How come? Wouldn't he be upset that instead of getting the Alpha Plus psyker he was expecting he instead got a generic almost certainly non-psychic human male?
Nah, Bile really dislikes emps, he considers him stifling the potential of humanity in...well pretty much all ways.

To him, emps being a normal man would likely be taken as vindication of the strength of humanity and enflame his dislike more, as Emps was just a man placing himself above all others, which is a no no to Bile.

Like abby he rather falls into the likes to think he's using chaos category (although he doesn't actually use it much if at all to be honest.)

Also truer than most seeing as they can't just force him to make an emps body to bung a chaos god in and his honest to god hatred of chaos.

2. Out of curiosity what would interpersonal relationships among our heroes turn out if they were all chaotic? Who would kill who, does Avernite cooperation overcome chaos backstabbingness?
3. Is the Abomination getting and using the Emperor's belief power immediately or is it gonna wait until the Emperor returns?
4. On Avernus, would it be easier for a chaos cultist to ascend as daemon prince out in the wilds or in the cities trying to create a cult?
5. With the Daemons nabbing chaos psykers killed, how hard would it be to negotiate a escape through daemons now? On Avernus.

The Fourth Emergency High Council Meeting Part One: Opening Statements

Several years after Ridcully's detection of the approaching Tyranid threat the High Council gathers to debate how to resist it, joined by the Regent of Menagroth from Dragon's Nest and an Eldar Seer for the occasion. This debate begins with a detailed explanation of what is known about the coming threat. You are told that the Tyranids are approaching the Imperial Trust from above the galactic plane and are split into dozens of splinter fleets. These fleets will first hit some of the minor powers of the far side of Amir-Ka in a decades time, and will consume fifty chaotic worlds, twenty-five Ork worlds, twelve human worlds and three worlds held by a Xenos species, the Boessaewth, over the next half decade. After that the Hive Fleet, which could be as much as a third again its current size, will start hitting Amir-Ka. If unprepared the forces of Amir-Ka will be able to hold for less then a decade, and over half of the polity will be consumed. It will then take five years for Hive Fleet Grábakr to consume the fifty-two worlds between Amir-ka and Ironbusta's Domain and then a full decade to consume Ironbusta's Domain. Less then a year after that Hive Fleet Grábakr will begin its assault on the Imperial Trust by hitting the dozen worlds of Sub-Sector Cobalt simultaneously.

The Tyranids will on average be able to recover at least eighty percent of the biomass lost after every battle that they retain control of the battleground for, and will gain a bit over a Naval Task Group from each wold consumed. This amount will increase substantially for Ork worlds that manage to hold out for a period, with the worlds of Ironbusta's domain being expected to provide over double the biomass. The twenty-seven agri-worlds in Amir-Ka will also provide a major boost to the Tyranid Hive Fleet.

While normally you could hope for the lcoal Chaos forces to unit to deal with Hive Fleet Grábakr, Urkozz Bloodbusta will soon unite his domain and launch a devastatingly powerful Waaagh against one of his neighbors, though thankfully not the Imperial Trust. Given the sheer power that said waaagh will have and the threat of the modern Orks it is highly likely that the local chaos forces will unite in order to oppose Waaaagh Bloodbusta, a campaign that will likely be underway when the Tyranids make their presence felt. This will draw off Chaotic and Orkish forces from a large region, leaving many areas poorly defended against the Hive Fleet. Even if the forces of Chaos manage to destroy Waaaagh Bloodbusta before the Tyranids make much progress they will have suffered massive losses, and be of little help. Even more worrying is if Waaaagh Bloodbusta wins, and either starts expanding rapidly, and becoming a terrifying long term threat or moves to engage Hive Fleet Grábakr in search of a good fight, leading to a war that no matter who wins, you are likely to lose.

Dragon's Nest is willing to work closely with you in dealing with these problems, though they will still need to keep the majority of their forces at home to protect them from attacks of opportunity. The Eldar also tell you that they have freed up a warhost to oppose Hive Fleet Grábakr, and would like to work in coordination with you on this. They are willing to deploy more forces if you feel the need for them due to the debts that they owe you.

You are the most respect military strategist in the Imperial Trust so are given the floor once the situation is made clear

1. As a reference guide how powerful is the Eldar contribution?
2. How fast is Webway travel, in particular from and to the non-chaotic worlds being attacked? Shortest and furthest.
 
@Durin, is it possible to attack the tyrinid fleet before or slightly after they hit the minor powers via the Eldar webway taking us somewhere within our travel range to engage it?
 
1 We need to warn ever xeno, human world in the way be prepared.
2 Ridicully can nudge chaos diviners into finding out we would like High council permission and Eldar assistance if possible.
3 The Nyne believe they can get sample of a Tryanid Norn queen they can develop a poison. We like permission from the HIgh Council to get HWWO ( Talking warp lion) to get samples. If he Fails we would like to ask Eldar to get samples. If the poison proves successful we like to mass produce as much as possible.
4. We need to get to the Human and Xeno worlds and put enough forces to drive them away, also See about using the human worlds for FOBs' to harass the tryanids.
5 ask the LEdar to Harrass tryanid forces.

1Can we ask the Eldar to assassinate Ironbusta next turn and will it cost a favor?
2 Can we get the eldar to assassinate BloodBusta while the chaso forces invade? Causing both to take damage and casing the ork forces in disarray.

@Durin, an idea was proposed in Discord jokingly, but I think it has merit. What about if just before the rescue Isha mission we announce that Ridcully has Isha's blessing? Nurgle will send a daemon incursion at Avernus, weakening his defences.
