OH forgot this, but its kinda important. @Durin
1. What is our negotiator's impression of the Blood Dragon's chapter master and upper leadership?
2. What is their impression of the BD's admech's political alignment (conservative or progressive). I'm banking conservative due to my assumption many are expats from Atlas and the Dark Mech destroying it.
3. Have we told them of the Quartok and if so what was their reaction?
4. Do they have things like the Baneblade from Atlas? I don't want to get it we've got our own, but out of curiosity.
I'm fine to sell the techniques but without a warptouched world I doubt it would be very useful to them.
We could rent them choirs I guess, but I'm against treating psykers are bits of comm. equipment to be sold off.
Perhaps demand basing rights (fortified space station in each system?) and let them send messages on our channels?

They've got 80 worlds and psykers are more common since 40K Midgard for instance has about 2000000 psykers per generation and if the BD don't have more big worlds I would be surprised
A terrifying thought: what if, with Gork and Mork being active, orks will become memetically contagious not unlike Chaos, so fighting orks may cause you to start mutate in an ork and worship Gork and Mork? Canonically they are in the same league as Chaos Gods...

No offence but this is stupid. Gork and Mork aren't Chaos Gods and don't even have anything to do with the Warp. They're formed of the gestalt psychic collective of the Orks, which is a NON-Warp phenomenon. They simply do not work the same as other gods, whether those gods be chaotic (Chaos Gods), orderly (Eldar gods, future Emperor), or material (C'tan).
Gork and Mork are simple, just like the Orks. One is brutally cunning and the other is cunningly brutal. Their actions are almost completely limited to fighting each other and getting Orks to fight. They ultimately play a very minor role when it comes to how Orks function. The WAAAGH, on the other hand, that's a much more potent and driving force. That is where the "soul" of the Ork race lies, not in gods.
I came home and scared off someone trying to breack in the back window, he ran off and I called the cops, its not exactly traumatic, I just have a lot of broken glass to clean up
now the time when the same window was broken when I was in the shower was a lot scarier, nothing like being naked when someone is breaking in

Well yes, they are unlikely to do something like that, but they can. IIRC they fought and beaten Nurgle once.
Also, waagh is a warp related phenomena. Other races with souls have something similar, albeit weaker. Also, waagh-based powers get cancelled by pariahs.
The Second Emergency High Council Meeting Part One: Overview and Brainstorming begins One hundred and Eighty-seven years after the Founding of Avernus
In response to High Grandmaster Ridcully's recent visions about the waking of the Ork Gods and the Orks becoming a galactic threat a combined meeting of the Security Council and the High Council is called. As well as the members of the High Council and the Security Council several senior military officers for a variety of worlds are present as are High Grandmaster Ridcully and Saint Lin for their own fields of expertise.

Frst-Artisan Granalf of Svartalfheim
Governor-General Aefric of Midgard
Governor Garp of Jotunheim
Champion Surt of Muspelheim
Governor Rotbart of Avernus
Governor Ulfic of Niflheim
Inquisitor Lord Klovis-Ultan of the Inquisition
Fabricator-General Scott of the Adeptus Mechanicus
Security Council

