I was thinking we are going to loose one military and one fleet action for the next 20 years (4 turns). We should pull Robert back after we secure those 5 worlds and have him start using his personal actions on fortifying cities, upgrading units, building space defense, suplying the campaign. and building more ships. So we should do a trade with Midgard for thrones and anyone who can sell us metal. Because when we finish upgrading the cities that is going to put a dent in our metal supply.

Yeah with Rotbart the Trust has one of the best Generals available now that Avernus dosen't have Shwartz or Syr's awesome Martial stats. Plus I think it would be better in the greater strategic sense to do this in order to ensure a fast time table is kept and that any problems during the Trust's Reconquista can be handled by him where the Security Council simply cannot help in.

An increase of 50 cultists on average per year is nothing to worry about, especially given the increase in population. Rotbart being present also wouldn't do anything regarding Tzeentch stealing psykers, and there may not really be anything we can do about that in general for a long while - it's more likely the planet will do something about it first, if there's anything that can be done.
The Second Emergency High Council Meeting Part Three: Decisions are made as the discussion continues One hundred and Eighty-seven years after the Founding of Avernus
After a bit of discussion it was decided that all attempts would be made to push the attack on the local Ork domains as fast as possible. This will require almost half of the Imperial Trust military capacity and involve fighting on a dozen worlds at a time, or more. The Security Council spent a few days further developing the plan, which now includes attack all five worlds in the Danaan Sub-Sector in two years time and starting to secure footholds in the remaining two domains the year after. These footholds would be used to marshal attacks deeper into the Ork Domains over the following two decades. There was a lot of debate over what would happen once this campaign finished, but in the end the aggressive plan pushed by you, Admiral Freyr and Champion Surt was agreed to.
As soon as a major foothold is made on a world work will begin on colonising the planet, with fortress-cities filled with Midgardians being the main coloniser. Midgard can easily provide five billion colonists a year, allowing every world to have more then enough manpower. The main issue on the colonising front will be shipping capacity and the time it takes to get established. While reducing the amount of time can be done with the use of Avernite Engineers and massed manpower shipping capacity is not so easily increased, as any additional construction of merchant ships would take away form the amount of warships you could repair. On possible solution to this involves attempting to hire merchantmen from Dragon's Nest, which seems to have a sufficient number.
As this is happening Archmagos Tranth will be attempting to reverse engineer Exterminatus weaponry, which will then be used against Tugozak's Domain after the nearby regions have been secured while High Grandmaster Ridcully will devote some of his time and attention to intensifying the civil war in the domain. When the local domains are secured a major harassment campaign will be launched against Tugozak's Domain, with the fleet of Vanaheim and Muspelheim and Avernus' elites causing as much damage as is practical. They will use some Exterminatus weaponry in this campaign, though how much is still undecided. As the same time the Imperial Trust will dispatch a major combined arms task force to inflict as much damage to the minor Ork Worlds as possible. All forces will then withdraw when High Grandmaster Ridcully warns you that there is only a decade left before the Ork Gods awaken, and you will focus on preparing yourselves for the coming storm.
There are three proposals for how to use your Exterminatus weaponry against Tugozak's Domain, ranging from using it against only the hardest targets to trying to destroy as many worlds as possible. The arguments for restraint are mostly based around not attracting attention of greater powers by massed use of Exterminatus while the arguments for are based around doing as much damage as possible to the Orks before they get boosted.

You can convince Lord-Marshal Sigard to support this option with 2 opinion and Governor-General Alefric with 3. (can be reduced by good rite ins)
On the diplomatic front you were able to convince the High Council to warn Xenos as well as humans about the coming events, including the Necrons and Eldar if at all possible. These warning would be delivered as soon as possible so that others would have time to prepare. You also agreed on forming a military alliance if possible with the Blood Dragons, as well as a technology trade that includes some technology you had planned to keep within the Imperial Trust. You expect to be presented with more detail on possible trades at the net High Council Meeting in five years time, and probably an ambassador. Far more controversially you manged to get permission to trade the souls of Avernite Cultists to the Sirens in exchange for their Runes, though this has had a major impact on the reputation of both you and Avernus as a whole in the Imperial Trust, and required that you spend some of the favors that Governor Garp and Lord-Marshal Sigard owe you. Hopefully the knowledge will be worth the price that you are paying, both in reputation and in human souls.
It has been decided that the following technologies are available to trade with the Blood Dragons: all of the Imperial Era STCs, Royal Basilisks, Astartes Advanced Power Armors
Currently being considered is allowing Helheim Pattern Defence Cruisers and the naval technology that they use to be traded as well as providing Fell Class Super-heavy Tanks as well as maintenance and basic repair instructions. The final decision on this topic will be agreed on once the trade has been proposed and what they are willing to offer in return is seen.
It has been decided that you will request the sale of the two levels of Forges that the AdMech doesn't currently possess, STCs for Astartes equipment the Trust doesn't have but the Blood Dragons do, having Technomancy taught to members of the Adeptus Astra Telepathica, and anything else of value that Dragons Nest is willing to provide. You will also request that they loan you some transport capacity.
