How well do Harpies fare when compared to Dragons anyways?
Dragons can breath fire, and can fly long distances, and eat pretty much anything meat-related, and are pretty autonomous when it comes to supply gathering because they can get their own. and their scales are pretty much durable to anything except for specical weapons or from a beast with the stregnth of... well dragons
While Harpies are more human-like, can use tools, armor, and weapons made for them, and be trained with them, given enough time. Unfortunately, they need to eat... a lot and that food need to be prepared because raw food makes them ill and less effective.
They are also pretty smart as well.
But no general in the Ghis has thought about using them as Dragon killers, they've been used as army killers first and foremost.
