Ok, priorities for divining this turn are Alpha Legion, Grabakr, Waaagh Bloodbusta and potential abomination crusades. Secondaries are probably plans and troop movement for the other regional polities and since it's the only real thing that can go wrong right now, potential nurglite crusades.

Plus side, Ophelia just gained 5 control. Might be outstripping our grandmasters soon.

@Durin, I think you missed this question.
@Durin, fairies speak with a combination of speech and telepathy, which is why our tech priests couldn't communicate them. Given that many of our psykers are capable of both speech and telepathy, I'm thinking they could learn. Would the Species Research option from the Telepathica make that possible? If not, would it at least be the first step?

+30 to all psycic rolls

35 learning

@Durin
1. Were diplomacy bonuses like the one contained in the expert telepathy trait lost?

Incidentally

*INSERT SCREAMING*
Well we do have the ultimate sanction.

Use the Honour bound summon the Krork.

@Durin is the hive fleet farther than 1000 lightyears?
currently yes
@Durin, I think this should be the other way around. Torpedoes are the things that do a bunch of damage but are tricky to land because of point defence, strike craft, and ship movement, while macrocannons shell are standard, easy to use damage dealers.
so a 4 damage torpedo costs 2 while a 4 damage macrocannon costs 4

it would be the first step

The Primordial Sea- Saint Lin has recently discovered the existence of the Primordial Sea, from which the universe was created and chaos draws both its power and nature. He tells you that deeper study would be highly dangerous even for him, but that it could lead to key discoveries about the nature of chaos.

Time: 6 years
Chance of Success: -75% (uses average of learning and piety, can not re-roll, failure is dangerous)

Lin needs to tackle this before he dies, even if it's his final great act. What exactly is Chaos anyway? This may be the final answer.

Alright, think we should do the Thunder Warrior training option. They would be an amazing addition to our forces and would let us add them to our anti psyker units. Not to mention that we can make them from psykers including biomancers to help with the reaction time. The sooner we start the better.

Suggested action for plan makers:

Make a Request (Everything is on fire, please dear god help (Assistance in upcoming potential campaigns against Waaagh Bloodbusta, Abomination Crusades and Tyranids))
Ask Vlad (Crash Course in Bug Swatting (Share experience on how to fight Tyranids to incorporate into military education))
Ask Vlad (Hunting Myths (Assist in counterintel against Alpha Legion))

Shield Capacitors- Admiral Sarnow tells you that Shield Capacitors are small and cheap enough that it should not be that hard to provide them to all warships and defences. He tells you that as well as greatly reducing the time taken to bring your ships defences up to full they should be able to increase the life-expectancy of his ships by around a tenth, a small but significant amount. He strongly advises that you fully equip your warships with Shield Capacitors by the time you make contact with the Tyranids.

Time: 15 years.

Cost: 11,000,000,000 Thrones, 1,100,000,000 Material, 2,200,000 Promethium, 4,300,000 Advanced Material, 49,000 Exotic Material.
Upkeep per year: 550,000,000 Thrones, 55,000,000 Material, 1,100,000 Promethium, 86,000 Advanced Material, 2,500 Exotic Material.
Reward: Shield Capacitors for all ships and defences, +10% naval HP, reduce time taken to get shields up
This is interesting. I expected an increase to shield strength not HP. HP increases are significantly more valuable than shield increases though because shields don't benefit from armor rating so as armor rating goes up shields become increasingly insignificant.

Saint Lin upgrades trait A Shooting Star- (+1P, -6C, -1 all other stats, +10 to all rolls, far more likely to gain traits, ageing increased to 1 year per 2.5 years) into A Final Flash (+1P, -15C, -6 all other stats, +15 to all rolls, incredibly likely to gain traits, ageing increased to 1 year per 2 years, reduce time taken for all actions by 1 year)-Saint Lin's soul is burning ever brighter over the years, allowing him to achieve ever more amazing feats at the cost of increasing the rate at which he ages. This has reached the level where his body is only mobile due to the advanced archeotech and Eldar devices he has been gifted, and the light of his souls radiates from him with a visible glow.
Oof, -5 to all other stats. I think that balances with the +5 to all rolls? He was kind of close to paragon in learning though I think, which would have been nice.

The "far more likely to gain traits" didn't seem to do much before though, so not sure "incredibly likely to gain traits" matters either.

With the rod halving the stat losses then this is actually a bit of a gain in his rolls I think.

Shouldn't this be +3 control? 10+1+1 -> 15

She's closing in on Paragon Power, which ought to be a really cool trait for an Alpha psyker.

Urkozz's Domain tell you that it seems to be in the process of uniting under Urkozz Bloodbusta. As things stand no one is sure where the Waaagh will be headed but Ridcully is pretty sure that will not be coming in your direction.
we are gonna have to use Greater Divination and see where he will go and if we can maybe influence him to go where we want him to go

huh, its hp, I thought for sure it would be a boost to shield hp. well, either way that's pretty nice.

Marshal Bruhn upgrades trait Armour Expert (+1M, +1L, additional +2M when commanding mechanised forces) into Master of Armour (+2M, +1A, +2L, additional +4M when commanding mechanised forces) -Marshal Bruhn has always commanded forces made up primarily of armour, and has developed his skill in that field to that of a master.

