Personal action is not personal attention. We have four personal action slots, two of which can be Personal Attentions. One of the remaining two is the Thaddeus action, which can be used for his expertise or just for one of our non-Personal Attention actions. The last is what you are referring to.

Have you considered adding expedite to the void actions (which are relatively affordable) or switching the actions in the Telepathically so that Xavier does the readiness (with substantially higher Martial) instead of Aria and Aria does the material examination (which does not seem to have a roll component Xavier's stats/traits can boost)?
 
Ok, I've come up with a new possible list of potions for the Nynye trade - I want to hear people's thoughts:

Master Potions of Healing, Strength, Rest, and Toughness for Heroes (40)
Death's Hand Poison for Last Hunters (40)
Journeyman Potions of Rest for Primaris and Grandmasters (9)
Apprentice Potions of Sight and Strength for Life Guard (40)
Apprentice Potions of Sight for Master Psyker Hunters (20)
Apprentice Potions of Sight for Heroes (1)

This gives all our Heroes a full kit of potions. Strength and Toughness help them when they get into duels with enemy heroes, Healing is self explanatory, and Rest will keep them fresh. Apprentice Sight is mainly to use the last point.
Last Hunters get the super poison. They're basically our equivalent of assassins anyways, so that make sense.
Primaris and Grandmaster psykers get Journeymen Rest potions so that Choirs can operate longer without tiring.
The Life Guard all get Sight potions to enhance their bodyguard duties, and Strength because they're a group that's fairly likely to enter into melee combat and could benefit from it.
The Master Psyker Hunters get Apprentice Sight potions to help them find Chaos Psykers who may be using their powers to hide themselves - should help find the bastards before they can cause damage.

On Discord, Durin said that the Witch Hunters want Death, Healing, Toughness, and Senses. You may want to ask Durin directly what kind of potions our various organisations want.

Aside from that, get Apprentice Strength for our Last Hunters so we get better Eversors.

By Witch Hunters do you mean the Last Hunters or Master Psyker Hunters? They both qualify for the title.

We really want to talk to the High Council about this first. We may have carte blanche for dealing with Avernus but Durin explicitly said we need to talk to the High Council before giving them quartok tech.

If we do get their permission, I think we should give them the quartok tech. The hierarchy we're dealing with is friendly to humans, we get a bunch of stuff out of the deal, we further improve our relationship with friendly xenos, and quartok tech is inferior enough that if the relationship sours over the next few millennia we can still crush them.

I'm OK with giving them the most basic tech but this
Inquisitor Klovis-Ultan tells you to be very careful in your dealing with Areatha and the Nynye, as what you decide may have consequences for centuries to come.
Makes me want to go really slowly if at all trading anything more complex, including Quartok tech to them, Klovis is very good at his job if he's warning of potential unforeseen complications then I think taking things slowly is the only safe way to go.

If I may throw in my two cents.

I agree with Andres that we should talk to the high council about Quartok tech first, however I do not see any trouble with giving them level 2 tech.

Its basically giving them the steam engine and will help kick start them into the industrial revolution which should increase the power of one of the factions most likely to be steadfast allies with (thanks to Lulana, trade and having never fought them, infact I think people's first interactions with them was them fighting for us with Lulana's warborn) even if we don't give them the Quartok's stuff its still more than almost any faction on Avernus and gets us the basics of Alkhestry so we can build up ourselves.
 
If for some reason we can't make them as advanced as the quartok currently are, we can still use quartok tech to take them above level 2. Just as we can give human tech lower than our current tech level, we can give quartok tech lower than the current quartok tech level. It's not a binary choice of "give them quartok tech" vs "don't give them quartok tech".

Making use of any knowledge traded is going to be a long process that we just plain can't start right now—Telepathica actions are tied up, and I'd expect at least a few research and training actions before we could even produce our own Apprentice grade.

Sure, we'd need to spend another year's diplo action to do the knowledge trade if we put it off, but diplo actions are cheap. I also really worry that if we piss people off by being too cavalier about our trade deals with the native Xenos, we're going to end up either chaffing under some burdensome regulations where we can't even blow our nose without a diplomacy campaign to get permission. We have an incredible amount of leeway right now in how we deal with the natives, and I'd be loathe to lose that flexibility going forward for a trade deal now.

While I agree with checking with the high council on the Quartok stuff, the level 2 tech has already been checked by the oversight council assigned to check all these decisions we make and has given it the green light.

I can't see them getting pissed about the people they put in charge of checking these decisions deciding, oh yes this is fine unless we somehow put pressure on them to do so, which we haven't.

I mean they can (get pissy), but I think we can easily throw that in their face by asking why they assigned them in the first place if they don't trust these people's judgement.
 
I think the biggest risk with the Nynye trade is any tech we give wont stay with just the group we trade with, any Nynye that come into contact with our trade partners will start to slowly progress up the tech tree, it will spread, idea's spread well especially when they are good ideas that make life better in clear and obvious ways, other Nynye will see our trade partners using their new tools and want their own. They can also literally go underground and work away at an idea until it's solved, completly out of our sight so intervening in groups getting tech we dont want them too would be next to impossible.

It's a long term thing yeah but once the process starts we wont be able to stop it.
