be funny though if peoples efforts to talk to the Minister of Spiritual Affairs succeeds in broadening the dislike they have of us to the north as well.
"You built HOW MANY SHRINES? And you didn't follow ANY of the orthodox methods?"

Our problem isn't that we lack for instructors in spiritual affairs, it's that we don't have any in the orthodoxy that we'll inevitably have to interact with. The orthodoxy that is only one or two steps away from hating us. We need to learn how to work with them and communicate with them, or at least figure out how to work around them without pissing them off too much. This is an opportunity to test the waters there.

Communication and Finance are both important for the future, but we're making much bigger waves in Spiritual Affairs right now. No point in trying to set up trade deals and connect mailing services across the continent if we get burned at the stake a century before any of that can be implemented.
 
Making big waves is always good, though we might run into more problems later on if we keep minmaxing on spiritual and ignore things like avenues of communication with the potential for more postal shennanigans, or finance with that spirit mine of ours.

From investing so highly in shrines for defense and appeasement, to investing in the artisan whose whole thing is shrines, to this decision...I suspect were putting all of our eggs in one basket and ignoring other stuff.

I believe the exact opposite. Spirital Affairs is something that can be pushed back to the longer term, Communication is something that is more relevant right now.

Specifically, Communication and Finance are both incredibly relevant for the negotiations with the Ha-Yith-Kai. (ie. setting up long-term communication with them, and sorting out taxes / tribute)

If the ES and Ha-Yith-Kai can start coordinating well from the very beginning, then that's going to great immensly in the upcoming war. Not just in being able to understand and hence fight the other Ith better, but also in better knowing how to sue for peace with them.

Works and Spiritual Affairs is the simple choice with how it affects our hamlet building right now. But the opportunity to plan our city better isn't going to go away.

On the other hand, we may or may not have another chance to negotiate between the Ha-Yith-Kai again. Maybe we will if things go well, but there's also the chance of things falling out of our hands.

In summary, our relationship with the orthadox spiritual affairs can be fixed later, but we may only have one chance at shaping the relationship between ES and the Ha-Yith-Kai, getting our foot in the door earlier with the relevent people will be helpful.

I ageee that setting up permenant MoC branch is not possible, but the Ha-Yith-Kai need to be able to communicate with us somehow. Is the army always going to be in charge of that?

To clear up my confusion, how is communication usually done between vassals?
As in, how is it currently done between a count and a duke as an example.
And how should it be done between ES and the vassalized Ith.

I assumed somewhere in the middle of that chain of command that the MoC would be involved.

The Empire (Emerald Seas bit of it anyway) recognices the Ith as entities with loot they want to extract.
And they behave much more like humans than most spirits, so any expertise of spiritual affairs is going to be less useful than the ability to deliver mail on consistent basis.