Marshal Rakes upgrades trait Master of Defence (+2M, additional +4M when defending, +25 to morale of force under his command when defending) into Grandmaster Defender (+3M, +1A, additional +6M when defending, +40 to morale of force under his command when defending)- Marshal Rakes is one of the best defensive commanders on Avernus, always knowing when a positions needs to be reinforced or abandoned as well as how to best launch spoiling assaults on the besieger. When on the defensive only the greatest of forces can make him budge, and even then grudingly

very nice. our specialist commanders got a big bump in their especially, especially rakes.

Jane tells you that while Thunder Warriors may end up as a good addition to her psyker hunters she would like to see them in action more first, and would like to build off a military program for them. On a more urgent matter she has decided that she could double the number of Psyker and Witch Hunters being recruited without overly lowing their skill.

makes sense. huh, i'm surprised she did not get a trait from catching and identifying an alpha legion cell.

Vortex Stockpile- With the approaching Hive Fleet it may be a good time to create a stockpile of vortex munitions for your fleet. Vortex Torpedoes, Shells and Bomb are some of the most powerful naval weapons that you know of and may be key to any victory.

Time: 3 years

Cost: 4,000,000,000 Thrones, 7,800,000 Advanced material, 880,000 Exotic Material, 98 Relic Material
Reward: Create 3,000 units of Vortex Munitions (Torpedo 0.5 damage, shell=damage, Bomb =30)

if we can afford this, this is a thing we should do. but i'm not sure what the listed costs do.

Saint Lin upgrades trait A Shooting Star- (+1P, -6C, -1 all other stats, +10 to all rolls, far more likely to gain traits, ageing increased to 1 year per 2.5 years) into A Final Flash (+1P, -15C, -6 all other stats, +15 to all rolls, incredibly likely to gain traits, ageing increased to 1 year per 2 years, reduce time taken for all actions by 1 year)-Saint Lin's soul is burning ever brighter over the years, allowing him to achieve ever more amazing feats at the cost of increasing the rate at which he ages. errgh, poor lin. also, he's not far away from learning paragon. which is annoying. but, eh. I hope the +15 to rolls makes up for the 3 point drop in learning. On the other hand, speding up all actions by one year is big.

Grandmaster Tamia Jameson upgrades trait Skilled Psychic Researcher (+2 Control, +3L, +10 to all psychic research rolls) into Expert Psychic Researcher (+3 Control, +5L, +15 to all psychic research rolls)- Grandmaster Tamia Jameson has proven to be highly skilled at the near impossible task of researching the warp itself, having a well developed talent for understanding the strange set of rules that it works by. If you can call them anything as immutable as rules.

nice! I think between the increased L and the bonus its a net of +15 to research?

Ophelia upgrades traits Skilled Omnimancer (+2M, +2I, +6L, +6P, +3C, +3 Power, +10 Control, +20 to all psychic rolls, counts as skilled in 6 basic disciplines), Expert Diviner (+2M, +1I, +1 Control, +5 to divination rolls) and Expert Telepath (+1D, +1 Control, +10 to Telepathy Rolls) into Expert Omnimancer (+4M, +3I, +9L, +9P, +5C, +5 Power, +15 Control, +30 to all psychic rolls, counts as Expert in 6 basic disciplines)-Ophelia Jameson is an expert Omnimancer, one of those few psykers able to use all of the disciplines with great skill skill. This is an incredible feat of control and understanding, though her sheer power helps.

very nice. Unless I missed my math, that is +3L,(32->35) +3P(31->34), -1D (12->11) +2C(32->34), +2 Power(45->47), +4 Control (38->42) not to metion the flat +10 increase to all pychihc rolls.

You have recently received news that your daughter Syr is pregnant with your first grandson. You are looking forward to having grandchildren in many ways, and are very glad that your grandson will be an adult by the time that the Tyranids arrive. Hopefully there will be a long enough period of clam for Syr to raise her son.

EEEEEE! grandkids! we are going to spoil them rotten.

It seems a time of great conflict is approaching as not only is a major Tyranid Hive Fleet approaching your scouts in Urkozz's Domain tell you that it seems to be in the process of uniting under Urkozz Bloodbusta. As things stand no one is sure where the Waaagh will be headed but Ridcully is pretty sure that will not be coming in your direction. You could not thing of a worst time for this to happen, so it in no way surprises you that now is when the Orks decide to start a Waaagh. Currently Nilfheim's scout fleet is keeping a close eye on all naval movements in the region as well as attempting to locate the Hive Fleet Grábakr.

oh. well that puts a damper on things.

Ok everything is on fire around us let's not use the honorbound favor unless we have a black crusade and Abbadon leads it. We have options to nudge the chaos realms to the hive fleet and we can use the minor Eldar favor to nudge the Waagh into someone maybe Assour.

Well, guys if we want to have at least the smallest chance to save Lin we need Omakes, lots and lots of Eldar's omakes.

Since @Durin confirmed that omakes about it will help with the chance of getting a rescue in time.

Plus, this may just be deluding myself but if the Eldar manage to get most of that dozen of Tyranids Splinter fleets to Nurgle's domain it would be a great distraction, and it could be a good time to give it a try.
