Both the Arbor and Bonud seem more urgent based on the flavor text, hence why I picked them, but I want to refound all of the cities so we'll probably start on Mirkwood next turn.

Isn't the flavortext more or less identical though?
No. The Arbor is noted as important because we only have two cities in the Azure Isles right now. (by the by, @durin, we should get an option to refound Blacktyde at some point)
Bonud and Okefenokee are noted as being useful for keeping the population being moved within the same region, which is useful since the populations are used to dealing with their own local flavor of wildlife.
Mirkwood is noted as not being urgent, as it's in Lindon which is not experiencing population issues, but it would be a useful strongpoint apparently.

Has anyone ever thought of doing a omake series of Au Avernus in Warhammer fantasy or age of Sigmar if you want to go that way. All the Conan jokes you could want.

There would be no balance at all. Humans need futuretech to be able to survive on Avernus, and if you give them that then they'd stomp everything in Fantasy or Sigmarland.