Chapter Master Julius "Invictus" of the Varangian Guard
Archmagos Prime Paladis of the Adeptus Mechanicus
Military Advisers
General Richards and Admiral Sarnow of Avernus
Lord-General Lund of Midgard
Admiral Antonisen and General Rask of Vanaheim
Master of Sanctity Horatius "The Steadfast" Varangian Guard
General Dam of Svartalfheim
Other Advisers
High Grandmaster Ridcully "The Oracle of Avernus, providing information
Saint Lin providing religious advice
The meeting was opend by High Grandmaster Ridcully giving a summary of the visions he has had and what he believes they represent, that the Ork Gods will become more active and that Orks will become far more deadly in between thirty and fifty years time. He can not provide any real idea of how they will change as of yet but suspects that they will become more Orksish, with all that that implies. Saint Lin and Champion Surt both have some information that could shed light on this. Champion Surt tells you that his people have records of the War of the Beast, the war aganist the most powerful Ork Warlord in recorded history. His summary is terrifying, the fact that the Beast almost conquered the Imperium at the height of its power and could fight on equal grounds with a Primarch hasworrying implications of what Orks can become. Saint Lin however talks about the Ork Gods, Gork and Mork, which he calls two of the most powerful Gods in the Warp, fed by millions of years of undivided worships by the Orks, one of the most numerous and psychically powerful races int he galaxy. He tells you that if they become active they are likely to start providing Waaagh deamons that could support the Orks, blessings strengthening the Orks both individually and en mass and strengthen the Waaagh field that is a major factor in how deadly Ork are.
Once this discussion is finished General Schwarz stands and talks about the Orks close enough to become a threat. First are the neighboring Ork Domains of Grotogg and Kazag, both of which you are already planning on engaging in the coming campaign. Each has one to two hundred million Orks and around a dozen worlds. He considers them no major threat to the Imeprial Trust at the moment even if they work together. However this may change once Gork and Mork awaken. Next is Tugozak's Domain, the largest Ork domain within the surrounding regions with over a trillion Orks and sixty worlds. It is currently in the middle of a civil war but if that war ended it could be a threat to the Imperial Trust even without the Ork Gods waking up, though not a critical one. Attacking this area has two major problems the first being distance, it taking several months for your ships to even reach it, and the second is the sheer size of the domain and the number of Boyz and ships that it can field. Finally there are four dozen other worlds held by minor Ork Warbosses, which between them have a lower population and weaker fleet then either of the neighboring domains. These Orks do not pose any threat at the moment and are unlikely to pose a major threat after the Ork Gods awaken, though that may change if they have time to gain some steam. The only issue with attacking them is how spread out they are.
The floor was then opened to general discussion in which many ideas were suggested and debated. These ideas generally fell into three categories, military, diplomatic and industrial. High Grandmaster Ridcully believes that he will be able to give at least a decades warning.
Military suggestions included taking the surrounding Ork domains, wiping out the minor Ork worlds in the region and even attempting to cause as much damage to Tugozak's Domain as possible, maybe though the use of Exterminartus Weaponry delivered by stealth warships. There is also the suggestion that the Imeprial Trust should withdraw and oftify, though most think that should be saved for the last decade.
Diplomatic suggestions include warning Dragon's Nest, warning every human polity you can find and even warning everyone you can, including Xenos, Eldar and even Chaos. The fact that it was Champion Surt who suggested that worries you. There are also suggestions to coordinate military strikes with Dragon's nest and to share some military technology.
Industrial solutions include significantly increasing the required defences on Imperial Trust world and requiring all worlds to have a full Avernite militia.
Now is the time for you to put forward any new suggestions that you have and comment on the suggestions mentioned above

Tell me. Could Slanesh turn us into Eldar whenever we fought her? Frankly I'd have a hard time believing she could turn us into Daemons. Oh or even better, could the Emprah turn Orks into humans when we fought them?
Orks are physical entities. The Warp doesn't work like that and you fixed onto completely the wrong point of Andres's argument.
He tells you that if they become active they are likely to start providing Waaagh deamons that could support the Orks, blessings strengthening the Orks both individually and en mass and strengthen the Waaagh field that is a major factor in how deadly Ork are.
I'd say we put our Psykers in highest tempo to figure out Aria's Null-Zone ability.
In the end all Whaagh! effects are warp-based, so strong anti-warp and anti-psyker measures should reduce them.
Another, rather bold idea would be trying to contact the Eldar, if anyone knows how to fight Orks at the height of their power it's them. We just have to avoid being used as Eldar-cannonfodder against their foes, as most human collaborations with them ended.
Seeing as the AdMech in the Dragon's Nest is from Atlas and has some high end tech, do they have any Exterminatus weapons? Or will we need to reverse engineer what we already have?
High tempo research things to block warp abilities I.e Aria's null zone and the Sphinx conceptual lock.
@Durin
1.Does muspelhiem's records include any of the admechs actions during this time I.e. Their reverse engineering of ork tech?
2. Can we reverse engineer the psy blockers? We have about 10 and it seems appropriate right now.
Other wise we might want to drag nif and mus into another room and create a sisters of silence type group.
Ridcully isn't really trained for Astropathy - telepathy would be the discipline that falls under anyways. The strain that Neo-Astropaths undergo is too much to risk Ridcully on anyways.
With regards to Surt's suggestions, I personally believe that warning non-chaotic xenos would be worthwhile. Chaos, on the other hand, should be steered clear of, for obvious reasons, but also because they probably already know. In fact, I bet that's why Tzeentch has been abducting Chaos psykers from Avernus, to build up his army for the coming conflict.
